Gujarat: The Director of Medical Education (DME Gujarat) has announced an amendment to the Gujarat Professional Nursing and Allied Medical Educational Courses (Regulation of Admission and Fixation of Fees) Rules, 2018. These rules shall be called The Gujarat Professional Nursing and Allied Medical Educational Courses (Regulation of Admission and Fixation of Fees) (Amendment) Rules, 2023.

As per the Gujarat professional medical, educational colleges or Institutions (regulation of admission and fixation of fees) Act 2007, the following details have been issued -

In exercise of the powers conferred by sub-section (1) of section 20 read with section 4 of the Gujarat Professional Medical Educational Colleges or Institutions (Regulation of Admission and Fixation of Fees) Act, 2007 (Guj-3 of 2008), the Government of Gujarat hereby makes the following rules further to amend the Gujarat Professional Nursing and Allied Medical Educational Courses (Regulation of Admission and Fixation of Fees) Rules, 2018, namely –

In the Gujarat Professional Nursing and Allied Medical Educational Courses (Regulation of Admission and Fixation of Fees) Rules, 2018 (hereinafter referred to as “the said rules”), in rule 4 in the proviso to sub–rule (3) there under, for the words “ANM and GNM courses”, the words “ANM, GNM, and B.Sc. Nursing courses” shall be substituted. In the said rules, in rule 5, in sub-rule (1) the existing proviso under clause (d) shall be deleted.

“6. Reservation for Persons with Benchmark Disabilities.- In the said rules, for rule 6, the following shall be substituted, namely –

Five percent of the available seats in Government and Grant-in-aid institutions in each category shall be reserved for persons with benchmark disabilities in accordance with the provisions of the Rights of Persons with Disabilities Act 2016 (49 of 2016) as provided by the respective council from time to time. The certificate shall be obtained from the Medical Board constituted for this purpose by the State Government. The Certificate shall contain the extent of disability and suitability of such candidate for undertaking the course. The upper age limit shall be relaxed by 5 years for disabled candidates for BSc Nursing Course only.

Explanation- “person with disability” means a person suffering from not less than forty percent of any disability as certified by a competent medical authority.

In the said rules, in rule 11, for sub-rule (8), the following shall be substituted, namely –

In the case where considerable numbers of seats remain vacant, and it appears to the Admission Committee to fill the vacant seats, it may conduct the admission process for readjustment (reshuffling). The candidate can reshuffle seats/choice options during the process of readjustment (reshuffling). In such readjustment (reshuffling) of seats, the candidate who opts to participate in the reshuffling process shall be considered for such admission. The candidate may either give the option to upgradation choices already given or submit new choices. If the candidate gets admission on the basis of upgradation or new choice, then his earlier admission shall be treated as canceled.

In case, where numbers of seats remain vacant after the completion of the first online round, it appears for the Admission Committee to fill the vacant seats; they may conduct subsequent online rounds of counseling; in such online counseling, the upgradation of seats which is done. i.e., reserved category to open.

Where again the number of seats remain vacant after the completion of the online round, it appears to the Admission Committee to fill the vacant seats, it may conduct offline counseling. In such counseling, the upgradation of seats which is done in online counseling, shall not be followed for existing admitted students. i.e., reserved category to open category.

In any circumstances, if the Admission Committee carries out offline counseling and if a candidate takes admission in a particular category in offline counseling i.e., PwD, Widow/Orphan girl, SC, ST, SEBC, EWS, he shall not be eligible for admission in the general category in said counseling at his turn.”.
