Haryana : DME Haryana released Procedure for admission to MBBS/BDS courses in Government/Government Aided/Private Medical and Dental Educational Institutions in the State of Haryana including those under Private Universities-SGT University, Budhera, Gurugram, Al-Falah University (Minority Private University) and PDM University, Bahadurgarh, Jhajjar for Academic Session 2022-23.

The Governor of Haryana is pleased to notify the admission procedure in supersession of all the earlier notifications issued in this regard, to be adopted for admission to Under Graduate Courses i.e. MBBS/BDS for the Academic Session 2022-23 in the Government/Government Aided/Private Medical and Dental Educational Institutions in the State of Haryana including those under Private Universities (SGT University,Budhera, Gurugram; Al-falah University, Faridabad and PDM University, Bahadurgarh, Jhajjar.)

Reservations

It is notified that in Government Institutions covered under this Notification, 15% of the seats will be assigned to the All India Merit Category of NEET UG-2022 and the remaining 85% of the seats will be assigned under the Haryana State Merit Category of NEET UG-2022.

It is further notified that in Private Medical/Dental Institutions affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak. 50% of the seats will be filled under State Quota seats and remaining 50% of seats will be filled under the Management Category. Out of 50% of Management Category seats, 15% seats will be in the Non-Resident Indian (NRI) Category.

The State Reservation Policy shall be applicable for admission to all State Quota seats in Government/Government Aided Medical/Dental Colleges and for 50% State Quota seats in Private Medical /Dental Colleges affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak 4. 5% seats of the State Quota seats shall be reserved for candidates with Benchmark Disabilities in accordance with the provisions of the Rights of Person with Diabilities Act, 2016, based on the merit list of National Eligibility cum Entrance Test (NEET UG 2022) and as per NMC Guidelines issued from time to time. The Disability Certificate issued by the designated Disability Centres notified by NTA in the Prospectus issued for NEET 2022OR the Medical Board constituted by PGIMS, Rohtak will only be considered valid for admission purposes for the Academic Session 2022-23( In case of any discrepancy, the decision of medical Board at PGIMS Rohtak shall be final). The dates on which the Medical Board at PGIMS, Rohtak will sit shall be duly publicized to public by means including on the Admission Web portal and the website of Pt. B.D Sharma UHS, Rohtak i.e. www.uhsr.ac.in; www.dmer.haryana.gov.in . Vacant seats (if any) in this category shall be filled up as per State Reservation Policy.

The seat distribution in Medical/Dental Colleges under Private Universities (SGT University, Budhera Gurugram; Al-Falah University, Faridabad and PDM University, Bahadurgarh, Jhajjar would be as per Section-35 of the Haryana Private Universities Act,2006.  Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak is authorized to conduct the Online Combined Centralized Counselling as per Merit of NEET–UG-2022 for admission to all the Government/Government Aided/Private Medical and Dental Educational Institutes including those under Private Universitiesi.e SGT University,Budhera, Gurugram; Al-Falah University, Faridabad (Minority Private University) and PDM University, Bahadurgarh, Jhajjar located in the State of Haryana.

Admissions shall be done for the following Government/Government Aided/Private Medical/Dental Colleges located in the State of Haryana subject to the final approval from Govt. of India, Ministry of Health & Family Welfare, New Delhi/State Government/Affiliating University:-

Government Medical Colleges:-

(i) Post Graduate of Institute of Medical Sciences (PGIMS), Rohtak.

(ii) BhagatPhool Singh GMC(W), Khanpur Kalan, Sonipat.

(iii)Shaheed Hassan Khan Mewati GMC, Nalhar, Nuh

(iv) Kalpana Chawla Government Medical College, Karnal

(v) SABV, Chhainsa, Faridabad.

(vi) ESIC, Faridabad.

Government Aided Medical College:-

(i) Maharaja AgrasenMedical College, Agroha, Hisar.

Private Medical Colleges Affiliated to Pt. B.D.Sharma University of Health Sciences Rohtak:-

(i) NC Medical College & Hospital, Israna, Panipat.

