Chennai: The Tamil Nadu Selection Committee is soon going to close the online application process for MBBS and BDS admissions for the 2026-27 academic session and released the detailed admission prospectus outlining the eligibility criteria, counselling process, reservation policy, fee structure, security deposit, and important admission guidelines.

Admission to Government Medical and Dental Colleges, Government quota seats in self-financing institutions, ESIC Medical College, K.K. Nagar, Chennai, and Government quota seats in State Private University medical colleges will be based solely on NEET UG 2026 scores through the State's single-window counselling process.

Candidates who participate in MBBS & BDS counselling must qualify in NEET Examination (for the current academic year 2026-2027).

From the total number of MBBS / BDS seats available in the Government Medical / Dental Colleges, 15% of the seats are surrendered to All India Quota and the remaining 85% of seats are allotted to State Quota for the academic year 2026-2027, whereas in Government Erode Medical College and Hospital, Perundurai, Erode District, the Government has sanctioned an annual intake of 100 students of which 30 seats are earmarked for the wards of employees of the State Transport Corporation and Institute of Road Transport Corporation members who are contributing to the Corpus Fund and 15% of total seats (15 seats) surrendered to All India Quota and the remaining 55 seats are allotted to State Quota (General Pool).

Seat sharing with Self-Financing Minority and Non – Minority Medical / Dental Colleges will be as per State Policy and National Medical Commission / Dental Council of India regulations and applicable court orders.

Christian Medical College seats will be filled as per the Judgement issued by the Supreme Court of India in paragraph 9 of I.A.No.110584/2022 in W.P.(C). No.8/2022 as follows:-

• 30% seats of Christian Medical College, Vellore will be filled by the State Government following its policy of reservation strictly in accordance with the Government Quota Merit List.

• For 20% of seats of Christian Medical College, Vellore will be filled from the candidates who are native of Tamil Nadu and belonging to Christian Minority in accordance with the Christian Minority Merit List and candidates who are eligible to claim Christian seats which is a notified minority community as per Section 2 (c) of National Commission for Minorities Act, 1992 should produce a certificate issued by the competent revenue authority of the candidate’s native jurisdiction. (Annexure– XV1)

• The remaining 50% of seats are earmarked for admission under CMC Quota for which admissions will be made by the Selection Committee based on the criteria given by the management of CMC. Details are given in the MQ Prospectus.

Special Category (Children of Ex-Servicemen, Eminent Sports Person and Persons with Benchmark Disabilities) admission and admission on preferential basis (7.5 percentage) to students of Government schools as per the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homoeopathy Act, 2020 (Tamil Nadu Act No.34 of 2020) will be done ahead of General Category. The mode / venue for Special Category counselling will be intimated later. Special Category candidates belonging to Eminent Sports Person and Children of Ex-Servicemen are instructed to pay an additional amount of Rs.100/- via Bank payment portal.

Candidates applying under IRT ward category should have obtained the necessary IRT Ward certificate duly signed by the competent authority as mentioned in Annexure VIII and upload it along with the application form. If the ward certificate is not submitted along with the application form, their candidature under IRT ward quota will be rejected.

At the time of registration, the candidate must pay Security Deposit as follows:

(i) For Government Medical Colleges – NIL

(ii) For Government Dental Colleges – NIL

(iii) For Government Quota seats in Self-Financing Medical / Dental College and State Private University Medical Colleges – Rs.30,000/-

(if candidate wishes to choice lock Government quota seats in self financing colleges and State Private University Medical Colleges)

Security Deposit will be refunded to the candidates after joining the allotted colleges at the end of all phases of counselling and to the candidates who have not got any seats during any phase of counselling. (Within 3 months of completion of the entire counselling process).

Security Deposit will not be refunded for the candidates who have not joined the course in Round 3 or later Rounds or who discontinue the course beyond the stipulated date in Round 2 or in later Rounds and they will also have to forfeit the Registration fee and Tuition fee.

“SC / SCA / ST / converts to Christianity from Scheduled Caste, candidates are exempted from Security Deposit if annual income is less than 2.5 lakhs.”

Each Round of counselling is a separate Round and the rules of each Round are different. Once any Round commences, the rules of that Round will apply to all the candidates even if they are allotted / admitted in the previous Round(s) of counselling. The rules of Round 1 will only apply to rules of Round 1. Once Round 2 commences, the rules of Round 2 shall apply and the rules of Round 1 will not apply. Similarly, the rules of Round 3 will apply in Round 3 and the rules of Stray Vacancy Round will apply on Stray Vacancy Round.

GENERAL INSTRUCTIONS: -

(a) Candidates seeking admission to MBBS / BDS Degree Courses in Tamil Nadu Government Medical / Dental Colleges, Government quota seats in Self-Financing Medical / Dental Colleges and ESIC Medical College, K.K. Nagar, Chennai affiliated to the Tamil Nadu Dr. M.G.R. Medical University and Government Quota MBBS Seats in State Private University Colleges c a n access the application form from the following official website.

