Writing to all the modern medical colleges affiliated to Dr. NTRUHS, the controller of examinations of the University mentioned, "In continuation to this office letter referenced above cited, I am herewith enclosed a copy of " Revised Norms as NMC, New Delhi/Dr. NTR UHS and general procedures being followed for conduct of practical examinations and appointment of practical examiners" for Super Speciality, PG Meical courses and Under Graduate (MBBS) courses which is prepared after being incorporated all the recent changes of NMC, New Delhi norms and further requested you to circulate the same among the all faculty and see that they all should aware of these norms thoroughly. The enclosed norms should be implemented strictly without deviation."
The guidelines also discussed the appointment of external examiners, appointment of internal examiners, general instructions to the examiners, remuneration, etc.
Further, they specified that the senior faculty among the appointed internal examiners would be the chairman of the board of examiners. However, in case of clubbing of colleges during supplementary examinations, the HOD of the main examination center would be the Chairman of the Board of Examiners. Such clubbing of colleges will happen if the number of candidates appearing are very less, then the University is clubbing one (01) or more medical colleges at one (01) center to minimize the expenditure.
Appointment of External Examiners:
Eligibility:
a. Those who completed four (04) years of teaching experience as Asst. Professor after completion of PG i.e., MD/MS are only eligible to be appointed as an external examiners.
b. Those who completed three (03) years of teaching experience as Asst. Professor after completion of their PG i.e., MD/MS from a recognized medical colleges are also eligible to be appointed as an external examiners. This provision will be implemented from the MBBS batch admitted 2024-2025 onwards as per NMC, New Delhi letter No. 11011/500/2024/AC, dt: 12-09-2024.
c. (CBME revised regulations -2024 at page no. 45 under point no.1)
d. The Hon'ble High court of A.P has ordered on 10-11-2023 that the CBME Regulations -2023 shall not effect retrospectively as per the NMC public notice dt: 03-12-2023. In the light of High Court orders, the faculty who were attended as internal / external examiners before CBME regulation-2023 will be appointed as external examiners. That means the faulty who completed M.Sc (Ph.d) with having four (04) years of teaching experience as Asst. Professor may be considered for appoint of external examiners.
e. The faculty working within the State Medical colleges are being considered for appointment of external examiners as per NMC norms. In some places, other State medical colleges faculty are also being appointed depending on requirements.
f. The appointment of external examiners is purely discretion of Vice-Chancellor/ University.
Procedure of Appointment of External Examiners:
a. The faculty will be contacted over phone by the concerned staff / officials of the University exams wing to get their willingness to be appointed them as external examiners.
b. The phone calls will be made to the faculty working in the affiliated medical colleges as per following order of priority.

c. No faculty will be appointed more than 02 times consecutively to any college. In fact, external examiners will be changed every time to all colleges as per the discretion of University.
Appointment of Internal Examiners:
Eligibility:
a. The faculty who completed four (04) years of teaching experience as Asst. Professor after completion of their Post Graduate degree i.e.,MS / MD.
b. Those who completed three (03) years of teaching experience as Asst. Professor after completion of their PG i.e., MD/MS from a recognized medical colleges are also eligible to be appointed as an internal examiners. This provision will be implemented from the MBBS batch admitted 2024-2025 onwards, as per NMC, New Delhi letter No. 11011/500/2024/AC, dt: 12-09-2024.