(ii) Adesh Medical College & Hospital, Shahabad, Kurukshetra.

(iii)World Medical College, Gurawar, Jhajjar.

Private Medical Colleges established under Haryana Private Universities Act,2006

(i) SGT Medical College, Hospital & Research Institute, Budhera, Gurugram (SGT University, Budhera, Gurugram).

(ii) Al-Falah School of Medical Science & Research Centre, Village Dhoj Tikri Khera, Faridabad (Al-Falah University, Faridabad).

Government Dental College:

(i) Post Graduate Institute of Dental Sciences (PGIDS), Rohtak.

Private Dental Colleges:

(i) Swami Devi Dayal Hospital and Dental College, Golpura, Barwala.

(ii) J.N. Kapoor DAV Centenary Dental College, Yamuna nagar.

(iii)SudhaRustagi Dental College and Hospital Faridabad

(iv)Jan Nayak Ch. Devi Lal Dental College, Sirsa.

(v) Yamuna Institute of Dental Sciences, Village, Gadholi, Yamunanagar.

Private Dental College established under Haryana Private University Act, 2006.

(i) Faculty of Dental Sciences, Bahadurgarh, Jhajjar (PDM University, BahadurgarhJhajjar).

(ii)SGT Dental College, Hospital and Research Institute, Budhera, Gurugram(SGT University, Budhera, Gurugram).

a) The seat distribution of MBBS/BDS Courses in various Government/Government Aided/Private Medical/Dental Education Institutions including those under Private Universities will be notified later on and shall be available on the website of University i.e. uhsr.ac.in; dmer.haryana.gov.in and on the Admission Web Portal prior to commencement of counselling.

b) The seats in each Course/Institute are subject to the final approval from Govt. of India, Ministry of Health & Family Welfare, New Delhi/State Government/Affiliating University. Accordingly, the final distribution of seats may vary depending upon the sanction/decision of the Govt. of India/NMC/DCI/State Government/Affiliating University.

c) Roster for all categories of seats including PWD, EWS shall be verified by Pt. B.D. Sharma University of Health Sciences, Rohtak for allotment of seats under reserved category.

The State Reservation Policy shall be applicable for admission to all State Quota Seats in Government/Government Aided Medical/Dental Colleges and for 50% State Quota Seats in Private Medical/Dental Colleges affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak.

Reservation for EWS Category shall be provided as per Haryana Government Notification dated 25.02.2019 (Annexure-I). The candidates will be required to submit Income and Asset Certificate issued from Competent Authority as per Annexure-I of the said Notification dated 25.02.2019. EWS Quota shall be provided against the actual number of EWS seats granted/enhanced in the specific Course/Institution as recommended by NMC and approved by Ministry of Health and Family Welfare, Govt. of India.

It is further notified that all the students desirous of seeking admission to MBBS/BDS Courses will have to get themselves registered online through the authorized admission web portal. The detail of the web portal and counselling schedule shall be duly publicized on www.uhsr.ac.in and https://dmer.haryana.gov.in. The candidates are required to regularly visit the websites as stated above for updates.

The candidates will have to appear in person before the Admission Committee at Pt. B.D.Sharma University of Health Sciences, Rohtak for document verification.

Eligibility Criteria:

A candidate for admission to MBBS/BDS courses in Govt./Govt. Aided Medical & Dental Institutions and Open Merit Category(State Quota) Seats in Private Medical/Dental Institutions will be eligible if he/she:

i. Is a citizen of India.

ii. The candidates, who are bonafide residents of Haryana as per instructions issued by the Chief Secretary to Govt. Haryana and who/whose parents produce(s) Haryana Residence Certificate as per Government instructions given in Annexure II, III&IV or any modification issued by competent authority from time to time.

iii. For Management Category, candidates from All over India shall be eligible, irrespective of their State of domicile and place of study.

iv. All candidates (General/SC/SC(Deprived)/BC-A/BC-B/Benchmark disabilities/EWS/ESM/FF) desirous of seeking admissions in any Category of seats should fulfill the minimum eligibility criteria/qualifications/qualifying criteria as prescribed in the information bulletin for National Eligibility-cum Entrance Test(NEET) issued by NTA for the Academic year 2022-23 and as per regulations of National Medical Commission/Dental Council of India issued from time to time.

