Puducherry: The online application process for admission to PG Medical (NEEP PG) & Dental (NEET MDS) courses under Government / All India (Management Quota seats) / NRI has begun for 2023-2024. The Centralised Admission Committee (CENTAC) has released a detailed information brochure.

Steps for filling up the application –

All the candidates seeking admission to the Post-graduate Medical (MD / MS/ MDS)/Dental courses must apply online on the website www.centacpuducherry.in.

As a first-time user, the candidate will have to create the login details as per the following steps –

1. On the "New Registration" page, the candidate has to enter a valid Mobile Number and Email ID, which would be used for any future communication for admission purposes. The candidate should take utmost care in providing the Mobile Number and Email ID, as all communications from CENTAC will be sent to the same.

2. Candidate will then create a new password (of a maximum of six characters) for online registration. This password need not be the same as the candidate's email account password used to access one's email account.

3. Candidate will provide a valid mobile phone number (a 10-digit number without any prefix).

4. The candidates need to verify that all the details in the form are correct. This information will be used during the entire admission process. No change/modification will be allowed. They must be careful in filling up the required information in all aspects.

5. After successful registration, the applicant shall log in using their "registered email-id" and "password" to complete the online application form.

6. Fill all the details in the application form.

The candidates will have to upload the following documents (wherever necessary) –

1. Passport size photograph of the applicant (20 to 50 KB)

2. Scanned signature of the applicant (20 to 50 KB)

3. Self-attested copy of High School/Higher Secondary Certificate/Birth Certificate for verification of date of birth (100 to 500 KB).

4. Self-attested copy of the certificate in support of educational qualifications: MBBS Degree/BDS Degree as per the course requirement (100 to 500 KB).

5. Self-attested copy of Residence / Community / EWS / Freedom Fighter / Ex-Serviceman/ Person with Disabilities/Sports certificates, if applicable (100 to 500 KB).

6. Self-attested copy of Admit Card of NEET-PG/NEET-MDS-2023 (100 to 500 KB).

7. Self-attested copy of Score card of NEET-PG/NEET-MDS-2023(100 to 500 KB).

The candidates should ensure the following while filling out the application form –

1. Upload recently renewed, scanned, self-attested photocopies of certificates. Original certificates must be produced only at admission to the respective colleges.

2. All certificates produced in support of various claims such as Residence, Community, Freedom Fighter (FF), Ex-serviceman (ESM), Persons with Disability (PwD) & Meritorious Sports Persons (MSP), Christian / Linguistic Minority, NRI, etc., should be valid and obtained from the respective competent authorities.

3. Residence and Community certificates issued by the Revenue Department, Govt. of Puducherry alone will be considered for claiming reservation benefits under Government / Christian / Linguistic Minority quota.

4. The concerned authorities must countersign sports certificates.

Once all the above files are uploaded, the applicant can proceed with "Make Payment". Applicants can also update the uploaded files and application form using the "Back button" before making payment. Once payment is made, no changes can be made to the application.

The application submission process shall be completed only after making payment of the online application fee by the candidate.

Forfeiture of the registration fee/tuition fee -

1. After the publication of the Final allotment list in 2nd round, if any candidate fails to join the college, the registration fee mentioned above will be forfeited.

2. During mop-up counselling, seats will be allotted only after the entire tuition fee is paid to CENTAC. If the student fails to join the allotted college after mop-up counselling, then an amount of Rs.2,00,000/- will be forfeited. If the college cannot fill the seat from the 1:10 list sponsored by CENTAC, the entire tuition fee will be forfeited.

3. If the college can fill the seat, the remaining amount will be refunded after 6 months, which acts as a deterrent for blocking the seat. Therefore, the candidate is advised to make a thoughtful decision before taking a seat in mop-up counselling. CENTAC reserves the right to modify these guidelines relating to mop-up counselling, depending upon necessity.

Refund of the registration fee/tuition fee -

1. If the candidate is not allotted any seat during the 2nd Round and Mop Up Round, the Registration Fees / Tuition Fees will be refunded to the same account of the candidate from which payment was made.

2. The candidates should keep their bank account active until the refund process is completed. The candidates are advised not to use unrelated bank accounts for remitting the Registration Fee / Tuition fee amount. CENTAC will not entertain such requests.