(b) Candidates should submit their filled in online application form after uploading the details in the required fields. The cost of application form is Rs.500/- (Rupees Five Hundred Only) (non-refundable) and should be paid through online Bank payment portal in the website. The candidates applying under Special category for Eminent Sports Person and Children of Ex-Servicemen should pay an additional fee of Rs.100/- (non-refundable) for each special category via Bank payment portal.

(c) All Scheduled Caste / Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are EXEMPTED from payment of the cost of the application.

(d) The last date for submission of online application form will be notified late. Thereafter there is no provision for the candidates to submit their online application form.

(e) Candidates should fill up all mandatory columns, upload all required documents and submit the duly filled in online application. The candidates may download their filled in online application form and secure a copy of the same for their future reference.

(f) Candidates should submit the filled in online application after filling up of all fields with all relevant documents submitted / uploaded along with application. Subsequent submission of supporting document(s), is not accepted either on courier / post / or in person.

(g) Admission under State quota seats will also include admission on preferential basis (7.5 percentage) as per the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homoeopathy on preferential basis to students of Government Schools Act, 2020 (Tamil Nadu Act No.34 of 2020).

(h) Candidates who seek admission under preferential admission of 7.5% of seats under Government School Quota in MBBS & BDS courses should obtain and upload a bonafide certificate from the school last studied from the Headmaster / Headmistress and counter signed by the Chief Educational Officer in the prescribed format for their studying 6th standard to 12th standard. The prescribed format is annexed as Annexure II in this prospectus.

(i) In case, candidates coming under the clause (h) above, have studied in more than one Government school, they should produce the bonafide certificate from the current / last studied school covering the details of the schools studied earlier also / or from each such school.

(j) The bonafide certificate furnished by the students will be scrutinized by the Selection Committee. If any discrepancies are found during counselling or at any later stage on the bonafide certificate, the admission of the candidate will be cancelled without any intimation. The decision of the Selection Committee in such matters shall be final and binding.

(k) Candidates cannot opt for additional categories (NRI / Religious / Linguistic Minority/ Community / Special Categories) after application. Once selected a category, he / she cannot change it midway through the counselling.

(l) If seats are vacant in any category after the exhaustion of merit list in Round-2 or later (from that specific category), those seats will be converted to general category subsequently.

AGE LIMIT (As per NEET UG – 2026 Bulletin).

The candidate should have completed 17 years of age at the time of admission or should complete 17 years on or before 31st December 2026.

GENERAL ELIGIBILITY CRITERIA (As per NEET UG – 2026 Bulletin):

a) Candidate should be a Citizen of India.

b) Overseas Citizen of India (OCI) / Person with Indian Origin (PIO), who are registered under Section 7A of Citizenship Act,1955 (Central Act 57 of 1955) are eligible for admission in MBBS & BDS Degree courses, subject to the production of proof of such registration. However, OCI / PIO candidates will not be eligible for any kind of reservation and will be treated only as open category. OCI will be entitled to the rights and privileges which had been conferred on them earlier to the notification dated 04.03.2021. (As per the orders of Hon’ble Supreme Court, dated 03.02.2023 in W.P. No.891 of 2021).

NATIVITY:

a. Candidate should be Native of Tamil Nadu.

b. Candidates who claim their Nativity as Tamil Nadu, should submit their Nativity Certificate issued by the competent authority of Government of Tamil Nadu. Nativity Certificate submitted after the deadline will be summarily rejected.

c. Candidates belonging to other States and residing in Tamil Nadu cannot claim nativity of Tamil Nadu.

d. Candidate who has appeared for NEET UG – 2026 as a native of other State, cannot apply as a native of Tamil Nadu.

e. Permanent Residence Certificate in lieu of Nativity Certificate will not be accepted.

f. Nativity Certificate submitted with application alone will be accepted and sending the Nativity Certificate separately will not be entertained.

g. Candidates who are Native of Tamil Nadu and have studied from Standard VI to Standard XII in schools of Tamil Nadu should also produce Nativity Certificate and Community Certificate issued by the competent authority. The Community Certificate of either one of the parent obtained from the competent Revenue Authority of Government of Tamil Nadu should be enclosed to claim Communal Reservation.

If the candidate does not submit the above - mentioned certificates and even if candidate had studied Standard VI to Standard XII completely in Tamil Nadu, the candidate will be considered under Open Category only.

h. Candidates who are Native of Tamil Nadu, but have studied from VI Standard to XII Standard outside Tamil Nadu either partly or completely in one or more States should produce the Nativity Certificate and Community Certificate issued by the competent authority. The Community Certificate of either one of the parent obtained from the competent Revenue Authority of Government of Tamil Nadu should be enclosed to claim Communal Reservation.