No candidate who has failed to obtain the minimum eligibility marks (as specified in NEET UG-2022) shall be eligible for admission to MBBS/BDS courses.

Note: The candidates who have been provisionally allotted seats online will have to bring, in original, all the relevant certificates/documents at the time of document verification without which admission to UG course shall not be granted. Attested photocopies of certificates/documents will not be considered valid for the purpose of admission and the seat allocated to them online shall be cancelled.

Procedure for Admission to State Quota seats in Govt./Govt. Aided and Open Merit Category seats (State Quota Seats) in Private Medical/Dental Colleges including those under Private Universities located in the State of Haryana:-

i)  The admissions under above stated categories will be made on the basis of Haryana State Merit list prepared as per NEET UG 2022 from the list of registered candidates as available on the admission web portal.

ii) The schedule of counseling, admissions and start of classes shall be in conformity with the schedule laid down by National Medical Commission/Dental Council of India/Ministry of Health and Family Welfare, Government of India and State Government. 

iii) Candidates applying on the basis of NEET UG 2022 should fulfill the eligibility criteria for being granted admissions as fixed under NEET UG 2022.

iv) The merit will be based on NEET 2022 Rank. For admissions under ESM category, preference will be given as per State Government Notification No. 22/10/2013-2013- 1GSIII dated 10/08/2017.

v) The choice of the course/institution exercised by the candidate at the time of online counseling will be considered final and under no circumstances any change will be allowed. Candidates will not be allowed to fill/edit the preferences after the last dated notified. 

vi) The allotment of the institution/course shall be made strictly as per merit prepared/drawn on the basis of merit of NEET-UG-2022of the candidate in the State List/All India List as the case may be and the choice / preference of the course/institutes filled up by the candidate on the online portal shall be taken as final. 

vii) The candidates will have to appear in person for document verification who have been provisionally allotted seats (with all original documents) in front of Admission Committee at Pt. B. D. Sharma University of Health Sciences, Rohtak. No appearance on behalf of candidates either through authority letter or by other means shall be acceptable.

The provisional allocation of the seat/institute online shall give NO legal right to the candidate for the said seat and the seat shall be confirmed only after document verification as per the specific time period notified. Similarly, deposition of tuition fee/any other fee shall NOT confer any legal right towards the provisionally allotted seat. The Admission Committee reserves the right to cancel the provisional allocation of seat allotted to a candidate in case of incomplete/invalid documents or by assigning reason to such a decision.

viii) 

Following will be the constitution of the Admission Committee:
1 Dean Academic Affairs, Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak Chairperson
2 Director/Principal of all Government/Government Aided Medical/Dental Institutions. Member
3 Law Officer, Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak Member
4 Any one Professor to be nominated by Director Medical Education and Research, Haryana Member Secretary

Note: The Administrative office of Dean Academic Affairs, Pt. B.D. Sharma University of Health Sciences Rohtak will provide all the secretarial support to the Member Secretary for smooth conduct of the admission Process.

ix) The Admission Committee will be responsible for taking decision for admission related matters like- supervision of admission web-portal, conduct of counselling, document verification, allocation of seats, disputes thereof etc in accordance with existing rules and regulations.

x) The Director Medical Education and Research, Haryana will be the Appellate Authority to hear the appeal for the decisions taken by the Admission Committee. Appeal can be sent on simple white paper with copy of decision of Admission Committee through email to dmer-hry@nic.in. 

xi) Final number of seats in each course/institute under each Category will be available on the website- i.e. uhsr.ac.in; dmer.haryana.gov.in and also on the admission web portal.

xii) In case there is a vacancy after the first round of counselling due to any reason, such seats will be filled up during the second round of counselling.

a) Fresh registration shall be allowed for participating for the second round. Fresh candidates will have to register themselves on the admission web-portal. The candidates are advised to regularly visit the websites of DMER - dmer.haryana.gov.in; Pt. B.D.Sharma, University of Health Sciences, Rohtakwww.uhsr.ac.in and the Admission Web portal for latest updates.

b) The candidates, who have already registered themselves for first round and wish to participate in the second round, shall not be required to register again. However, they shall have to give their willingness/option to participate in the second round of counselling online.

c) As per the MCI Notification dated 18.5.2018, the candidates who wish to participate in the second round of counseling and want to opt for State Quota Seats in Government/Government Aided Medical/Dental Institutes only shall be required to pay fee of Rs.10,000/- (Rs. 5000/- for SC/BC/PWD/EWS)through online payment mode.

If the candidate wishes to opt for State Quota Seats in Government as well as State Quota Seats/Management Quota seats in Private Medical/Dental Institutes then he/she will have to deposit Rs.1.00 Lakh through online payment mode. If a candidate does not deposit the requisite amount then he/she shall not be eligible to participate in the second round of counseling. This amount shall be later adjusted in the fee of the first year of UG Course and refunded in case no seat is allotted.

d) The Candidates who have been allotted seat in the first round shall have a right to retain already allotted seat. Opted seat shall be changed only if he/she gets an updated and opted seat during second round. However, the candidates who wish to participate in the 2nd round of online counseling will have to submit their preferences afresh again. Candidates, who have been allotted, seat in first round should give the fresh choices in order of preferences for the Course/Institute in which they wish to upgrade themselves.

a) The TUTION fee shall be payable on annual basis and the Institutes shall not ask the candidates to deposit fee for the entire course in advance.

b) The TUTION fee for the First year course shall be deposited by the successful candidates in the account- counselling and admission on account for Deptt. of Medical Education and Research (DMER). The details will be available on the admission webportal. The fee shall be transferred to the respective institute by the Chairman Admission Committee within one month after completion of the admission process.

c) The TUTION fee shall be refunded/ adjusted if the candidate is shifted in subsequent counselling from one Institute to another. In case of request for withdrawal of admission by a candidate the fee shall be refundable to the candidate, only if the request is made in person along with original receipt of fee deposition and no request shall be entertained through e-mail. The candidate will have to make the request at least 03 days prior to the last date prescribed for admission to MBBS/BDS courses.

e) The allotment of the course/institution shall be made strictly as per merit prepared/drawn on the basis of merit of NEET-UG-2022, and the choice/preference of the course/institute filled up by the candidate on the online portal shall be taken as final.

f) As per MCI Notification dated 18.5.2018 the candidates who are allotted seats in the 2nd round of counseling but do not join, their fees submitted to the Admission Committee shall stand forfeited, however they will be eligible to participate in the mop-up round.

g) The candidates who joined on the seat allotted to them upto the second round of All India Counseling /State Counselling shall not be eligible to participate in the Mop up Round/subsequent rounds.

If the seats still remain vacant even after the two rounds of counseling then left over seats will be filled up via Mop-Up Round and if still vacant, the vacant seats shall be filled as per directions of Ministry of Health and Family Welfare, Government of India/National Medical Commission/Dental Council of India/State Government and as per the schedule notified by the State Government.

Note: Any amendments by MOHFW/NMC/DCI/State Government shall have a bindingon any provisions contained in this Notification. 

d) The candidates seeking admissions in Private Colleges only can be allowed to deposit part of TUTION fee (50%) at the time of admission, however the remaining fee will have to be deposited by the candidate to the institution before the last date of admissions.

xiii) The Registration cum Counselling fee (Non Refundable) shall be as under:

Rs. 2500/- for Unreserved Category.

Rs. 1250/- for SC/BC/EWS/PWD Category of Haryana.

Rs. 10,000/- for NRI Category.

xiv) All Private Medical/Dental institutes including those under Private Universities will deposit a processing fee for counseling @ Rs. 2000/-per sanctioned intake of seats. 

xv) Eligible candidates seeking benefit of caste for Post Matric Scholarship shall have to upload the following documents in original at the time of document verification:

a. Caste Certificate.

b. Aadhar Card.

c. Account Number alongwith IFSC Code.

Process for Admission to Management Category seats in Private Medical/Dental Colleges of Haryana.

Similar procedure as followed for counseling of MBBS/BDS courses for filling up State Quota seats in Government/Government Aided, Medical/Dental Colleges and State Quota seats in Private Medical/Dental Colleges as described under point No. 9 above will be followed for admissions to Management Category seats also. However, the merit shall be drawn on the basis of All India Merit of NEET UG-2022.

a) After commencement of UG Courses, if a candidate having joined the Institute but leaves the course after three days prior to the last date of admissions prescribed by the Central Regulatory Authority (eg. 18.12.2022 as prescribed by Competent Authority) i.e. on/after 15.12.2022, then:-

(i) He/she will be debarred for next three years from applying for admission to MBBS/BDSCourse in the State.

(ii) He/She will have to pay the Bond Money Rs.10 lakhs (Rs. Ten Lakhs only) for UG Course for which Bond shall be executed at the time of admission by the Institute.

The candidates at the time of admission will be required to execute a bond with two sureties (on non-judicial stamp duly attested by 1st Class Magistrate) that he/she will not leave the course before completion. In case, any one leaves the course midway, he/she will pay Rs.10 lakhs (Rs. Ten lakhs only) to the Institutions (Government/Government Aided/Private) concerned. The Institution reserves the right to recover such money from the defaulters as per due procedure and thereafter the candidates will also be debarred for admission to MBBS/BDScourse in the State for next 03 years. The same shall be applicable for the candidates taking admission under Management Category also.

(iii) Any candidate who leaves the course midway shall have to pay the fee of the Academic Session during which he/she leaves the course along with the 50% of fee of the next Academic Session in addition to the Bond notified as in point (ii) above in case of Private Institutions.

(iv) For candidates seeking admission in ESIC, Faridabad will have to submit a bond as pre-condition of ESIC, Medical College, Faridabad. The details of the bond shall be available on the website www.esic.nic.inand also on the admission web portal.

b) Further, the last date for resignation after joining in any round and subsequent eligibility for participation in the next round shall be in line with the instructions/policies of MCC, DGHS Government of India and as notified by the Admission Committee for each round

Admission to NRI Category(NRIs/PIOs/OCIs/Foreign National)

All admission under NRI Category seats shall be as per merit of NEET-2022 The procedure for admission to NRI quota seat shall be as under:-

1. Only NEET qualified candidates shall be eligible under NRI category. All admission under NRI category seats shall be as per merit of NEET.

2. PIOs/OCIs and Foreign Nationals who are NEET qualified can also apply under the NRI category.

The preference for admission under NRI category shall be considered as under:-

i) Actual NRIs/OCIs/PIOs candidates who originally belonged to the State of Haryana.

ii) Children of NRIs/OCIs/PIOs who originally belonged to Haryana State

iii) Actual NRIs/OCIs/PIOs who originally belonged to an Indian State and Union Territories other than Haryana

iv) Children of NRIs/OCIs/PIOs who originally belonged to an Indian State and Union Territories other than Haryana 

v) If the first-degree relation of the student is NRI and residing abroad and the candidate fulfils the following condition:-

a) He should be the nearest relation.

b) In the definition of nearest relation, candidate having following blood relation:-

a) Real Brother and sister of father i.e real uncle and real aunt.

b) Real brother and Sister of mother i.e real maternal uncle and maternal aunt.

c) Father and mother of father i.e grand father and grandmother.

d) Father and mother of mother i.e maternal grandfather and maternal grandmother.

e) First degree-paternal and maternal cousins.

f) Such person should be NRI

c) Such persons should ordinarily be residing abroad.

d) Such person should have looked after such student as the guardian of the student and evidence to that effect must have been produced by such person

Foreign Nationals shall be considered for admission under NRI quota after exhausting the list of NRIs/ PIOs/OCIs.

NOTE:-

• The NRI students will have to give a Bank Guarantee/Surety Bond for the balance of fee, if they opt to pay the fee in installment as provided.

• Any seats remaining vacant under NRI Category shall be filled up from the NEET qualified eligible foreign nationals. However, if the seats still remain vacant these shall be converted to Open Category seats in Government/Government Aided Medical Colleges and Management Category seats in Private Colleges.

Fee Structure:

a. The fee structure for MBBS and BDS Course in Government/Government Aided Medical/Dental Colleges is at Annexure-V(A).

b. Fee structure for MBBS Course in Private Medical/Dental Colleges affiliated to Pt. B.D Sharma University of Health Sciences, Rohtak is at Annexure V(B).

c. The fee structure for the Medical/Dental Institutions running under the Private Universities is annexed at Annexure-V (C). 

Bond for Incentivizing the doctors after completion of MBBS Course from Government and Government Aided Medical Colleges;-

All candidates completing their MBBS Course from Government Medical Colleges in the State of Haryana, shall have to execute a tripartite bond at the time of admission amounting to Rs 36,40,636/- in Government Medical Colleges and Rs 32,80,000/- in Government Aided Medical College i.e MAMC, Agroha which will be signed at the time of admission between the candidate, bank and Government (through the Institution concerned in which the candidate gets admission).

The said loan/bond shall be implemented at the end of MBBS course if the candidate does not opt to serve in the Government of Haryana upon selection.

No bond money shall be paid at the time of admission.

The moratorium shall be extended in case of candidate who wishes to pursue Post Graduation , the details of which shall be notified separately.

General Instructions:-

a. List of documents to be brought at the time of counseling is at Annexure-VI.

b. Admitted students shall pay the fees and other charges for all types of seats as per the fixed Fee and other charges fixed by the Government of Haryana from time to time for Private Unaided Medical and Dental Institutions affiliated to Pt. B.D.Sharma university of Health Sciences, Rohtak and the fee as fixed by Private Universities for the institutes falling under their prerview.

c. All kind of fees like registration fee, tution fee, caution fee etc will be drawn in  the account- Counselling and Admission on A/C for Deptt. of Medical Education & Research (DMER). The details shall be available on the Admission Webportal.

d. All candidates belonging to the Scheduled Castes/Backward Classes/EWS/PWD/ESM/FF etc. must submit a certificate in in the prescribed format issued from the competent authority of the State Government.

e. The reservation to deprived scheduled caste category will be followed as perHaryana Government Notification dated 15.05.2021.The eligibility criteria for admission to Backward Classes shall be as per Haryana Government Notification dated 17.11.2021(Annexure-VII).

f. Only Dependents of Freedom Fighters (FF) who wish to be considered for reservation as such must submit a certificate from the Competent Authority along with undertaking (Annexure-VIII).

g. The reservation to Ex-servicemen and their wards will be considered as per notification of Haryana Government, General Service III Branch No. 22/10/2013-1 GSIII ( Annexure-IX).

h. A candidate from reserved Category shall have the right to compete for admission in General/ unreserved Category seats as per his/her merit. In case a candidate does not fill up his reserve Category in his application form, he/she will not be subsequently considered for admission against that category. However, if a reserved Category candidate has availed of any concession, such as relaxation in upper age limit, qualification or permitted number of chances in written examination etc., then he/she cannot be considered against General/ Un-reserved seats.

i. Any candidate, if found to have submitted any false documents/claim benefit of reservation on the basis of false documents will be liable for penal action under Section 420, 120B of IPC and his/her candidature shall be cancelled immediately and shall be debarred for admissions in future.

j. The admission shall be made to only those Institutes which are recognized/approved for admission from NMC/NMC/DCI and who have obtained consent to affiliation from the concerened University in accordance with the last date as prescribed by Government of India/National Medical Commission/Dental Council of India/State Government. The institutes that are unable to get affiliation and such approval from MOHFW/NMC/DCI/State Government/University shall not be considered for counselling

Any amendments by MoHFW/NMC/DCI/State Government shall have a binding on any provisions contained in this Notification
