Tamil Nadu: Tamil Nadu Health (TN Health) has invited online applications for admission to MSc Nursing course in government medical colleges and government seats in self financing paramedical institutions affiliated to the Dr. M.G.R. Medical University.

The candidates can apply till 01-09-2023 up to 05:00 pm. The tentative date of declaration of rank, date of counselling, commencement of courses, and closure of admission will be notified later.

The application form can be accessed from the following website –

1. www.tnhealth.tn.gov.in

2. www.tnmedicalselection.org

The candidates will have to pay the non-refundable application fee of Rs.1200. Method of all fee payments will be through the online payment portal only. Candidates have to pay the application fee online via Debit card / Credit card/ Net Banking or RTGS.

Service candidates should upload their Service particulars along with the filled-in online application forms (duly certified by the Forwarding Authority with date and seal).

The documents to be submitted along with the application form –

1. Copy of Aadhar Card

2. Any one of the supporting documents - Driving License/ Voter’s ID/ Passport/ Copy of Parent’s Documents ( Aadhar Card and School certificate)

3. BSc (Nursing) Degree Certificate or provisional pass certificate from the University concerned to which the college is affiliated.

4. First year / Semester to final year/semester B.Sc (Nursing) Mark sheets issued by the University concerned.

5. Tamil Nadu State Nursing Council and Midwifery Council Permanent / Provisional Registration Certificates of Diploma / BSc (Nursing) Degree / Post-Basic Nursing (or) copy of the acknowledgement of registration of the Tamil Nadu Nurses and Midwives Council.

6. Valid Community Certificate issued by the competent authority of the Revenue Department of Tamil Nadu with official seal and date.

7. Birth Certificate or copy of HSc Certificate / School Leaving Certificate / College Leaving Certificate / Extract from Service Register as evidence for Date of Birth.

8. Eligibility certificate from the Tamil Nadu Dr. MGR Medical University for candidates who have qualified for the undergraduate course from Universities other than the Tamil Nadu Dr. M.G.R. Medical University.

9. Attempt a Certificate in the Final Year BSc (Nursing) course from the College / University concerned.

10. Experience certificate for one year after Provisional registration from Hospital / Nursing College / School of Nursing / Community Health Centre.

11. Nativity certificate (if applicable) with supportive Documents.

12. Copy of Posting order (For service candidates).

Procedure for filling out the online application & submitting of application -

1. Candidates should upload the necessary enclosures while submitting the online application.

2. SC / SCA / ST Candidates of Tamil Nadu are exempted from the application fee.

3. Recent Passport size photograph to be uploaded in the application form.

4. The candidates shall fill in the application form carefully.

5. Candidates should submit only one application form.

6. A candidate who submits an online application with incomplete or insufficient particulars or without enclosures will not be accepted. (without any intimation to the candidate).

7. Service candidates should upload their applications along with the forwarding authority’s remarks and the service particulars carefully filled up by the forwarding authority as prescribed in the application form. Applications of the Service candidates who have completed two years of continuous, regular service as of 31.08.2022 alone will be considered. The Heads of the Directorate have to issue a Certificate of completion of the required service.

Eligibility criteria -

1. Candidates seeking admission to the MSc (Nursing) Course should be citizens of India.

2. Candidates who are claiming the nativity of Tamil Nadu should upload their certificate of the nativity of Tamil Nadu issued by the competent authority of the Revenue Department of Tamil Nadu with the official seal. Candidates who are claiming community reservation in Tamil Nadu should upload the following certificates.

3. Candidate’s Community Certificate issued by the competent authority of the Revenue Department of Tamil Nadu with Official seal.

4. Community Certificate of either of parents issued by the competent authority of the revenue department of Tamil Nadu with official seal.

5. The candidates who have studied from 11th standard onwards and Post Basic BSc (Nursing) including Diploma Nursing / BSc (Nursing) in Tamil Nadu need not furnish a Nativity certificate but have to give proof for their study period in Tamil Nadu and also furnish a declaration that they are not claiming the nativity in any other state except in Tamil Nadu which is to be signed either by the parent or Guardian and the Candidate.

6. The Nativity Certificate submitted later will not be accepted.

7. Candidates should possess a BSc Nursing Degree awarded by the Tamil Nadu Dr M.G.R. Medical University or any other University recognized as Equivalent thereto by the Tamil Nadu Dr M.G.R. Medical University / Indian Nursing Council. Candidates who have qualified from other universities should obtain and produce an Eligibility Certificate from the Tamil Nadu Dr MGR Medical University at the time of admission.

