New Delhi: Through a recent notification, the National Board of Examinations (NBE) has invited Applications for NBEMS Diploma Final Theory Examination December 2024
National Board of Examinations in Medical Sciences (NBEMS) shall conduct the NBEMS Diploma Final Theory Examination of December 2024 on 14th and 15th December 2024 at various examination centers across the country.
Application form for NBEMS Diploma Final Examinations – December 2024 can be submitted only online at NBE website of from 15th October 2024 (3 PM onwards) to 4th November 2024 (Till 11:55 PM).

Information for Candidates
The next session of NBEMS Diploma Final Theory Examination shall be held in December 2024 as per schedule detailed under Important Dates and Scheme of Examination.
A candidate registered with NBEMS as a NBEMS Diploma trainee and obtaining requisite period of training as prescribed by NBEMS & fulfilling other eligibility criteria as stated in the Information Bulletin may appear for the NBEMS Diploma final examination.
Candidates should go through this bulletin carefully for eligibility criteria before applying. Queries pertaining to eligibility and other issues will only be entertained if the information requested is not given in the bulletin of information or National Board of Examinations in Medical Sciences website.

Candidates are deemed to have read, agreed and accepted the Information Bulletin and the terms and conditions in the Information Bulletin for NBEMS Diploma Final Examination - December 2024 on completing the online submission of application form.
Candidate should ensure that all the information entered during the online submission of application form is correct and factual. Information provided by the candidates in the online application form shall be treated as correct.

The option of editing certain information entered in the application form shall be available to the candidates during the edit window. NBEMS will not entertain, under any circumstances, any request for change in the information provided by the candidates after closure of the edit window. Please refer Chapter on Instructions to fill Application Form for details regarding Edit Window.
NBEMS itself does not edit /modify/alter any information entered by the candidates at the time of online submission of application form under any circumstances. There is no provision of accessing the application form to make any changes in the information provided in the application form after closure of edit window. Such requests to make any changes shall not be entertained. Candidates, however, shall be able to rectify the deficiencies in their application (if so communicated by NBEMS) regarding images and documents uploaded, by the prescribed cutoff dates.
Please refer Chapter on Instructions to Fill NBEMS Diploma Final Examination - December 2024 Application Form. Candidates are advised to review their applications submitted and rectify the deficiencies, if found any, within the window as detailed below.
Candidates may note that deficiency in the application form pertaining to images uploaded may be communicated to them by NBEMS, however, it shall be the sole responsibility of theapplicant to ensure that the application submitted is complete in all aspects as per the information bulletin. If any deficiency in the application which was not communicated by NBEMS to the applicant before conduct of the examination, is noted at any later stage, this would not create any equity in favour of the candidate and confer any rights on to the candidates for grant of eligibility for the examination.
Edit Window: Candidates who have successfully submitted their payment for the application during Application Submission window shall only be allowed to edit their applications during 7th November 2024 to 10th November 2024. No new application can be registered or payment can be made during edit window. However, the balance fee required, if any, in case of change in candidate category and/or PwD status can be paid during the edit window. Any information/document can be changed/ corrected during the edit window except for Name, Test City, Nationality, Mobile Number and Email ID. Information can be edited any number of times before the closure of the window. The last submitted information will be saved in records.
Final Edit Window: Deficiency related to images uploaded (photograph, Signature, Thumb Impression) shall be intimated to the concerned candidates and same can be corrected during the Final edit window i.e. 18th November 2024 to 20th November 2024. A list of such applicants who would fail to rectify their images in the application form shall be published on NBEMS website to enable them to rectify the images as per image upload guidelines. Applications of such candidates who would fail to rectify their images even during this FINAL edit window shall be rejected. No further opportunity shall be given to make corrections. Candidates are advised to submit the images in their application as per prescribed image upload guidelines. Failure to submit images as per guidelines and/or failure to rectify the images shall invite rejection of the application.
Application for NBEMS Diploma Final Theory Exam can only be submitted online through National Board of Examinations in Medical Sciences website .There is no ther methodology for application submission. Application submitted through any other mode shall be summarily rejected. There is no requirement to submit the hard copy print out of the application form and documents uploaded to NBEMS website.
A candidate can submit the application form only once. If a candidate is found to have submitted more than one application form for NBEMS Diploma Final Examination December 2024, NBEMS may issue admit card to the application bearing higher order Application number (application ID) and cancel other application(s) forfeiting the fee for them. In an event any unfair practice is detected by NBEMS at any stage of examination/ admission process, NBEMS may cancel the candidature of such candidates and debar them from appearing in any examinations conducted by NBEMS as per provisions of the Unfair Means Guidelines.
