Delhi: National Board of Examinations (NBE) has begun the process of registering NBEMS Trainees for Formative Assessment Test -2022 (FAT2022) on 18th June 2023.

As per the notice, the registration process started on 15th May 2023 (3:00 PM onwards) and continues till 5th June 2023 (till 11:55 PM). The registration of NBEMS trainees for Formative Assessment Test 2022 (FAT-2022) can be done through NBEMS online portal only.

The fees for Formative Assessment Test are as follows –

Examination Fees - Rs.6000/- per candidate (to be paid by Training Institutions only through NBEMS Online Portal for FAT). Excluding payment gateway charges, as may be applicable. The fee can be paid through Credit Card/ Debit Card/Debit Card/BHIM UPI/NEFT (For Non-SBI Account Holders only)/ SBI Branch Payment (For SBI Account Holders only).

The Formative Assessment fees must be deposited by NBEMS accredited institution only. They are not to be charged by the Trainees as they have already submitted it as a part of the Annual Academic Fees to their institution. Examination fees for candidates absent or declared ineligible for any reason will be forfeited. Institutions are advised to read the rule position carefully and satisfy the terms and conditions to fulfill eligibility criteria before proceeding with the payment of fees.

Steps to be followed for registration –

1. The Accredited hospital shall register themselves for FAT through the following website: https://www.natboard.edu.in/fat/index and click on “Registration of Trainees for FAT” and then on “REGISTER” in the next window.

2. The hospital shall select their Hospital state & Name from the available dropdown and enter the following details –

1. Hospital Code (Provided by NBEMS by mail to the Single Point Of Contact (SPOC))

2. SPOC name, Mobile number & email id in the registration form.

3. After OTP validation, the hospital shall receive their user credentials via SMS & email containing UserID & password to login into the FAT Portal and submit their application form. This UserID is applicable only for the submission of FAT applications.

3. After successful registration, the Accredited hospital can log in to the FAT Portal through the following website: https://www.natboard.edu.in/fat/index; click on Registration of Trainees for FAT” and then on “Log in” in the next window.

4. On the Login page, the hospital shall enter the UserID & password received by email & SMS to enter into the FAT Application portal.

5. After login, you shall be able to see the details entered by you at the time of registration.

6. After checking the details, you shall be required to click on the “CANDIDATE DETAILS” tab provided at the top, wherein you shall be able to see the list of Trainees eligible for FAT as per NBEMS Public notice dated 12th May 2023.

7. After verifying the trainee's list, click on the “Payment” tab at the top. After that, click on the “+” symbol at the top right corner.

On this page, you are required to –

1. Select the final list of candidates by ticking the check box provided

2. In case you do not wish to select any trainees for FAT, mention the reason against them for non-selection

3. Go through the declaration given below the list of candidates

4. Click on “I Agree” and then click on “Proceed to Payment

8. After this, you shall be redirected to the Payment Gateway page to submit the fees.

Other details issued -

It includes various formal and informal assessment procedures by which evaluation of students’ learning, comprehension, and academic progress is made by the teachers/ faculty to improve student attainment. FAT is an integral part of effective teaching. The goal of Formative Assessment is to collect information that can be used to improve the student learning process.

The nature of evaluation to be followed should be on Formative Norms Only as it shall aim to give feedback on teaching and learning and become an integral part of effective teaching. The end goal should be to collect information that can be used to improve the student learning process. The exercise aims to assist NBEMS-accredited hospitals/ institutions develop into a center of academic excellence. This would add value to the services rendered in these accredited hospitals/institutions.

It is essentially positive in intent and directed toward promoting learning; it is, therefore, part of teaching. Validity and usefulness are paramount in this exercise and should precede reliability concerns. Benefits for the faculty: They can determine what the students already know and to what extent. They can decide what minor modifications or major changes in the training program will be introduced so that all trainees can succeed in upcoming assessments. They can create appropriate lessons and activities for groups of learners or individual students, inform students about their progress, and guide them.

A candidate enrolled with NBEMS as a DNB/FNB/NBEMS-Diploma trainee & fulfilling eligibility criteria as stated in the Information Bulletin may appear for the FAT Theory Examination.

NBEMS Accredited Institutions should carefully review this bulletin for eligibility criteria before registering their Trainees for the examination. Queries about eligibility and other issues will only be entertained if the information requested is not given in the bulletin of information or NBEMS website www.natboard.edu.in. No Queries of any representative will be entertained on the telephone about the eligibility and disclosure of the results.

The list of specialties in which FAT will be conducted can be seen in Annexure I on the notice below. The institute should ensure that all the information entered during the online submission of the application form is correct and factual. Information provided by the institutes in the online application form shall be treated as correct.

NBEMS itself does not edit/modify/alter any information entered by the institutes at the time of online submission of the application form under any circumstances. There is no provision for change in any information after the conduct of the examination and/or declaration of the result. Such requests shall not be entertained.

FAT applications can only be submitted online through the National Board of Examination in Medical Sciences website, www.natboard.edu.in. There is no other methodology for application submission. Application submitted through any other mode shall be summarily rejected. There is no requirement to submit the hard copy printout of the application form.

Institutes are advised to ensure no mandatory column in the online application form is left blank. In the event of rejection of the application form, no correspondence/request for reconsideration will be entertained.

NBEMS reserves the right to withdraw permission, if any, granted inadvertently to any trainee who is not eligible to appear in the FAT Theory Examination even though the admit card/roll number has been issued or the name/roll number is displayed on the NBEMS website.

