Kerala: LBS Centre for Science & Technology has invited online applications for admission to Postgraduate Diploma in Clinical Child Development (PGDCCD).

The application can be submitted only online through the website at www.lbscentre.kerala.gov.in. The last date to apply is 30.5.2023. The application fee will be Rs.800 for General candidates and Rs.400 for SC/ST candidates. Submission of more than one application by a candidate will lead to rejection of the candidature.

Application fees can be remitted at any of the notified branches of a Scheduled Bank in Kerala, either by online payment facility or using the challan generated online during the submission of the online application form.

The following is the process to register –

Candidate has to visit the website www.lbscentre.kerala.gov.in and click the link ‘VARIOUS ALLOTMENTS’ and then click “Admission to PGDCCD Course 2022”

Candidate should click the button “NEW CANDIDATE”. The candidates' details must be filled in on the page thus obtained. All the basic information required in the application must be filled in at this step.

Then the candidate has to pay the application fee online or via challan. On Successful payment of fee, a Payment Confirmation page will appear displaying the message ‘Transaction Successful’. This page will display the application number, transaction Id, Challan number, Date and Amount. Candidate should note this application number and Challan number, which will be required for future login of fee remitted candidates. The message ‘Transaction Unsuccessful’ will be displayed if the payment is unsuccessful.

When the mode of payment by challan is selected, a three-part challan form (Candidate copy, office copy and Bank Copy) will appear on the screen. Candidate has to take a printout of the challan, produce the same in the bank and remit the requisite application fee at any branch of the designated bank. The challan will contain the system-generated application number, which the candidate should note for future login purposes. After the bank remittances the fee, they will return the candidate's copy of the challan. The candidate's copy of the challan is to be retained by the candidate.

A candidate, who remitted the fee by way of challan, can continue with step 3 on the next day or within the prescribed time limit for the completion of the online application submission process; the candidate has to click the button LOGIN (FEE REMITTED CANDIDATE). On the page thus obtained, they must enter the Application Number, Date of remittance, Branch and Challan number regarding the remittance if logging in for the first time. Now facility will be provided for creating a password. Also, a Registration ID will be provided to the candidate.

A recent passport-size photograph of the candidate and the candidate's signature, all in jpeg format of the given specifications, will be uploaded (Refer to Annexure for guidelines in the notice attached below). In addition, all the certificates and documents supporting the various claims made in the application should be uploaded. Nativity proof, as stipulated in clause 5.1.1, proof for date of birth and mark lists of qualifying examinations is mandatory.

The candidate can preview the application before confirmation and submission. After the preview, the candidate has to accept the declaration and make the final submission. The facility to accept the declaration (Tick box) will be enabled only if all the mandatory fields are filled and supporting documents and images are uploaded. Candidates should then take a printout of the Application Form page from the online application for future reference.

Eligibility –

Only Indian citizens are eligible for admission unless otherwise notified.

Candidates seeking admission to the course will be categorized as Keralite and Non-Keralite.

Keralite: A candidate of Kerala origin will be categorized as a ‘Keralite’.

Non-Keralite: A candidate who is not of ‘Kerala origin’ but fulfils anyone of the following conditions will be categorized as ‘Non- Keralite Category’ -

1. A candidate who is not of Kerala Origin but has been a resident of Kerala State for 5(five) years within 12 (twelve) years of her study.

2. A candidate not of Kerala origin but has undergone her school & college studies in Kerala.

Academic requirement -

1. Female Candidates who have passed a BSc degree in any Science Subject or BSc/BA Psychology or BSc Home Science of the universities in Kerala or equivalent Degree from other Universities recognized by the Universities of Kerala are eligible for admission, provided that they have secured an aggregate of not less than 50% marks.

2. Candidates belonging to socially and educationally backward classes (SEBC) (as per G.O.(P) No.208/66/Edn. Dated 2.5.1966, G.O.(MS) No.95/08/SCSTDD dated 6.10.2008 and amendments thereof), and vide G.O.(P) No.1/2015/BCCD., Dtd. 01/01/2015 SEBC has a relaxation of 5% of marks in the qualifying examination. SC/ST candidates need only a pass in the qualifying examination.

3. The relaxation of marks in the qualifying examination extended to SEBC candidates only will apply candidates even if they are often allotted against the unavailed seats.