Applications of candidates producing false or fabricated information/records will not be considered and such candidates will be further debarred from appearing in the future examinations of NBEMS. Action as deemed appropriate by NBEMS will be taken if false or fabricated records/ information is submitted or any unfair means are used.
Candidates who fail to submit duly completed applications with requisite documents and/or fail to rectify the deficiencies in their applications by the last date prescribed for rectification shall be declared ineligible. Admit Card shall not be issued to candidates who are declared ineligible before conduct of examination. In such cases, the entire fees will be forfeited. Candidates are advised to ensure that the information provided is factual and supported with documents. Columns marked (*) in the application form are mandatory and can not be left blank. In the event of rejection of the application form, no correspondence/ request for re-consideration will be entertained.
Candidates should go through this bulletin carefully for eligibility criteria before applying. Queries pertaining to eligibility and other issues will only be entertained if the information requested is not given in the bulletin of information or NBEMS website. No Queries of the Guardians/Parents/Spouse will be entertained on telephone with regard to the eligibility and disclosure of the results.
Candidate found ineligible for NBEMS Diploma Final examination, will not be permitted to appear in the examination. In an unlikely event of any ineligible candidate appearing and/or passing the NBEMS Diploma examination, the results/candidature of such candidate shall be cancelled and/or is deemed to be cancelled, even if result has been declared/ Pass Certificate has been issued.
Candidature of candidates who are allowed to appear provisionally in the examination shall be cancelled and result, if declared, shall be treated as null and void if they fail to submit the required documents towards fulfilling the eligibility criteria prescribed.
NBEMS reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the NBEMS Diploma Final Examinations even though the admit card/ roll number has been issued on NBEMS website.
Fee shall neither be carried forward to a future exams nor refunded under any circumstances. Application once submitted can not be withdrawn. Candidates’ eligibility is purely provisional & is subject to the fulfilment of eligibility criteria as prescribed by National Board of Examinations in Medical Sciences.
Instructions in the information-bulletin are liable to change based on decisions taken by the NBEMS from time to time.
NBEMS reserves its absolute rights to alter the examination schedule, pattern, policy and guidelines at any time during the continuation or after the completion of NBEMS Diploma training (2 years). The candidate shall have no right whatsoever for claiming/ deriving any right from past or present schedule, policy and guidelines of National Board of Examinations in Medical Sciences.
The existing schedule, pattern, policy and guidelines are for ready reference only but in no way, they are or are ought to be treated as representative or acknowledgment of fact that NBEMS is bound to follow the same in future.
In case of any ambiguity in interpretation of any of the instructions/ terms/ rules/criteria regarding the determination of eligibility/conduct of examinations/ registration of candidates/ information contained herein, the interpretation of the National Board of Examinations in Medical Sciences shall be final and binding in nature. There is no equity or any rights that are /or deemed to be arising in favour of candidate. Candidates are required to refer to the latest bulletin or corrigendum that may be issued to incorporate these changes. Refer NBEMS website for latest updates or corrigendum.
Request shall not be entertained for change in date/center of examination under any circumstances. Candidates are advised not to canvass for such representation.
Copy of application form submitted may be retained by the candidate forfuture reference.
Admit Cards for NBEMS Diploma Final Examination shall be available to downloaded at NBEMS website rom 10th December 2024 onwards.
Result for NBEMS Diploma Final Examinations shall be displayed on the website .Candidates should ensure before applying for NBEMS Diploma Final Examinations that their MBBS qualification is recognized by the National Medical Commission (NMC) as per provisions of the NMC Act, 2019. If it is found at any stage that the MBBS qualification is not recognized by the NMC, the NBEMS will have the right to cancel registration for the course/candidature for the examination.
Registration with NBEMS is mandatory for all candidates desirous of appearing in NBEMS Diploma Final Examinations.
NBEMS Diploma Final Examination - December 2024 shall be conducted by NBEMS at various exam centres engaged for the purpose. Candidates are advised to familiarise themselves with the route and location of the exam centre well in advance to avoid any last minute delay in arrival to the exam centre. Please refer Chapter on details of Test Day Procedures.
The examination test centre staff on duty is authorized to verify the identity of candidates and may take steps to verify and record the identity of candidates. Candidates are required to extend requisite cooperation.