Instruction issued –

1. Registration after the due date will not be entertained. The candidate must comply with all the instructions while completing the application form.

2. Candidates should register and log in to complete their details. Only on payment of the application fee the candidate will be allowed to enter their preferences of courses. The application will not be considered for allotment of seats without filling in the course preferences.

3. The counselling for admission to Post Graduate Medical / Dental Degree (MD/ MS / MDS) courses for the year 2023-24 will be done by CENTAC. Admission is based on PG NEET (Medical) / NEET – MDS (Dental) 2023 score only and the Government of Puducherry reservation criteria.

4. CENTAC will carry out only the allotment of the seats. The admission is subject to the approval of The National Medical Commission / The Dental Council of India (DCI) and Pondicherry University as per the norms.

5. Candidates should remember that the allotment of seats will be made based on the order of courses they have given as preference, subject to availability, as per merit and reservation.

6. The candidates must give as many choices of courses for which they are eligible in as many colleges as they wish. If a choice of course or college is not made, it will be deemed that they are not interested in the particular course or college.

7. The candidate should give their prioritization of course preferences in each round, and the last date for submission will be published on the CENTAC website. The candidate cannot edit his course preference after the last date. However, CENTAC reserves the right to permit all candidates to alter their preferences if required. The decision taken will be duly intimated to the candidate from time to time.

8. Details about Courses and the number of college seats will be published on the CENTAC website after the approval of the concerned competent authorities of the Government of Puducherry. The seat matrix and fee structure will be published on the CENTAC website after receiving the same from the Government of Puducherry concerned department.

9. Claim exercised with regard to Residence/ Community/ Special category are subject to verification of the submitted documents and cannot be changed once the FINAL merit list is published. However, CENTAC reserves the right to update the merit list in case of genuine claims supported by documentary evidence.

10. the Draft Merit List will be published upon verifying the candidates' credentials. Adequate time will be given to raise objections and submit documents, if any, and subsequently, the Final Merit List will be published.

11. Separate merit lists will be published for Government Quota Seats, Management Quota, Christian and Linguistic Minority Quota Seats. The candidate should refer to the CENTAC website, www.centacpuducherry.in, for the merit list.

12. Only computer-based online allotments will be done in rounds I and II. Physical counselling or online counselling might be done in the event of a mop-up round.

13. For allotment of Government quota, the vertical reservation will be implemented first and later horizontal reservation, if any, to the extent needed will be done.

14. Once the Provisional allotment list is published, the candidate must download the Provisional Allotment Order and report to the allotted college within the given time. The provisional allotment will be automatically cancelled if the candidate does not report within time. A similar procedure will also be followed for the subsequent rounds of allotment.

15. Enabling Provision: If all the students of a specified category have been admitted, and even after that, if any seat remains vacant for that specified category, the same will be de-reserved as per the guidelines.

16. The candidature is subject to fulfilling the minimum eligibility requirements prescribed for applying to the concerned program of study. In case a candidate does not meet the minimum eligibility criteria prescribed for applying to the concerned program, it will be deemed to be done at the candidate's own risk and cost and if at any stage, it is found that if the minimum eligibility requirements are not fulfilled, the admission if granted, will be cancelled ipso facto. The fees paid, if any, shall not be refunded.

17. Students admitted through Centralised Admission Committee (CENTAC) under "government quota seats" to professional colleges of this union territory in any particular academic year will not be eligible for government quota seats in the subsequent years.

18. The candidates must refer to the National Board of Examinations in Medical Sciences website https://nbe.edu.in/ for further instructions.

19. The candidate will be informed of all the proceedings of CENTAC through SMS / E-mail. The same will be published on the CENTAC website and in the public media through press releases. After the online application is opened, students should regularly refer to the CENTAC website, www.centacpuducherry.in regularly, for updates.

20. The candidates must bring the printout of the application form, allotment letter and original certificates, and self-attested photocopies of all the required documents at the time of admission.

Eligibility –

1. The candidate must have passed the final MBBS examination (for MD/MS Course) and BDS examination (for MDS Course) from the recognized Institution/University and must have completed satisfactorily one-year compulsory rotating internship as of 30.06.2023 (for MD/MS Course) and 31.03.2023 (for MDS Course) and must submit their internship completion certificate at the time of admission.