If the candidates do not submitted the above-mentioned certificates, then the candidates application will be summarily rejected.

i. Such candidates applying in the category 8 (h) of this prospectus should also give an undertaking that they have not applied for any Educational Institution in any other State, claiming the nativity of such State for admission. If it is found later that the candidate has applied as a native of any other State other than Tamil Nadu, then the admission will be cancelled at any stage. Further, even during the course of study if it is subsequently found that any candidate has produced a false nativity certificate or given a false undertaking, it will result in expulsion of the candidate from the course and also initiation of criminal proceedings against the candidate as well as his / her parents as per provision of the law.

j. Candidates who are native of other States but studied their schooling from VI Std to XII Std, continuously in Tamil Nadu, have to produce their School Bonafide Certificate from School in which candidates studied VI to XII Std, to be considered under the Open Category.

k. Community Certificate of the candidates or either one of his / her parents obtained from other States will not be considered for reservation.

QUALIFYING CRITERIA:

The National Testing Agency will prepare an All India Merit List of successful candidates of NEET (UG) – 2026 on the basis of the eligibility criteria provided by the National Medical Commission and the Dental Council of India as given in erstwhile Graduate Medical Education Regulations, 1997 issued under Indian Medical Council Act, 1956 and BDS Course Regulations, 2007 issued under the Dentists Act, 1948.

The eligibility criteria are as follows:

Admission to MBBS & BDS Degree Courses for academic session (2026-2027) shall be based solely on marks obtained in the National Eligibility-Cum-Entrance Test (NEET–UG 2026).

(a) In order to become eligible for admission to MBBS & BDS Courses for a particular academic year, it shall be necessary for the candidate to obtain minimum of marks at 50th percentile in National Eligibility-Cum-Entrance Test to MBBS & BDS Courses held for the said academic year.

However, in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, the minimum marks shall be at 40th percentile.

In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016, the minimum marks shall be at 45th percentile for unreserved category candidates and 40th percentile for SC / ST / OBC candidates.

(b) Provided when sufficient number of candidates in the respective categories fail to secure minimum marks as prescribed in National Eligibility-Cum-Entrance Test held for any academic year for admission to MBBS & BDS Courses, the Government of India in consultation with National Medical Commission and Dental Council of India may at its discretion lower the minimum marks required for admission to MBBS / BDS Courses for candidates belonging to respective categories and marks so lowered by the Government of India shall be applicable for the said academic year only.

(c) To be eligible for admission to the MBBS & BDS Courses, a candidate must have passed in the subjects of Physics, Chemistry, Biology / Bio-technology (Even as additional subjects) and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry, Botany / Zoology / Biology / Bio-technology (Even as additional subjects) at the Qualifying Examination as mentioned in Graduate Medical Education Regulations,1997 as amended in 2018 and BDS Course Regulations, 2007 and in addition must have come in the merit list of National Eligibility-Cum-Entrance Test for admission to MBBS / BDS Courses. In respect of the candidates belonging to the SC, ST and OBC category, the marks obtained in Physics, Chemistry, Biology / Bio-technology (Even as additional subjects) taken in qualifying examination and competitive examination (Physics, Chemistry, and Biology) must be 40% marks instead of 50%. In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016, the minimum marks in qualifying examination in Physics, Chemistry and Biology / Bio-technology (Even as additional subjects) taken together must be 45% instead of 50% for Unreserved category candidates and 40% for SC / ST / OBC candidates.

(d) The candidate of other Boards / Universities / Countries (except State Board / CBSE Board / ISCE Board) who wish to take up a MBBS & BDS seat in the State of Tamil Nadu should submit the Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai, at the time of online application.

NON-ELIGIBILITY CRITERIA:

(a) The candidates, who are native of other State, studied their schooling from VI to XII Std in other States either wholly or in part are not eligible to apply for MBBS & BDS course under Government Quota (For Management quota eligibility, kindly refer to the Management Quota Prospectus).

(b) If the candidate of other Universities / Boards (except State Board / CBSE / ISCE) do not submit the Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai, then their application will be summarily rejected.

(c) Candidate presently pursuing the MBBS course in Tamil Nadu or in other States of India or other countries are NOT ELIGIBLE to apply for the MBBS Course once again.

(d) Candidate presently pursuing the BDS course in Tamil Nadu or in other States of India or other countries are NOT ELIGIBLE to apply for the BDS Course again.

PROCEDURE FOR FILLING AND SUBMISSION OF ONLINE APPLICATION FORM:

The candidates are advised to take a print out of the Prospectus from the official website and read it carefully, along with the parent / guardian before filling up the online application form for the academic year 2026-2027.

The candidate should log in to the website.

I. Candidates have to fill all the mandatory columns in the online application. All the relevant documents should be uploaded in PDF format. Candidates are instructed to submit the online application after filling up all the required fields.

II. Request for change in any particulars after submitting the online application form shall not be entertained under any circumstances.