4. No seats rounding off the percentage of marks to the nearest whole number is permitted.

5. The lower age limit will be 19 years, and the upper one will be 28 years as of 31.12.2023.

Seats – Total number of seats is 12; seats are available for PGDCCD.

Course duration – The course extends for two years. The course details are enclosed in the notice below.

Reservation of seats

Reservation for Persons with Disability: 5% of seats available for allotment from the rank lists are reserved for candidates with a disability.

Mandatory Reservation: Leaving the seats set apart for persons with disability, the remaining seats for the course will be distributed as per the mandatory reservation principle as follows –

1. State Merit (SM) - 50%

2. Scheduled Caste and Scheduled Tribes - 10% (1 Seat)

3. Socially and Educationally Backward Classes - 30%

4. Economically weaker session - 10%

Preparation of rank list –

The rank list will be prepared based on Part III of the qualifying examination computed out of 1000. The rank list published will be valid for 3 months from the date of publication of the rank list. If any remain vacant after this date, seats will be considered lapsed.

Resolving tie –

In case of a tie in the index mark computed for ranking, the candidate who secures more marks in Part 1/Part II English will be placed higher in the ranking. If the tie persists, the candidate's age will be considered, with the older being placed higher in ranking. If the tie persists again, the candidate's name will be considered. (Eg. ‘A’ has a higher priority than ‘B’ and so on).

Publication of category list - Separate category-wise list will be published for SEBC/SC/ST/PD reservations.

Allotment process –

1. Allotments will be made based on the rank list prepared by the LBS Centre for Science and Technology, Thiruvananthapuram, and eligible reservations of the candidate subject to the availability of seats.

2. The allotment's actual date, time and venue will be notified and available on the website. No individual intimation will be sent to the candidates in this regard.

3. Candidates or an authorized representative of the candidate, along with the authorization letter in the prescribed format (Annexure VI) of the prospectus, should report at the allotment venue as per the schedule announced.

4. More rounds of allotments will be held if found necessary. The details of such allotments will be notified through the media and the website.

Reporting at the college –

The selected candidates should report before the Director, Child Development Centre (CDC), Medical College Campus, Thiruvananthapuram – 695 011 on the date and time as directed by the Director of Medical Education. No extension of time for joining the course will be granted under any circumstances. The attendance will be calculated from the course's commencement date and not from the candidates' joining date.

The candidates will have to bring the following documents at the time of reporting –

1. Allotment Memo

2. Receipt of the course fee remitted

3. Certificate to prove date of birth

4. Transfer Certificate (TC) and conduct certificate from the Institution last attended

5. Mark lists of all parts of the qualifying examination

6. Copy of Degree/Provisional Certificate

7. Migration Certificate, if applicable

Verification of Documents –

The Principal/Head of the College or Institution shall be personally responsible for verifying original documents and satisfying the correctness of the records produced by the candidate when seeking admission to the college/institution.

Failure to report for admission –

Candidates who do not take admission on the prescribed date will lose their admission. Those candidates, who fail to take admission, resulting in the non-filling of such seats, will be proceeded against by the Government as per rules.

Medical Checkup –

Candidates provisionally selected for admission to the course shall have been producing a medical certificate from a medical practitioner in Government service not below the rank of Assistant Surgeon regarding their fitness to undergo the course. The decision of the Director of Medical Education in disqualifying candidates on medical grounds shall be final.

Discipline –

Before admission, the selected candidates shall submit the declaration in the form duly signed by them and attested by their parent/guardian, as the case may be. Admission shall be refused if this declaration is not produced.

Execution of Bond –

The applicants selected for the course shall have to execute a bond in Rs.100/- Kerala stamp paper at the time of admission to the effect that they shall pay to the Government in the event of their interrupting or discontinuing the course at any time after one month from the date of admission to the course a sum of Rs. 20,000/- (Rupees Twenty Thousand only) towards liquidated damages.

Fee structure –

A total of Rs.9500 has to be paid by the candidates selected.

1. Tuition fee: Rs.7000

2. Miscellaneous fee: Rs. 500

3. Stationary fee: Rs. 500

4. Laboratory fee: Rs. 750

5. Caution deposit: Rs. 750

The second year's course fee to be remitted is Rs.8750/-. The students must pay the second-year fee on the first working day of the second-year course.