Possession/Use of mobile phones/Electronic devices is strictly prohibited in the premises of NBEMS test Centres. Candidates shall be liable for penal action for Possession/ Use of Mobile phones/ Electronic devices. Resorting to use of any unfair practice in NBEMS Diploma Final Examination December 2024 shall be dealt with as per the Unfair Mean Guidelines of NBEMS. Such candidates shall be imposed academic and/or criminal punishments as may be applicable. Please go through guidelines detailed in Chapter on use of unfair means in the examination.
The applicant candidates should communicate with National Board of Examinations in Medical Sciences regarding matters related to NBEMS Diploma Final Examinations as per prescribed communication protocols detailed under Chapter on Communication Protocol.
Candidates are encouraged to communicate for NBEMS Diploma Final Examination - December 2024 through “Helpdesk” tab which can be accessed after the applicant login to its application account. The correspondence through post should be addressed to the Executive Director, National Board of Examinations in Medical Sciences, Medical Enclave, Mahatma Gandhi Marg, Ansari Nagar, New Delhi-110029. Candidates are requested to superscribe the envelope with the subject matter of the correspondence for expeditious processing.

Applications forms once submitted cannot be withdrawn. Fee shall neither be carried forward to a future date nor refunded under any circumstances. Any claim for refund, adjustment or carrying forward of Application fee will not be entertained after successful submission of application.
How to pay: The prescribed exam fee should be remitted through payment gateway provided using a Credit Card or a Debit Card issued by banks in India or other modes as may be made available and have been provided on the web page. Fee can not be deposited through any mode other than the payment gateway available while submitting online application form submission.
Examination fees in respect of candidates who are absent or declared ineligible due to any reason will be forfeited. Candidates are advised to read the rule position carefully and satisfy the terms and conditions for fulfilment of eligibility criteria before proceeding for payment of fees.
Kindly ensure that the payment made for examination fee is successful and confirmation of the same can be seen in the application form under payment status reflected as “S” (for successful). In case the status is shown as pending, the payment might be stuck with your bank and might be cleared at a later date. The application submission process in not completed till such time the status of payment is reflected as “s” in application form.
NBEMS shall not be responsible for rejection of your application Due to delay in settlement of the payment by your bank to NBEMS. It is at the discretion of the applicant to make another payment for completing the application submission process. In an event of receipt of duplicate/multiple examination fees towards the same application ID, NBEMS shall refund the excess fees received for an application retaining the prescribed examination fee, after closure of application window.
Eligibility
• Candidates who have undergone training as a NBEMS Diploma trainee at any of the National Board of Examinations in Medical Sciences accredited institute after having registered with NBEMS as a NBEMS Diploma trainee and are completing their prescribed (as per letter of registration issued by NBEMS) training as a NBEMS Diploma trainee by 30th June 2025 & on submission of certificate to this effect, can undertake the NBEMS Diploma Final Examination in the same specialty.
• Submission of Training Completion Certificate indicating details of leave taken during Diploma training for NBEMS Diploma trainees is an essential pre-requisite. In case the candidate does not submit the training Completion certificate (as per applicable format given in Annexure III & IV) along with the application form, his/her application shall be rejected and fees forfeited.
• Request for extension in cutoff date for completion of training for the purpose of eligibility determination for NBEMS Diploma final Examination shall not be considered.
• Candidates who have completed their NBEMS Diploma training while applying for NBEMS Diploma Final Examination shall be required to submit Final Training Completion Certificate (FTCC) as per format prescribed in Annexure - IV.
• Candidates whose NBEMS Diploma training is ongoing while applying for NBEMS Diploma Final Examination shall be required to submit Provisional Training Completion Certificate (PTCC) as per format in Annexure-III. The PTCC must confirm that the candidate would be able to complete his/her training by the prescribed cut-off, after taking into consideration all leave taken visa-vis the maximum permissible leave as per NBEMS leave rules and the required period of extension, if any. Such candidates are required to submit Final Training Completion Certificate (FTCC) as per format in Annexure-IV immediately on completion of their training. Such candidates shall be provisionally allowed to appear for NBEMS Diploma Final Examination subject to completion of their NBEMS Diploma training by the prescribed cutoff date.