8. Candidates seeking admission should have obtained not less than 55% (50% for SC/SCA/ST candidates) of the total marks obtained in all semesters taken together in the BSc (Nursing) Degree Course. In case of failure (s), the pass marks in the subsequent attempt(s) shall be taken for calculation purposes. Number of attempts is not considered for the calculation of marks.

9. BSc (Nursing) Graduates should have one year of experience after Basic BSc (Nursing) or one year of experience prior to or after Post Basic BSc (Nursing) in any teaching Hospital / Nursing College / School of Nursing / Community Health Centre from the date of Registration (from the date of receipt of the acknowledgement of registration of the Nurses and Midwives Council) in any of the State Councils in the country. Fractional Values will not be accounted for.

A candidate who has already completed or acquired an MSc (Nursing) in any speciality or who is undergoing an MSc (Nursing) in any speciality is not eligible to apply for any other speciality in the MSc (Nursing) course.

Candidates who have discontinued the course after the cutoff date fixed by the Tamil Nadu Dr. M.G.R. University (xx.xx..2023) are not eligible to apply for two subsequent academic years from the date of discontinuance of the course.

The following categories of B.Sc (Nursing) Graduates will be treated as Service candidates for selection under the seats reserved exclusively for service candidates -

1. BSc (Nursing) Graduates who are serving in the Tamil Nadu Government under the control of the Directorate of Medical Education/ Directorate of Public Health and Preventive Medicine/ Directorate of Medical and Rural Health Services and Directorate of Medical and Rural Health Services (ESI) on a regular basis and who have completed two years of service as on 31.08.2023.

2. BSc (Nursing) Graduates who are serving in local bodies on a regular basis and who have completed 2 years of service as of 31.08.2023.

The following categories of BSc (Nursing) Graduates will be considered for selection as non–service candidates only -

1. BSc (Nursing) Graduates who are serving in Govt. of India institutions in Tamil Nadu / Public Sector undertaking and organization under the control of the Government of India in Tamil Nadu.

2. BSc (Nursing) Graduates who are serving purely on a temporary basis in Tamil Nadu Medical Service / Local bodies.

3. BSc (Nursing) Graduates serving in the Private sector.

Merit list –

A common Merit List for the MSc (Nursing) Degree courses will be prepared for a total mark of 100 by computing academic marks for 90 and experience marks for 10.

Counselling process -

Admission shall be made by online counselling based on rank following the rule of reservation/roster system by the Government of Tamil Nadu and as per all other terms and conditions contained in the Government Order issued and to be issued from time to time with regard to the rule of reservation. The detailed online counselling procedure is available in the Annexure.

Candidates have to register, and choice lock their choices of preferences in online counselling. Candidates who have not registered and chose to lock in the 1st round of online counselling will be permitted to the subsequent rounds of online counselling

Once options are given during the online counselling cannot be changed later. Request for a change of speciality/college from one to another is not permitted after an option has been exercised at the time of online counselling.

Re-allotment for the Speciality / College will be permitted only during 2nd phase of counselling.

Request for transfer from one college/speciality will not be allowed strictly.

Individual requests for transfer of college will not be entertained during or after counseling.

Mutual transfers will not be permitted under any circumstances.

Candidates who have been selected for admission should give a declaration in the form given at the time of admission that they are liable for forfeiture of selection/admission if suppression of facts is found at any time during or after admission to the course. The selection/admission shall be liable for cancellation based on the declaration at any time during or after the admission to the course. Further, they will not be allowed to apply for the MSc ( Nursing ) Degree Course for Two Years (2024-25 and 2025-26 sessions).

Candidates who have not registered and have not choice locked at the scheduled date and time of online counselling will not be considered for admission. However, the selection committee reserves the right to permit the candidate to attend the subsequent online counselling if a valid reason is communicated to the selection committee before the commencement of subsequent online counselling.

Candidates who have selected the seats in the first phase of online counselling should download the certified provisional allotment order and join the course on or before the date mentioned in the provisional allotment order. The candidates who have failed to join the course are not eligible to attend the subsequent phases of counselling for the academic year 2022-2023.

The candidates should produce their Original Certificates in person at the time of joining their selected Medical Colleges/ Institutions along with the Xerox copy of the original certificates.

All candidates attending the online counselling will have to remit a non-refundable amount of Rs 500/- (Non- non-refundable) online via Debit Card/Credit Card/Net Banking as a Registration fee.