Procedure of Appointment of Internal Examiners:
a. The internal examiners will be appointed from the faculty of same college as per the faculty list provided by the principal of concerned medical college before the commencement of examinations in Google Sheets.
b. The Professor & HOD should be appointed as one of internal examiner for every examinations. Rotation system of two (02) chances will not be applicable to HOD.
c. If the practical exam dates are more than six days, the HOD will be appointed as internal examiner at least in one set of spell.
d. The second internal examiner will be appointed as per the seniority and cadre wise starting from Professor to Asst. Professor.
e. Every faculty will be given two (02) chances from Professor to Asst. Professor cadre.
f. If all the Professors are availed two (02) chances, then as per rotation next senior Assoc. Professor will be appointed and once all the Assoc. Professors are completed their chances then next senior Asst. Professor will be appointed as internal examiner.
g. In the rotation system, the chances will be given till the last eligible faculty shown in the faculty list. After completion of giving chances to till the last eligible faculty in the faculty list, thereafter cycle will be rotated and chances will be started giving again from senior professors.
h. The examiners for General Surgery practical examinations shall be from General Surgery subject only no Otherpaedics examiners will be appointed.
i. However, the examiners for General Surgery practical examinations shall be from General Surgery and 25% from Orthopaedics department. There shall be one (01) Orthopaedics examiner out of four (04) examiners either internal / external. This provision will be implemented from the MBBS batch admitted 2024-2025 onwards as per NMC, New Delhi letter No. 11011/500/2024/AC, dt: 12-09-2024.
j. The date of appointment into Asst. Professor will be taken as criteria to determine the seniority while appointing the internal examiners.
Appointment of Internal Examiners at the time of Clubbing of Colleges:
a. The HOD of the main examination center will be the 1st internal examiner for main examination center as well as clubbing colleges. The next senior faculty of main examination center will be appointed as 2nd internal examiner for their college.
b. In respect of clubbing colleges, the HOD of clubbing college will be the internal examiner for their college students.
c. In any case, the HOD of clubbing colleges is unwilling to attend the practical examination, then in his / her place the next senior faculty will be appointed.
General Instructions to the Examiners (External/Internal)
General Instructions:
a. All the examiners should be attended the practical examinations as per the schedule
b. The examiners should be available in the department for entire day of the practical examinations and should not leave the examination hall.
c. The examiners shall not attend practical examinations in drunken stage (as some of incidence are noticed recently).
d. The asking bribe / money from the students / parents for getting pass OR awarding more marks will be viewed seriously and such examiners will be block listed.
e. The marks should be uploaded in the MEDHAS portal after completion practical examinations every day as per the existing instructions.
Remuneration:
T.A & D.A:
A. By train II AC (1 14 Train Fare) (OR)
B. Air Fare will be paid by the shortest route. (submission of boarding pass towards flight journey is compulsory). (OR)
C. The examiners those who will be appointed within the State of A.P Medical Colleges are permitted to travel by Car in both ways and Rs. 10/- will be paid per Kilometer subject to production of the tollgate receipts either in manual (OR) digital mode by the examiner.
D. In case the faculty working college and the examination center both are in the same city then Rs.200/- per day will be paid towards local conveyance charges.
Halting Allowance/D.A:
External Examiner:
A. Rs. 1200/- per day towards halting allowance will be paid for all external examiners those who will be appointed from the Out of State and within the State of faculty.
B. In case the examination center and appointed external examiner college are both elongs to the same city, in such cases no halting allowance will not be paid, instead D.A of Rs.1000/- will be paid.
Internal Examiners:
A. Halting allowance / D.A will not be paid to the internal examiners.
B. However, during referred / supplementary examinations, the D.A of Rs.1000/- will be paid per day to the internal examiners of clubbing colleges for attending practical examinations at main examination center.
Example: Main examination center - SVMC, Tirupati Clubbing college - APIMS, Chittoor
Remuneration:
A. For prescribing and Conducting Practicals & Viva: Rs.70/- per candidate per Examiner
B. Remuneration to the Chairman: Rs.500/- for conducting of Practicals (*As per rates approved in 228th E.C & 53FC of Dr. NTR UHS)
Revised Norms for PG Course:
The guidelines mentioned that the practical examination for clinical subjects will be for one (01) day for every eight (08) candidates. The practical examination for non-clinical subjects will be two (02) days for every eight (08) candidates.
For the exam, two internal and two external examiners are required. However, separate internal examiner will be appointed for diploma candidates. "The senior faculty among the appointed internal examiners would be the chairman of the board of examiners. In case of clubbing of colleges during supplementary examinations, the HOD of the main examination center would be the Chairman of the Board of Examiners," mentioned the guidelines.
"If number of candidates appearing 04 or less, then the University will club one (01) or more medical colleges at one (01) center to minimize the expenditure," it added.

Definition of designated Post Graduate Guide asas per NMC rules: A faculty member in a medical institution shall be eligible to be designated as a Post Graduate Guide in broad speciality if such a member possess at least 05 years of teaching experience in the respective speciality as an Assistant Professor (OR) above
Procedure of Appointment of External Examiners:
a. one external examiner out of two will be appointed from the medical colleges out of the State and the other second examiner will be appointed within the State of A.P affiliated to Dr. NTR UHS, VJA provided the concerned department shall be permitted / started the PG course in that Specialty.

Professor after completion of PG i.e., MD/MS are only eligible to be appointed as an internal examiners as per the below specification:
The required teaching service to be identified as PG guide is: five (05) years as Assistant Professor.
The minimum teaching service required to be an examiner after becoming as PG guide is: three (03) years Assistant Professor.
b. Definition of designated Post Graduate Guide as per NMC rules:
A faculty member in a medical institution shall be eligible to be designated as a Post Graduate Guide in broad speciality if such a member possess at least 05 years of teaching experience in the respective speciality as an Assistant Professor (OR) above
c. The separate internal examiner will be appointed where ever diploma candidates are appearing.
d. In respect of DCP candidate practical examinations, one (01) internal examiner from Microbiology department also be appointed in addition to the Pathology internal examiners.
e. The Microbiology examination will be 02 days only.
Procedure of Appointment of Internal Examiners:
a. The internal examiners will be appointed from the faculty of same college as per the faculty list provided by the principal of concerned medical college before the commencement of examinations in Google Sheets.

Guidelines for Super-Speciality Course:
The guidelines stated that 3 examiners can be examined per day. Two external and two externals have to be appointed. The rules stated that the senior faculty among the appointed internal examiners would be the chairman of the board of examiners. It further added that in case of clubbing of colleges during supplementary examinations, the HOD of the main examination center would be the Chairman of the Board of Examiners.
"If number of candidates appearing two (02) or less, then the University is clubbing one (01) or more medical colleges at one (01) center to minimize the expenditure," it further added.

Definition of designated Post Graduate Guide in Super Specialities as per NMC rules: A faculty member in a medical institution shall be eligible to be designated as a Post Graduate Guide in a Super Speciality if such a member possess at least 03 years of teaching experience in the respective Super Speciality as an Assistant Professor (OR) above

a. Both external examiners i.e., two (02) will be appointed from the medical colleges of outside the State of A.Р.

The minimum teaching service required to be an examiner after becoming as PG guide in Super Specialty course is: three (03) years.
b. Definition of designated Post Graduate Guide in Super Specialities as per NMC rules: A faculty member in a medical institution shall be eligible to be designated as a Post Graduate Guide in a Super Speciality if such a member possess at least 03 years of teaching experience in the respective Super Speciality as an Assistant Professor (OR) above