Fees shall neither be carried forward to a future exam nor refunded under any circumstances on successful application submission. Trainee’s eligibility is purely provisional & is subjected to the fulfillment of eligibility criteria prescribed by the National Board of Examinations in Medical Sciences.

Instructions in the information bulletin are liable to change based on decisions taken by the NBEMS occasionally. NBEMS reserves its absolute right to alter, amend, modify, or apply any or some of the instructions/ guidelines in this information bulletin.

The existing schedule, pattern, policy, and guidelines are for ready reference only. Still, in no way are they or ought to be treated as representatives or acknowledge that NBEMS is bound to follow the same in the future. In case of any ambiguity in the interpretation of any of the instructions/terms/rules/criteria regarding the determination of eligibility/conduct of examinations/registration of candidates/information contained herein, the interpretation of the National Board of Examinations in Medical Sciences shall be final and binding.

Any exemption from FAT shall have to be informed by the accredited institute/hospital to NBEMS before the conduct of FAT with all relevant supporting documents. The NBEMS shall decide the exemption from FAT on the case's merit. The request shall not be entertained for change in the examination center under any circumstances. Trainees and institutes are advised not to canvass for such representation. The institutes may retain copies of the printed application form for future reference.

Exam details -

The admit card will be issued by 12th June 2023. The theory exam will be to be held on 18th June 2023. There will be 2 papers. Paper I will be conducted from 9:00 AM to 12:00 PM, and paper II from 2:30 PM to 5:30 PM. The test center for the theory exam shall be allotted by NBEMS only at a FAT Centre nearest to the training institution.

The Trainee(S) shall appear at the exam center with one of the following original and valid/non-expired ID proof along with the admit card –

1. PAN Card

2. Driving License

3. Voter ID

4. Passport

5. Aadhaar Card (with Photograph)

Any exemption from FAT shall have to be informed by the accredited institute/hospital to NBEMS before the conduct of FAT with all relevant supporting documents. NBEMS shall decide the exemption from FAT on the merit of the case.

Work Place Based Clinical Assessment -

The date, time, and venue of Work Place Based Clinical Assessment shall be intimated to all trainees who have appeared in the Theory Examination through their registered email id. The Work Place Based Clinical Assessment center shall be allotted at a center nearest their training institute. NBEMS reserves its right to allot any center; the candidates shall make travel arrangements. Change in the center of the Work Place Based Clinical Assessment is not permitted under any circumstances. Candidates are advised not to make any representations/not to canvass in this regard.

Any exemption from the Work Place Based Clinical Assessment must be informed by the accredited institute/hospital to NBEMS before the examination with all relevant supporting documents. The NBEMS shall decide the exemption on the merit of the case.

The admit card shall be intimate to all Trainees who have appeared in the Theory Examination through their registered email id. Trainees must take a printout of their admit card, paste their Photograph at the designated place, and get it attested by the Head of the Institute/Department.

The Trainee(s) shall appear at the exam center with one of the following original and valid/non-expired ID proof along with the admit card –

1. PAN Card

2. Driving License

3. Voter ID

4. Passport

5. Aadhaar card (with Photograph)

NBEMS conducts Formative Assessment Test (FAT) for DNB/DrNB/ FNB/ Diploma trainees who are under training as per the below-given details –

The assessment scheme consists of Three Parts, which have to be essentially completed by the trainees. The scheme includes -

PART – I

Conduct of Theory Examination

Candidate has to appear for Theory Exam, which is held for One day.

PART – II

Work Place Based on Clinical Assessment

After Theory Examination, Candidate has to appear for Clinical Assessment.

PART – III

Performance Counselling Session On The Theory Performance

Candidate has to appear for their Theory Exam Assessment Workshop.

Benefits for students: They can be motivated to learn and take responsibility for their learning. They can learn valuable lifelong skills such as self-evaluation, self-assessment, and goal setting and become more adept at self-assessment.

As per NBEMS norms, appearance in the minimum required numbers of Formative Assessment Test is mandatory for eligibility for appearing in Final Examinations. A candidate enrolled with NBEMS as a DNB/FNB/NBEMS-Diploma trainee & fulfilling eligibility criteria as stated in the Information Bulletin may appear for the FAT Theory Examination.

NBEMS Accredited Institutions should carefully review this bulletin for eligibility criteria before registering their Trainees for the examination. Candidates who are scheduled to appear in upcoming DNB/DrNB/FNB Final Exit Examinations and do not fulfill the criteria on minimum appearance in FAT/ Internal Appraisals may also be registered by their training institute for FAT 2022.

In terms of the NBEMS Public Notice dated 26-11-2019, appearance in the minimum required numbers of Formative Assessment Tests/ Internal Appraisals is mandatory towards eligibility for appearing in DNB/DrNB/ FNB Final Examinations as per the below-prescribed scheme –

NBEMS trainees who have not appeared in FAT 2021 conducted on 19.02.2022 and 10.12.2022 for any reason can request their training institute to register themselves for participation in FAT to be conducted on 18th June 2023.

The compulsory participation in FATs shall apply to the candidates who join in or after July 2019 admission session.

Result for Formative Assessment –

The result of the Formative Assessment shall be declared after completing the Work Place Based Clinical Assessment activity. The Theory Examination and Work Place Based Clinical Assessment results shall be declared together, not separately. The result of DNB Trainees shall be sent to the Head of the Institute of their respective Training Institution. The result shall also be sent to each Trainee on their registered email id.