III. Candidates are instructed to upload the following certificates while filling the online application form and submit:-

i. NEET- UG 2026 Admit card.

ii. Class X Mark Sheet (both sides of Certificate).

iii. Class XI Mark Sheet (both sides of Certificate).

iv. H.S.C. Mark sheet (both sides of Mark Sheet) or any other equivalent examination.

v. Transfer certificate obtained after the completion of H.S.C. or equivalent courses.

vi. Certificate for proof of study from VI to XII Std. for the candidates who have studied completely in Tamil Nadu.

vii. Community Certificate (if applicable).

viii. Nativity certificate.

ix. Documents of Parent need to be uploaded for the candidate who claim their native as Tamil Nadu for communal reservation: -

a) Community Certificate of either one of the parents obtained from the competent Revenue Authority in Tamil Nadu

x. Special Category Form with relevant certificates for Persons with Benchmark Disabilities, Eminent Sports Person and Ex-Servicemen, as applicable, along with the online application form should be uploaded.

xi. Bonafide Certificate from Chief Educational Officer is mandatory to the candidates who have studied VI to XII Std. in Tamil Nadu Government Schools for 7.5% Special Reservation as mentioned in Annexure-II.

xii. Income Certificate of parent for the candidates claiming fee exemption (The income certificate should be valid on the date of application. If no income certificate is submitted or invalid certificate is submitted, the candidate will not be eligible for Fee Exemption).

xiii. Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai for the candidate of other Universities / Boards (except State Board, CBSE Board & ISCE Board).

xiv. Court orders (if any).

xv. Additional supporting documents (if any).

After submitting the filled in online application, the candidates are advised to download their filled in online application form for future reference.

IV. All the entries in the online application form should be filled by the candidate carefully. The candidate should ensure that all information including the marks in the qualifying examination furnished by the candidate in the application and the enclosures are true and correct. The candidate is informed that after proper scrutiny of the application, if the marks furnished by the candidate in the application are not correct or any other information is found to be incorrect, then;

a. Candidates will forfeit the admission, no matter at what stage of the course, at that time;

b. Candidates will be debarred from pursuing any other course for a period of three years;

c. Legal proceedings / criminal action will be initiated against the candidate along with their parents / guardian for furnishing false Mark Sheet / false Community Certificate / false Nativity Certificate and false Embassy Certificates.

V. Even if the candidate is provisionally selected for the MBBS & BDS admission but found to have failed in +1 examination, the provisional admission of the candidate automatically stands cancelled.

VI. Instructions for filling the Online Application Form:

(a) The candidate and the parent / guardian must ensure candidates eligibility criteria before submitting the online application form. The candidates are instructed to go through the Prospectus carefully and be clear about all the instructions with regard to the submission of the online application form.

(b) The application form other than the one filled in online mode will not be accepted, under any circumstances.

23. Uploading documents

a. Same passport size photograph which was uploaded in NEET UG-2026 examination must be uploaded in the online application form. It should be submitted at the time of admission at the allotted Medical / Dental College.

b. Candidates should upload their signature in running hand writing (4 kb to 20 kb) in the appropriate box given in the online application form. Placing initials as signature is not acceptable. Writing full name in the box in capital letters would also not be accepted as signature and the application form would be rejected.

c. Candidates must ensure that photograph and signature are uploaded in the respective fields.

d. Candidates should put his / her left thumb impression on white paper with blue ink and scan for uploading.

2. Incomplete applications without enclosures will be rejected (Educational certificates, Community, Nativity, Photograph and Signature).

3. Candidates are instructed to submit only one application form. But if more than one application form is submitted, the last (Latest) one will be accepted. If the candidate submits more than one application forms with different personal details (Mobile numbers and email ID), then all such applications will be rejected.

4. Candidates should ensure that all information entered in the online application are correct at the time of online submission of application form.

5. Incomplete applications and applications not in accordance with instruction will not be considered and are liable to be rejected. The application fee once paid will not be refunded.

6. Submission of online application and remittance of fee would close as per the schedule given and no request for extension of time shall be entertained. Application once submitted cannot be withdrawn.

METHOD OF FEE PAYMENT:

i. Mode of payment is through Debit Card / Credit card / Net banking / UPI. Necessary facilities have been provided for making payment through payment portal by using Net Banking or other modes. The candidates can make the payment via all bank payment portals in the website even though their account is in a different bank.

ii. Candidates must note that mere deduction of fee from the Bank account is not a proof of fee payment.

iii. Check the validity of the Debit card / Credit card and keep everything ready while logging on to the website for submitting application form. Candidate should enter the information asked for and make payment through the portal.

iv. The Security Deposit will be refunded only to the account whose details are provided along with the application form.

RANK LIST : -

Rank List of the candidates (Common Rank List) shall be prepared on the basis of the marks obtained in National Eligibility-cum-Entrance Test (NEET-UG 2026) for MBBS & BDS Degree Courses for the academic year 2026-2027.

