MCC NEET SS 2022 Admissions to 40 seats at AFMS: Check Out Eligibility Criteria, Counselling Process Details

New Delhi : Through a recent notice, MCC (Medical Counselling Committee) has reiterated the counselling and admission process for Superspeciality Courses at  AFMS Institutions through common counselling by  DGHS, MoHFW for the year 2022.

Armed Forces Medical Services (AFMS) conducts Post-doctoral/Super Specialty training at Armed Forces Medical College, Pune and Army Hospital (R&R), Delhi primarily to cater for the requirement of doctors in the Armed Forces. Subsequent to the introduction of Common Counseling as per direction of Hon'ble Supreme Court of India all DM/MCh seats at AFMC, Pune and DNB-SS seats at AH (R&R), Delhi Cantt are a part of the common counseling at national level under Medical Counseling Committee (MCC), DGHS, MoHFW and all candidates are eligible for the same.

FORMAT OF SPONSORSHIP CERTIFICATE PARAMILITARY/ GOVT. OF INDIA SPONSORED CANDIDATES

ELIGIBILITY CRITERIA. The eligibility criteria for admission to Super Specialty courses in AFMS institutions are as follows:-

(a) Categories

(i) Serving officers of the AFMS: AFMS officers who have been granted Study Leave.

(ii) Medical Officers sponsored by Para Military Forces / other Government of India organizations: A Sponsorship Certificate as per Appx 'A' issued by the sponsoring authority to the candidate, specific to the subject allotted, is a mandatory requirement for admission. Any priority candidate leaving the seat after taking admission to the AFMS Instt will have to submit an application duly signed by competent authority delegated by the sponsoring organization .

(iii) Ex-SSC AFMS officers: (aa) Officers released from service after completion of contractual service, within three years after the release from service are eligible for

admission with no service/bond liability. The date of release should not be before 31 Dec 2019 for the 2022 session.

(ab) Officers who have resigned the commission/dismissed/removed from service/ not completed the contractual service are NOT ELIGIBLE under this category.

(ac) Ex AFMS officers with date of release from service prior to 31 Dec 2019 will have service/bond liability as applicable to civilian doctors (Priority V).

(iv) Civilian doctors:

(aa) Maximum permissible age shall be less than 30 years as on 31 December 2022 (i.e. date of birth is on or after 01 Jan 1993) to fulfill the service liability mentioned here under.

(ab) A doctor who fails in the course and thus crosses the age of 35 years as on 31 Dec 2025 WILL NOT BE ELIGIBLE for commission in Armed Forces and would have to pay the cost of training for the entire duration of the course.

(ac) The candidate should be willing to serve the Armed Forces Medical Services (AFMS) for 05 years subject to fulfilling other eligibility criteria. Candidate will have to execute a bond agreement as per Appx 'B'at the time of admission, to pay a sum of Rs. Fifty Six Lacs (Rs. 56,00,000/-) to Govt. of India, for the session 2022-25 in case unwilling to join AFMS when offered commission on completion of the course. 

(ad) Civilian doctors will have to undergo medical examination by duly constituted medial board at the time of admission, so as to assess their fitness for commissioning as per laid down criteria and will be admitted only if found MEDICALLY FIT.

(b) Qualifications: Candidate must have MBBS & MD/MS/DNB Degrees registered with State Medical Council or MCI. Students who have completed/are competing Post-Graduation by 31 December 2022 are eligible for admission along with Provisional Registration Certificate.

(c) The candidate must be a citizen of India.

(d) A candidate who is already pursuing any Super Speciality course shall not be eligible for admission to another Super Speciality course in the Academic Year 2022-23.

SEATS & RECOGNITION STATUS.

(a) AFMC Pune is recognized by the National Medical Commission (NMC) (erstwhile MCI) and is affiliated to Maharashtra University of Health Science, Nashik for the following courses :–

(i) DM (Cardiology) : 01 (Recognized)

(ii) MCh (CTVS) : 03 (All Recognized)

(iii) MCh (Neurosurgery) : 03 (All Recognized)

(iv) MCh (Plastic Surgery) : 03 (All Recognized)

(b) Army Hospital (R&R), Delhi is recognized by the National Medical Commission (NMC) (erstuetute MCI)and is affiliated to National Board of Examination (NBE) for the following courses:–

(i) DNB (SS) Cardiology : 02 (All Recognized)

(ii) DNB (SS) Vascular Surgery : 02 (All Recognized)

(iii) DNB (SS) CTVS : 01 (Recognized)

(iv) DNB (SS) GI Surgery : 02 (All Recognized)