2. A candidate eligible for admission must obtain a minimum required percentile in NEET-PG/NEET-MDS-2023, as prescribed by regulatory authorities such as the National Board of Examination, National Medical Commission, Ministry of Health and Family Welfare, etc., as the case may be.

Non-eligibility –

1. A candidate who has joined a Post Graduate Degree course in any branch and discontinued the course on any grounds after the cutoff date fixed by the National Medical Commission is not eligible to apply for two subsequent academic years.

2. A candidate who took an allotment for a PG Degree course in any branch in the final phase of counselling and did not join the course on or before the cutoff date, their eligibility to apply for subsequent year is as per guidelines of the competent authorities of Government of Puducherry.

3. A candidate undergoing a Post Graduate Degree course is not eligible to apply for any Post Graduate Degree.

4. A candidate completing a Diploma Course (including All India Quota) is not eligible to apply for any Post Graduate Degree Courses in the same academic year.

5. A candidate with a Post Graduate Degree is not eligible to apply for admission to any other Post Graduate Degree Course. However, a Diploma holder candidate is eligible to apply for Post Graduate Degree Course.

The details related to each category of seats are enclosed in the notice below.

The mode of reservation while allotting the seats will be as follows -

1. All the candidates should be Indian National and Residents of Puducherry.

2. Vertical Reservation First - General, EWS, OBC, MBC, EBC, BCM, SC, ST, BT.

3. Horizontal / Special Reservation – FF / ESM / PwD / Sports will be done if adequate seats are not filled after fixing vertical reservation, i.e., if the requisite seats are not filled while doing vertical reservation, the last candidate in the respective category will be replaced as per merit.

Merit list –

1. Government Seats and Govt. Quota Seats in Private Medical Colleges - Merit List will be drawn based on PG-NEET / NEET-MDS 2023 rank, in which the Reservation Policy of U.T. of Puducherry will be applied.

2. Management Quota Seats in Private Medical Colleges - Merit List will be drawn based on PG-NEET / NEET-MDS 2023 rank.

Counselling process –

1. Admission to the PG Medical (MD / MS) courses is based on the PG-NEET 2023 Rank.

2. Admission to the PG Dental (MDS) courses is based on the NEET-MDS 2023 Rank.

3. Round 1 and Round 2 allotment will be Online. Mop-up and Stray vacancy Counselling can be either Online or Offline. CENTAC reserves the right to do either Online or Offline counselling based on necessity.

4. Online allotment will be done based on the candidate's course preferences, category of seats, reservation and NEET Rank.

5. Both Round 1 and Round 2 allotment is based on the course preferences submitted by the candidates before the last date for updating the course preferences. If the course preferences are empty, then allotment will not be done.

6. For Round 2, candidates should submit their willingness and pay the prescribed Registration Fees (only for PG Medical courses) before submitting their course preferences.

7. After publishing the provisional allotment list, allotted candidates should download the Allotment Order from the dashboard using their Login credentials.

8. Allotted candidates will be instructed to report to the college with a copy of the Application form, Provisional Allotment Order and all other original certificates within the scheduled date and time.

9. After verification of the originals and payment of fees, colleges will confirm the provisional admission of the candidates and issue the Admission slip to the candidate.

10. Mopup and Stray Vacancy Counselling – Detailed Guidelines will be published on the CENTAC website before the counselling as per instructions from the competent authority of the Government of Puducherry.

11. Sliding will be allowed in Round 1 and Round 2 only. No sliding will be allowed during the Mop-up round and Stray counselling round. So, Candidates who joined up to Round 2 will not be allowed to vacate the seats.

12. As per NMC guidelines, the candidates who have joined a seat in Round 2 of State quota counselling or AIQ counselling will not be eligible for further rounds of counselling.

Fee structure/tuition fee-

As prescribed by the "Fee Committee" in Private Medical Colleges for 2023-24. Candidates are advised to go through the details of tuition fees notified by the Health Department, which will be published on the CENTAC website. Candidates are also advised to go through the notification carefully and verify from the concerned Institution the components not covered in the tuition fee (e.g., Hostel fee, etc.).