Separate rank lists for candidates under Special Category shall be prepared for MBBS / BDS Degree Courses for the academic year 2026-2027 for:

(i) Special Categories (Children of Ex-serviceman, Person with Benchmark Disability and Eminent Sports Person)

(ii) 7.5% Government School Category candidates seeking admission under the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homoeopathy on preferential basis to students of Government Schools Act, 2020 (Tamil Nadu Act No.34 of 2020). Selection Committee will publish the provisional rank list on the official website.

METHOD OF SELECTION AND ADMISSION:

(i) The admission shall be made on the basis of National Eligibility-cum-Entrance Test (NEET-UG 2026) score for MBBS & BDS Degree Courses for the year 2026-2027 through Single Window system following the rule of reservation for the State Quota seats in Government Medical / Dental Colleges, Government Quota seats in Self- Financing Private Medical / Dental Colleges, State Private University Medical Colleges and ESIC Medical College, K.K.Nagar, Chennai affiliated to The Tamil Nadu Dr. M.G.R. Medical University and Government quota seats in State Private University Medical Colleges.

(ii) Merely appearing and qualifying in NEET (UG) – 2026 does not confer any right to the candidate for admission to MBBS / BDS Courses. The selection and admission to MBBS / BDS course in any Medical Institution recognized for MBBS & BDS Courses is subject to fulfilling the admission criteria, eligibility, rank in merit list, medical fitness and such other criteria as may be prescribed by the Government of India, Government of Tamil Nadu and The Tamil Nadu Dr. M.G.R. Medical University.

(iii) Candidates eligibility for MBBS & BDS Courses is purely provisional and is subject to fulfillment of eligibility criteria as prescribed by the Government of Tamil Nadu as applicable.

(iv) Government Orders issued and to be issued from time to time pertaining to any of the matters contained in this prospectus should be read as part and parcel of this Prospectus and such terms and conditions in the Government Order are deemed to have been incorporated in this Prospectus.

ROUND 1 OF ONLINE COUNSELLING:

a) The candidates should pay a non-refundable amount Rs.500/- (Rupees Five Hundred only) towards Registration Fee and Security Deposit (Refundable) amount Rs.30,000/- (Rupees Thirty Thousand Only) via online Bank payment portal via Bank payment portal.

b) A candidate who has not registered in the Round 1 of online counseling will be permitted to attend round 2 of online counselling. (The candidate should have applied and be present in the Tamil Nadu State Merit List)

c) A candidate who has taken a seat and Not Joined / Resigned the course within the stipulated time will be eligible to attend the subsequent Rounds of online counselling for the academic year 2026-2027.

d) Re-allotment is permitted during the Round 2 and Round 3 of counselling based on rank.

e) If a candidate fails to join the College within the stipulated time, in the Round 1 of counselling candidates will be permitted to participate in the Round 2 of online counselling.

f) The remaining unavailed seats of Persons with Benchmark Disability quota will be added to the General Category in Round 1 of counselling.

ROUND 2 OF ONLINE COUNSELLING:

a) Candidates who had registered for Round 1 and did not get any seat allotted are not required to register again. Also, candidates who have not reported in Round 1 need not register again. Candidates who have joined the seats and wish to opt for upgradation need not register again.

b) Fresh registration is permitted in this Round for those candidates who have not registered in Round 1 (with full payment of fees).

c) Candidates who wish to retain their seats (who don’t want a change in college) need not participate in this Round.

d) If upgraded in Round 2, the candidate has to relinquish the seat from Round 1 and join Round 2 allotted seat.

e) Round 2 choice filling will follow the registration and candidates who wish for upgradation, un-allotted candidates and not joined candidates have to fill their choices.

f) Candidates should be careful while choice filling and it is advisable to choose preferred colleges only.

g) Candidates could edit their choice(s) but once the candidate locks their choice(s) during the online counselling, it cannot be changed later.

h) If the candidate is reallotted in Round 2, then the MBBS / BDS seat allotted to candidates during Round 1 of Counselling will be allotted to other candidates in descending order, not in ascending order.

i) If the candidate has Not-Joined, candidate can discontinue the course before the stipulated resignation date. These candidates will be eligible to attend the subsequent Rounds of online counselling for the academic year 2026-2027.

j) If the candidate has joined but Discontinued the course after the stipulated date of resignation he / she will be eligible to attend the Round 3 of online counselling for the academic year 2026-2027, but they will have to forfeit the registration fee and Security Deposit paid by him / her.

k) Candidates who are allotted seats in Round 2 but who don’t report or join the allotted institute can participate in further Rounds (without forfeiture).

l) Candidates getting upgraded in Round 2 shall NOT have any claim on Round 1 seat.

Virtual vacancies: Any candidate who has been allotted a seat in Round 1 and has opted for upgradation in Round 2, that allotted seat of Round 1 will be shown as virtual vacancy in Round 2 and all candidates can fill their choice for the said seat during the choice filling in Round 2. However, such seats will be allotted in Round 2, only if the allotted candidate of Round 1 vacates / upgrades in Round 2 then that virtual vacancy becomes a real vacancy.