• Candidates who submit their Provisional TCC with correct leave details projecting their training completion on/before the prescribed cut-off date for the examination, happen to avail more leave after applying for the examination due to some unforeseen reasons which might take their training beyond the prescribed cutoff date, shall NOT be declared INELIGIBLE for the examination
• If such a candidate qualifies the theory and practical examination, his/her Provisional Pass Certificate shall only be issued on completion of his/her NBEMS Diploma training and submission of Final TCC to this effect.
• If such a candidate qualifies theory examination but fails to qualify the practical examination, his/her candidature for theory examination shall remain valid and he/she shall be allowed to appear in the next remaining attempt(s) of practical examination, provided that he/she completes his/her NBEMS Diploma training before the next attempt of practical examination.
• However, candidates who at any stage are found to have misrepresented/failed to disclose the complete details of leave taken by them, in their Provisional TCC, shall be declared INELIGIBLE on failing to complete their training on/before the prescribed cut-off date for the examination. Candidature of such candidates for NBEMS Diploma Final Examination shall stand cancelled and result, if any declared, shall be treated as null and void.
• As per NBEMS norms, appearance in at least ONE Formative Assessment Test (FAT)/Internal Assessment conducted by the Hopsital or FAT conducted by NBEMS during the NBEMS Diploma training shall be mandatory towards eligibility for appearing in NBEMS Diploma Final Examinations.

• The date, time and venue of practical examination shall be intimated to all candidates (who have qualified theory examinations) through their Online Exit Examination Portal (OEEP) account. A list of candidates who are allotted practical examination centres is also published on NBEMS website under the quick link: Practical Exam Centre
• NBEMS reserves its rights to allot a practical center anywhere in the country; the candidates shall make their own arrangement for travel/ boarding etc. Change in centre of the practical examination is not permitted under any circumstances. Candidates are advised not to make any representations/not to canvass in this regard.
Instructions to Fill Online NBEMS Diploma Final Application Form
Candidates shall be required to go to NBEMS website for submission of NBEMS Diploma Final Examination application to National Board of Examinations in Medical Sciences.
After successful registration and submission of application, candidates can login to their OEEP account to check the status of the online application submitted for NBEMS Diploma Final Examinations, any deficiency communicated to them to download the admit cards. OEEP can be accessed under Trainees Login >> Exit Examinations. Candidates can login to OEEP using the mobile number registered while filling up the online application.
Application for NBEMS Diploma Final Theory Exam can only be submitted online through National Board of Examinations in Medical Sciences website. There is no other methodology for application submission. Application submitted through any other mode shall be summarily rejected.
There are two stages in application process which require login through two different web pages:
Apply for NBEMS Diploma Final Examinations: The online application form for NBEMS Diploma Final Examinations can only be accessed under the quick link Examinations (top bar on website) >> Exit Examination >> NBEMS Diploma Final Examinations >> Application Link. To create a user and to submit the application for December 2024, click on this link. After registration of user and getting a User ID, again click on this link and login to complete & submit the application form.
Following steps shall be required to be completed in sequence for application submission to NBEMS:
A. Register a User - Online
B. Complete Application form, Examination City Selection and Upload Prescribed Documents - Online
C. Pay Examination Fee - Online
The applicant candidate shall register a user for submission of application. The username and password shall be shared on registered mail ID. On successful registration, the applicant shall be required to complete the NBEMS Diploma Final Examinations application form, pay the prescribed examination fee and upload the prescribed documents online. Candidates shall be able to preview the application form form any corrections required before final submission.
The applicant candidate may save and print the application form submitted online for future reference. There is no requirement to submit the hard copy print out of the application form and documents uploaded to NBEMS.
Candidate Login after Application Submission: This login would allow tracking the status of application, deficiency issued if any and access to practical examination details once the candidate qualifies the theory examination. This login shall be active only for those who have successfully submitted an online application. It may take few days after application submission for this login to be active. This web page can be accessed under Trainees Login tile on home page >> Exit Examinations >> OEEP.
The Online Exit Examinations Portal shall be the window of communication between NBEMS and the candidate. NBEMS Diploma Final Examinations related information shall be accessible to the candidate at this portal.
Register a User - Online
New User Registration: All candidates desirous of applying for NBEMS Diploma Final Examinations shall be required to create a user through the Application link under the tab NBEMS Diploma Exit Examination on NBEMS website. If password is lost, it can be retrieved by clicking “Forgot Your Password”.
After opening the NBEMS website, click on quick link Examination (available in top bar) to access the Exit Examinations >> NBEMS Diploma Final Examination. To apply for NBEMS Diploma Final Examination December 2024, Click at “Application Link”. You will be diverted to a Registration/login page.