(v) DNB (SS) Surgical Oncology : 02 (All Recognized)

(vi) DNB (SS) Medical Oncology : 02 (All Recognized)

(vii) DNB (SS) Neurology : 02 (All Recognized)

(viii) DNB (SS) Neurosurgery : 01 (Recognized)

(ix) DNB (SS) Urology : 03 (All Recognized)

(x) DNB (SS) Critical Care Medicine: 02 (All Recognized)

(xi) DNB (SS) Plastic Surgery : 02 (All Recognized)

(xii) DNB (SS) Nephrology : 02 (All Recognized)

(xiii) DNB (SS) Rheumatology : 01 (Recognized)

(xiv) DNB (SS) Gastroenterology : 02 (All Recognized)

(xv) DNB (SS) Endocrinology : 01 (Recognized)

(xvi) DNB (SS) Haematology : 02 (All Recognized)

(xvii) DNB (SS) Paediatric Surgery : 01 (Recognized)

COUNSELING. The common counseling for all seats of NEET-SS at National level will be conducted by Directorate General of Health Services (DGHS), MoHFW. Hence, all eligible candidates desirous of admission to Super Specialty courses {DM/MCh/DNB(SS)} in AFMS institutions for the 2022 session will have to register mandatorily on the portal for Super Speciality counselling on the MCC website: www.mcc.nic.in

PROCESS OF ADMISSION AND MEDICAL EXAMINATION.

Following procedure will be carried out at the respective AFMS institution in the sequence mentioned below for the candidates allotted DM/MCh/DNB (SS) seats during Super Speciality Counselling-2022 by MCC

Document Verification by Board of Officers on the day of reporting. Candidates to report on 02 Dec 2022 positively.

Medical Examination of the candidates by a separate Board of Officers over 2-3 days.

Declaration of medical Examination results by Presiding Officers of Medical Examination on 05 Dec 2022.

Candidates found MEDICALLY FIT will submit the Surety Bond agreement and deposit his / her original documents on 06 Dec 2022.

(Note: The candidates should arrange for their boarding and lodging for approximately 04-05 days. Candidates are advised to report to allotted institute positively on 02 Dec 2022 at 09:00 AM after declaration of the result of online counseling as specified and candidates have to report empty stomach for the medical examination.

Candidates while reporting for admission will have to bring the following documents:-

(i) 06 (Six) passport size latest photographs.

(ii) Copy of the NEET-SS 2022 Admit card.

(iii) NEET-SS 2022 Score Card.

(iv) Copy of Class X/SSLC/ICSE certificate as valid certificate of proof of age.

(v) Copy of University Mark Sheet of first to final MBBS examinations and PostGraduation course.

(vi) Copy of Internship Completion Certificate.

(vii) Copy of Permanent/Provisional state Medical Council Registration Certificate of MBBS & Post graduation course

(viii) Copy of MBBS & Post-Graduation degrees (Passing Certificate if degree has not been received.)

(ix) Copy of Nationality Certificate/Xerox copy of valid Passport/Domicile Certificate/Birth Certificate.

(x) Copy of Attempt Certificate (MBBS & MD/MS/DNB as applicable).

(xi) Copy of Transfer Certificate for non-AFMC candidates.

(xii) Copy of Migration certificate for non-MUHS candidates.

(xiii) Copy of Aadhaar Card.

(xiv) Sponsorship Certificate in case of Medical Officers sponsored by Para-Military Forces/Govt. of India organization. Sponsorship Certificate issued by the sponsoring authority should be specific to the subject allotted and is a mandatory requirement for the candidate to be considered for admission as a sponsored candidate.

(xv) In case of Ex AMC SSC Officers, release order from Armed Forces Medical Services issued by DGAFMS/concerned Medical Directorate.

(xvi) Civilian candidates, if selected, will be required to execute a bond agreement at the time of admission, to pay a sum of Rs. Fifty Six Lacs Only (Rs. 56,00,000/-) to Govt. of India, for the session 2022-25 in case unwilling to join AFMS when offered commission on completion of the course as per GoI letter No: 17436/DGAFMS/DG1D/334/21/D(Med) dated 15 March 2021. The bond is to be executed on a Rs 500/- non judicial stamp paper registered/notarized with office of sub-registrar and to be submitted at the time of admission expenses in connection with registration of Bond Agreement are to be borne by the respective candidate.

Note: Admission to DM/MCh and DNB (SS) courses at AFMS institutions is provisional subject to confirmation/ ratification by the O/o DGAFMS, MUHS Nashik, MCI& NBE. Candidates are free to seek any clarification before accepting a seat during counseling.