ROUND 3 OF ONLINE COUNSELLING:

When a candidate is scheduled to attend the Round 3 online counselling, then the candidate has to pay the Registration Fee of Rs.500/-(non-refundable) via online Bank payment portal. The candidates who have already paid the registration fee during previous Rounds of counselling need not pay again if they have not been allotted seats.

ELIGIBLE CANDIDATES FOR ROUND 3:

a) Candidates who registered for Round 1 or Round 2 and did not get any seat allotted are not required to register again.

b) Fresh registration for the round (Already applied Candidates who are in the Merit List) is permitted for this Round to those candidates who have not registered in Round 1 or Round 2 (with full payment of fees).

c) Joined candidates upto Round 3 of All India Quota or State Quota shall not be eligible to participate in the further Rounds for All India Quota or State Quota from this academic year (i.e) 2026-2027 as per information bulletin DGHS.

d) If upgraded from Round 1 or Round 2, the candidate must get relieved from Round 1 or Round 2 seat and join Round 3 seat.

e) Once the candidate joins the Round 3 seat, candidates cannot upgrade or resign from this seat.

f) If any candidate does not join the Round 3 allotted seat, candidate will have to forfeit the Registration fee, Security Deposit & Tuition Fee paid by him / her. And they will also be not eligible to participate in the subsequent Rounds of counselling.

STRAY ROUND OF COUNSELLING:

a. Stray Round of Counselling will be conducted by the Selection Committee as per the directions of the Hon’ble Supreme Court in in its order dated 12.12.2022 and also as per the guidelines of MCC / DGHS.

b. The candidates should pay an additional Security Deposit amount Rs.5 Lakhs (Rupees Five Lakhs only) for MBBS Course and 2 Lakhs (Rupees Two Lakhs only) for BDS Course for participating in the Stray Round or subsequent Rounds (If any) via online Bank payment portal, which is not refundable, in case the candidate after allotment does not join the course. This arrangement is done to avoid precious UG Medical / Dental seats remaining vacant at the end of multiple Rounds of counselling.

c. Candidates who are not holding any seats in MBBS & BDS course will be eligible to participate in this Counselling.

d. Candidates who have joined in All India and State Quota seats for MBBS / BDS will not be eligible to participate in this Counselling.

e. Downloading of allotment order by the candidate (After payment of Tuition Fee) is considered as joining the college / seat and the candidate has to report to the institution within the reporting time. Failure to report will be considered as discontinuation and the candidate should pay the Discontinuation fee as per Clause 23.

f. Allotted candidates during Stray Vacancy Round, if they fail to join or discontinue the course, they will have to forfeit the Security Deposit and Tuition Fee in addition to payment of Discontinuation Fee. They also will not be able to participate in Tamil Nadu UG Medical Counselling for subsequent one academic year.

VI. i) If it is found that a candidate is / was involved in impersonation / suppression or misrepresentation of facts and production of falsified / bogus certificates, his/her provisional allotment order will be cancelled and legal proceedings / criminal action will be initiated.

ii) If during the NEET 2026 or at any stage of allotment / admission process of Medical / Dental Admission in Tamil Nadu 2026-2027 or in the admission process of Medical / Dental course in Tamil Nadu 2026-2027 at the allotted College, the candidate has indulged in any case of impersonation i.e. not matching the photograph / signature / documents of the candidate, etc., he / she shall be handed over to the Police by the Dean / Principal / The Director of Medical Education & Research, as the case may be, and the cases shall be dealt as per the Indian Penal Code for further investigation. Such candidates will be debarred permanently from appearing for the Medical / Dental Admission in Tamil Nadu in future in addition to the cancellation of his/her candidature in the medical admission in Tamil Nadu.

iii) The Selection Committee will not be responsible for approvals obtained / annual renewals and other applicable statutory approvals of various authorities including National Medical Commission / Dental Council of India, infrastructure and the rules and regulations of the Self-Financing Private Medical / Dental Colleges. Hence, candidates are advised to go through the respective college websites and National Medical Commission / Dental Council of India websites and satisfy themselves before giving their option for selection of such seats by the candidates. The Selection Committee shall neither be responsible nor shall entertain any case on the above grounds.

iv) MBBS / BDS Seats in Government / Self-Financing Medical / Dental Colleges and State Private University Medical Colleges are subject to routine renewal and approval of the National Medical Commission / Dental Council of India. Therefore, allotment will be made to the Colleges for which National Medical Commission / Dental Council of India / Government of India / Government of Tamil Nadu / The Tamil Nadu Dr. M.G.R. Medical University permission is available on the date of counselling. Allotment will also be made for the newly sanctioned colleges, if any, within the cut-off date.

v) Seat matrix for Government Medical and Dental Colleges and Government Quota seats in Self-Financing Medical / Dental Colleges and State Private University Medical Colleges will be released in the website before counselling and any addition of Colleges / Seats will be displayed at the time of counselling.

vi) Conditions laid down in this Prospectus are applicable for the candidates who seek admission to Government Medical / Dental Colleges and ESIC Medical College, K.K.Nagar, Chennai affiliated to the Tamil Nadu Dr. M.G.R Medical University, Chennai and Government Quota in Self-Financing Colleges and State Private University Medical Colleges.

vii) Any existing / new college getting recognition from the National Medical Commission / Dental Council of India will be included at the time of counselling.