If the applicant candidate is a first time user at this portal, click “Register New User?”
• Username/User ID: Candidates who would register a “New User” will get their system generated username/User ID and password at the email ID provided on completion of profile creation. Application ID is generated after successful submission of an application. Application ID is not the User ID for login purpose.
• Name: Name in your examination application should match with the name in the Letter of Registration issued by NBEMS:
• In an event your name has changed subsequent to getting registered with NBEMS, you can apply in your changed name with documents in supports of changed name such as Gazette notification of change in name, supporting affidavit, Govt issued ID proof in changed name etc. NBEMS may require additional documents in support/ clarifications for accepting the application with changed name.
• In an event your name has changed prior to getting registered with NBEMS, you can apply in your changed name after getting your name changed in letter of registration issued by NBEMS.
• Name once registered for the NBEMS Diploma Final Examination can not be edited in the applications to be submitted. Request for change of name after submission of application shall not be considered. The NBEMS Diploma certificate shall be issued to the qualified candidate in the same name as mentioned in the application for examination and no request for change in name at a later stage shall be entertained.
• Gender, Date of Birth and Nationality: Indicate your gender; Day, Month & Year of your birth and Nationality.
• Email ID: Email ID chosen by the applicant candidate shall be verified through a system generated OTP for user creation. Same email ID can not be used for registration of any other user concurrently. Please note that all email correspondence with the applicant candidate shall be done at this email ID only. Correspondence received from any other email ID of the candidate shall not be entertained.
• Mobile No: Please provide the desired mobile number for receiving all Exit Examinations related communications. Please note that all telephonic correspondence with the applicant candidate shall be done at this mobile number only. You can modify the existing profile by logging in using your user ID and password at OEEP which can be accessed after submission of application at NBEMS website under “Trainees Login”.
Complete Application form, Examination City Selection and Upload prescribed documents - Online
• After registering the user, please choose the correct tab for the examination you wish to appear in ( Diploma Final Examination - December 2024). The candidate can either continue to fill the desired application form by clicking at the link “Go to Application Form” or can fill the application at a later stage after login in using the User ID and Password received at email.
While filling the application form, the candidate shall be required to select one of choices under following heads :
• Select Your Examination: Theory & Practical/Only Practical
• Select Specialty for Examination to be taken
NBEMS Diploma trainees shall be required to enter their Registration Number provided by National Board of Examinations in Medical Sciences in the letter of registration issued to them. Please enter the registration number in the same format as mentioned in the letter of registration.
Candidate shall be required to provide the details of NBEMS Diploma training undertaken by them, the details of appearances in FAT, details of leave availed by them during the training etc. All fields marked asterisk (*) are mandatory and candidate can not proceed further in the application without completing the mandatory fields on the page. Upload of Prescribed Documents, Photograph and Scanned Signatures: The candidate shall be required to upload scanned copies of original documents at indicated places as per details mentioned below:
• MBBS Degree Certificate
• NBEMS Diploma Training completion certificate as per the format given in the information bulletin at Annexure-III/IV.
• Registration letter issued by NBEMS.
• National Board of Examinations in Medical Sciences approval in cases of extension of training (in cases of Maternity leave/ Paternity Leave/ Medical Leave/ Excess leave) Please upload following as per Image Upload Guidelines mentioned at the end of this Information Bulletin:
• Latest Photograph
• Scanned Signatures
• Thumb Impression
Admit Cards will not be issued to the candidates who fail to submit the above mentioned essential documents.
Pay Examination Fee
Payment of Fee: The candidate shall be required to make requisite payment of prescribed examination fee online.
After successful payment of required fee, the process of submission of the application of the candidate shall be completed. The status of payment must be reflected as “Payment Success” else the candidate may be required to complete the payment again for successful submission of application.
Acknowledgement of Online Application Submission: An acknowledgement email shall be sent for receipt of online NBEMS Diploma Final Examinations Application at NBEMS. The acknowledgement shall bear an Application Form ID. Please preserve this form ID for future correspondence with National Board of Examinations in Medical Sciences regarding application.
Admit Card:
• The admit card of the candidate for theory examination shall be available for download at NBEMS website in from 10th December 2024 onwards. Candidates are required to take print out of their admit card from the website, paste their photograph at the designated place and appear at exam centre along with one of the following original and valid/non-expired ID proof:
