JIPMER Issues Guidance For UGC-NET JRF Fellows Under PhD Program

Puducherry- Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) has recently issued a circular detailing the guidance for UGC-NET JRF Fellows under the PhD program at JIPMER. Also, a notice has been issued on upgradation from Junior Research Fellowship (JRF) to Senior Research Fellowship (SRF).

MODE OF ADMISSION

After qualifying the exam, a JRF letter will be issued by UGC after which JRF will be activated when the student joins any Indian University as a full-time PDF scholar. Then, after the declaration of the selection result, the candidate must complete the admission formalities and submit the joining report.

CREATION OF SFMP ACCOUNT

1 the nodal officers of the institute manage UGC Canara Bank Scholarship Fellowship Management Portal (SFMP).

2 After the award letters with joining is uploaded in the SFMP portal from the maker's ID and later approved from the checker's ID, a beneficiary code (4 digits) will be generated for the students.

3 Students will get their own SFMP account details where they can track the fellowship details deposited every month along with the date.

PROCESSING OF FELLOWSHIP (INCLUDING HRA)

1 Fellowship - 31000 (JRF)/ 36000 (SRF).

2 HRA - 16% (staying outside) or Hostel fee remuneration.

3 Contingency - 10,000 (JRF) / 20,000 (SRF) per year.

The above amount has to be paid between the 1st to 8th of every month first through Maker ID and then through Checker ID. The fellowship amount also needs to be approved which will be given to the students early next month.

Meanwhile, submission of attendance or other reports to the UGC should be monitored by the institute in compliance with their guidelines.

UPGRADE FROM JRF FROM SRF

The tenure of the Fellowship is initially for two years and before the expiry of this period, the work of the Fellowship will be evaluated by a committee of three members consisting of the Head of the Department, Supervisor and an external subject expert constituted by the concerned Department of the University/Institute/College. If the research work is found satisfactory, then the tenure will be extended for three years under the enhanced emoluments of JRF in Sciences, Humanities and Social Sciences. This upgradation form should be uploaded on the SFMP Maker ID portal.

RATE OF FELLOWSHIP

The rate of fellowship for JRF and SRF will be at par with the UGC Fellowship as amended from time to time. Presently, these rates are as follows:

Fellowship

@ Rs. 16,000/- per month for the initial two years (JRF.) @ Rs. I 8,000/- per month for the remaining tenure (SRF).

Contingency for Humanities and Social Sciences.

0 Rs. 10,000/- per annum for the initial two years,

Rs. 20,500/- per annum for the remaining three years.

Contingency for Science

@ Rs. 12,000/- per annum for the initial two years.

@ Rs. 25,000/- per annum for the remaining three years.

Escorts/Reader Assistance

a Rs. 2,000/- per month in ease of physically and visually challenged candidates.

HRA

As per University/Institute rules.

FINAL COMPLETION

Once the final PhD defence is completed, the fellowship can be stopped from the portal, otherwise, it will automatically close after five years from the joining date (whichever is earlier).

Meanwhile, the notice states “On completion of the first two years of the award, the fellow may apply to the department/university concerned for the up-gradation of SRF. For this, a three-member committee will be constituted with a Supervisor, Head of the Department and External Subject Expert to evaluate the research work. The Minutes of the constitution of the committee and recommendation of the committee for up-gradation may be sent to the University Grants Commission. Thereafter, the fellow will be upgraded and designated as SRF. The committee's recommendation in the prescribed proforma may be submitted to UGC designated agency. The approval from UGC for up-gradation is not mandatory”.

Further, Higher Educational Institutions (HEIs) have been requested to ensure the inclusion of external experts in the committee constituted for upgradation from JRF to SRF.

Lastly, it has been instructed that any proposal without complying with the guidelines for up-gradation from JRF to SRF will not be considered.