COUNSELLING PROCEDURE:

1. Admission on preferential basis (7.5 percentage) as per the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homoeopathy on preferential basis to students of Government Schools Act, 2020 (Tamil Nadu Act No.34 of 2020).

As per the relevant provisions of the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homoeopathy on preferential basis to students of Government Schools Act, 2020 (Tamil Nadu Act No.34 of 2020), seven and a half per cent (7.5%) of seats in the admission to MBBS course and other medical courses, for which the National Eligibility-cum-Entrance Test is prescribed as the qualifying examination have been set apart, on preferential basis to students of the State Government schools who have qualified in the said Test.

2. The Act states as follows: -

(a) “Government” means the State Government, -

(b) “Government seats” means, -

(i) all the seats in MBBS, BDS, BSMS, BASMS, BUMS and BHMS courses in Government Colleges, excluding the seats reserved for All India Quota; and

(ii) 65 per cent of seats in MBBS, BDS, BSMS, BASMS, BUMS and BHMS courses in non-minority educational institutions and 50 per cent of seats in minority educational institutions, or the seats as arrived at in accordance with the consensus between such institutions and the Government;

(c) “Government schools” means Government schools, Corporation schools, Municipal schools, Adi Dravidar and Tribal Welfare schools, Kallar Reclamation schools, Forest Department schools and other schools managed by Government departments;

(d) “Students studied in Government schools” means children who have studied from Sixth Standard to Higher Secondary Course in a Government school and qualified in the National Eligibility-cum-Entrance Test.

Explanation- For the purpose of this definition, children belonging to weaker section and disadvantaged group who have studied upto eighth standard in a specified category school or an unaided school, as per clause (c) of sub-section (1) of section 12 of the Right of Children to Free and Compulsory Education Act, 2009 and studied all remaining standards up to Higher Secondary Course in a Government school and qualified in the National Eligibility-cum-Entrance Test, shall be deemed to be ‘Students studied in Government schools’;

(e) “Minority educational institution” means an educational institution recognized or declared as such by the Government, subject to such conditions as may be prescribed;

(f) “MBBS, and BDS, courses” means the first year of Bachelor of Medicine and Bachelor of Surgery and Bachelor of Dental Surgery;

(g) “National Eligibility-cum-Entrance Test” means the Eligibility-cum-Entrance Test conducted by the authority designated under the Indian Medical Council Act, 1956, the Dentists Act, 1948, Indian Medicine Central Council (Minimum Standards of Education in Indian Medicine) Regulations, 1986 and the Homoeopathy (Degree Course) Regulations, 1983 for admission to MBBS, BDS, and BSMS, BASMS, BUMS and BHMS courses;

(h) “private school” means a school which is not a Government school.

3. Notwithstanding anything contained in any law for the time being in force and subject to section 5, seven and a half per cent of the Government seats shall be set apart on preferential basis to students studied in Government schools.

4. Students studied in Government schools shall also be entitled to compete for the Government seats, other than those set apart on preferential basis, along with the students who studied in private schools.

5. Admission of students studied in Government schools on preferential basis under section 3 shall be made by following the reservation as per the law in force.

6. Notwithstanding anything contained in section 3, where adequate number of students studied in Government schools are not available for admission to the seats set apart on preferential basis, such unfilled seats shall be filled up with the students who studied in private schools.

The selection will be made based on NEET – UG 2026 score and by Single Window counselling following the rule of reservation by the Government of Tamil Nadu as follows: -

Open Competition – 31%

Backward Class – 30%

Most Backward Class – 20%

Scheduled Caste – 18%

Scheduled Tribe – 01%

1. Within the 30% reservation for Backward Classes, 3.5% will be provided for Muslims.

2. 16% of seats out of the 18% quota earmarked to Scheduled Caste shall be allocated to the Arunthathiyar Community as per Tamil Nadu Act No.4 of 2009 dated 12.03.2009.