The candidates who are selected for the course shall pay an amount of Rs 5000/ - through the Online Payment Portal via Debit Cart/Credit Card/Net Banking towards Tuition Fee for downloading the allotment order. This will be adjusted towards the tuition fee that has to be paid to the colleges, and the balance amount, towards the tuition fee, has to be paid in the respective colleges at the time of joining the course. The Tuition Fee is Non-refundable if the candidate discontinues or does not join the course.

Method of selection and admission –

The selection will be made by online counselling based on merit and by applying the Rule of Reservation / Roster method followed by the Government of Tamil Nadu wherever applicable. The roster method of rule of reservation will be followed if the seats are more than 1 and less than 8 in each branch.

If the seats are 8 and more, the rule of reservation shall be as follows -

1. Open Competition - 31%

2. Backward Class - 30%

3. Most Backward / Denotified - 20%

4. Scheduled Caste - 18%

5. Scheduled Tribe - 1%

Within the 30% reservation for Backward Classes, 3.5% reservation will be provided for Muslims. 16% of seats out of the 18% Quota earmarked to Scheduled Caste shall be allocated to the Arunthathiyar Community as per the TN Act 4 of 2009. 5% of the total number of seats available in Government Medical Institutions are reserved for Persons with disabilities.

In each college, 50% of seats in each speciality are reserved for service candidates in addition to those service candidates selected in the open category. In case an odd number of seats remain in any speciality in the total seats sanctioned for that speciality, that seat shall be filled by merit and communal reservation.

Any remaining unfilled seats for want of the adequate number of eligible candidates belonging to the SCA community shall be filled by candidates belonging to the SC community other than Arunthathiyar as per merit and vice versa. (G.O.(Ms). No. 55m, P & AR Department, dated 08.04.2010).

Any remaining reserved seats in the ST Quota for want of the adequate number of eligible candidates belonging to the ST community shall be allotted to candidates belonging to the SC Community as per merit. (G.O.(Ms) No.77, Health & Family Welfare Department (MCA 1), dated 24.02.2011).

Any remaining unfilled seats in the BCM Community for want of the adequate number of eligible candidates after exhausting the merit list shall be filled up on a merit basis by candidates belonging to the BC community without exceeding the quota for the BC community as a whole. (G.O.(Ms)No.30, Health & Family Welfare Department (MCA 1), dated 18.01.2012).

Even after filling up the required seats reserved for Arunthathiyars on a preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyars in the inter-se merit among them(G.O.Ms.No.65, dated 27.5.2009 of P&AR(K) Department).

Seat sharing between Government quota and management quota seats in self-financing paramedical institutions will be as per existing state Government policy and applicable court orders.

Service candidates who are taking allotment in Self-financing colleges will not be paid a salary, and they have to avail leave to which they are eligible for the period of study on their own after obtaining prior permission from their Head of Directorate concerned.

Tuition fee –

1. Government Colleges - Rs. 5000 Per annum

2. Self Financing Colleges - Rs. 50000 Per annum

Students of SC/SCA/ST community whose parents’/guardians’ annual income is less than Rs.2,50,000/- (Rupees two lakhs and fifty thousand only) and SC Converted Christianity students whose parents/guardians annual income is less than Rs.2,00,000/- (Rupees Two lakhs only) are exempted from payment of all compulsory, Non-refundable fees and also exempted from all compulsory Non-refundable fees fixed by the “Fee Committee”.

Bond –

All Service candidates of Tamil Nadu shall execute a bond for a sum of Rs.500,000 as a security amount with the undertaking that they will serve the Government of Tamil Nadu till superannuation. Two permanent Government servants in the same or higher rank than the candidate shall execute sureties. The prescribed form will be available in the colleges at the time of admission. The service candidates shall serve for the Government of Tamil Nadu after the completion of the course until superannuation.

Non Service candidates of Tamil Nadu shall execute a bond for a sum of Rs.500000 as a security amount with the undertaking that they will serve the Government of Tamil Nadu for a period of not less than two years if required. During the above period, they will be paid a salary on par with the fresh recruits of the Government of Tamil Nadu Medical Service, and the Government of Tamil Nadu will requisition their services if required within a period of two years from the date of completion of their post-graduate degree courses. Two permanent Government servants shall be sureties. The prescribed form will be available in the colleges at the time of admission. The bond will become infructuous if he/she serves the Government of Tamil Nadu if required for a minimum period of two years.