3. Reservation applicable at the time of counselling will be followed.

BC, BCM, MBC / DNC, SC, SCA, and ST candidates are eligible for selection under Open Competition as per rank in addition to the reservation made for those categories.

a) Any remaining unfilled seats for want of adequate number of eligible candidates belonging to SCA community shall be filled by candidates belonging to SC community other than Arunthathiyar as per merit and vice versa. (GO (Ms) No.55, P & AR Department, Dated: 08.04.2010)

b) Even after filling up of the required seats reserved for Arunthathiyars on preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyars in the inter-se merit among them (As per G.O.Ms.No.65, P & AR (K) Department, Dated: 27.07.2009).

c) Any remaining reserved seats in ST Quota for want of adequate number of eligible candidates belonging to ST community shall be allotted to candidates belonging to SC Community as per merit. (GO (Ms) No.77, Health & Family Welfare (MCA1) Department, Dated 24.02.2011).

d) Any remaining unfilled seats in BCM Community for want of adequate number of eligible candidates after exhausting the merit list shall be filled up on merit basis by candidates belonging to BC community without exceeding the quota for BC community as a whole (G.O.Ms.No.30, H & FW (MCA1) dept., Dated 18.01.2012)

7. Each UG medical seat (MBBS / BDS) is a precious resource. In order to avoid such seats becoming vacant and to give opportunities for more students from Government Schools under 7.5% Preferential category, students who have availed such reservation are not allowed to exit UG Medical (MBBS / BDS) seats. If any candidate who has availed 7.5% Preferential Reservation discontinues the course (MBBS / BDS) after the stipulated time in Round 2 or any time subsequently after (During or after the Counselling Process) they have to pay Discontinuation Fee as mentioned in the clause 23 and also have to pay the amount which the Government has incurred on their educational expenses (Tuition Fees / Hostel Fees / Mess Charges / University Fees / Other Fees).

(i) The fee structure for ESIC Medical College, K.K. Nagar, Chennai will be adopted as fixed by the Institution.

(ii) The Committee on Fixation of Fee in respect of Self-Financing Professional Medical and Dental Colleges fixes the fee, including Tuition fee, Admission fee, Special fee, Laboratory fee, Computer fee, Internet fee, Library fee, Sports fee, Maintenance and Amenities fee, extracurricular activities fee and other recurring expenditure.

(iii) Selected candidates have to pay entire Tuition fee, Special fee, etc. at the time of downloading the allotment order through online via RTGS / NEFT. Check the validity of the Debit card and bank balance and keep it ready while logging on to the website for submitting application form. Candidates should enter the information asked for and make payment through Debit Card / Credit Card / Net Banking.

(iv) Any grievances regarding collection of fees by the Self-Financing Institutions, have to be represented only to the “COMMITTEE ON FIXATION OF FEES IN RESPECT OF FIXATION OF SELF-FINANCING PROFESSIONAL COLLEGES”.

(v) Detailed information regarding Scholarship, Fee Concession, Hostel Facilities, Transport, Mess charges etc., can be obtained from the Head of the Institution of the Self-Financing Medical / Dental College in which the candidate joins.

DISCONTINUATION FEE:

The candidates who discontinue the course after the permitted resignation date in Round 2 or anytime later should pay the Discontinuation Fee of Rs.10,00,000/- (Rupees Ten Lakhs only) by means of Demand Draft drawn in favour of “The Secretary, Selection Committee, Kilpauk, Chennai-10” payable at Chennai.

If a candidate is allotted a seat in Round 3 or Stray Round of counselling and does not join the course within the stipulated time, then the candidate has to pay the Discontinuation Fee of Rs.10,00,000/- (Rupees Ten Lakhs only) by means of Demand Draft drawn in favour of “The Secretary, Selection Committee, Kilpauk, Chennai-10” payable at Chennai and has to forfeit the Security Deposit & Tuition fee.

The admission to MBBS / BDS Degree Courses for 2026-2027 will close on the cut-off date of admission as per the guidelines issued by the National Medical Commission / Dental Council of India.

DURATION OF THE COURSES : -

M.B.B.S. : 5½ years including one year Compulsory Rotatory Resident Internship.

B.D.S. : 5 years including one-year Compulsory Rotatory Resident Internship.

The selected candidates should produce all the original documents at the time of admission to the Deans / Principals of the concerned Medical / Dental Colleges. The Selection will be cancelled, if the candidates do not produce the original documents at the time of admission.

Discontinuation after admission:-

The candidate who discontinues the course beyond the end of counselling on the year of admission and on any date in subsequent years should pay a sum of Rs.10,00,000/- (Rupees Ten Lakh Only) as discontinuation Fee as mentioned in the clause 23.

The candidate selected for admission and his / her parent / guardian will have to sign the discipline declaration form in Annexure – XIV. Failure to sign the declaration will result in the cancellation of selection.

After the cut-off date for admission, as per the guidelines issued by the National Medical Commission / Dental Council of India / Directorate General of Health Services, admission / re-allotment shall not be made including the seats surrendered under All India Quota.

All selections and admissions for MBBS / BDS Course are only provisional. The selection and admission is liable to be cancelled at any time as and when the eligibility conditions are found to be defective or incorrect or there has been suppression or misrepresentation of facts. The Selection Committee reserves the right of allotment of MBBS / BDS seats.
