NEET PG Admissions in Tamil Nadu: Applications invited for govt seats, check out registration, counselling process, eligibility criteria, fee details

Tamil Nadu: Tamil Nadu Health (TN Health) has invited online applications for admission to postgraduate degree/diploma courses (NEET PG) in Tamil Nadu government medical colleges and government seats in self-financing medical colleges affiliated with the Dr M.G.R Medical University 2023-2024 session.

As per the notice, the candidates willing to apply can apply till 13.07.2023 up to 05:00 PM. The tentative date of declaration of rank, tentative dates for counselling, commencement of courses, and closure of admission will be notified later. The application forms are available at www.tnhealth.tn.gov.in/ www.tnmedicalselection.org. Candidates are advised to submit only one application.

Application fee –

1. At the time of application, all candidates must pay the application fee of Rs.3000/- (Non- Refundable)

2. Scheduled Caste/Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are exempted from payment of the cost of the application.

Registration fee –

At the time of registration for counselling, all candidates must pay the following fee - Non Refundable registration fee for the counselling process of Rs.1000.

Security deposit –

1. For Government Medical Colleges-Rs.30000/-

2. For Government Quota in Self-Financing Medical Colleges– Rs.100000/-

3. Security Deposit will be refunded to the candidates who could not get any seat in any phase of counselling within three months after the end of the entire counselling process. No interest amount for the security deposit will be paid to the candidates.

4. Security Deposit will not be refunded to the candidates, as specified in clause 26(vii)(b) in the prospectus.

All admissions and resignations will be made through online mode only. Any admission or resignation taken in offline mode will not be accepted. Colleges taking offline admission or resignation may face legal consequences at their own risk and are advised against such practices. (Candidates kindly note that – resignation applies to allotted candidates of the first round only)

As per WP No.27151/2022 dated 14.11.2022, Medical Officers working in any Government Institution should get their Service Performa Duly certified by the designated Authority with the date and seal and upload the same along with the online application. Otherwise, the application will be summarily rejected.

Candidates seeking admission under a special category (PWD) should upload the filled and certified (within 3 months) special category form provided in the prospectus and upload the same along with the online application.

If a photocopy of the Medical certificate for PWD is not uploaded, then the special category candidates’ application will be considered under the general category only.

The following documents also need to be uploaded –

1. Copy of Aadhar Card

2. Any one of the following as supportive documents - Driving License/Voter’s ID/Passport/Copy of Parent’s Documents (Aadhar Card and School Certificates)

3. NEET PG 2023-Score Card

4. NEET PG 2023 Admit Card

5. MBBS Degree Certificate and Diploma Certificate or Provisional Pass Certificate

6. CRMI Completion Certificate

7. Permanent or provisional Medical Registration Certificate issued by the Medical Council of India /State Medical Council

8. TNPSC/MRB (through competitive written examination) Selection & Posting Order (For Service Candidates).

9. For candidates applying under the PWD category should obtain a recent medical certificate from the regional medical board and upload a clear copy

Eligibility criteria –

1. Candidates seeking admission in Post Graduate Degree / Diploma Courses, have to qualify for the National Eligibility cum Entrance Test-NEET PG2023 conducted by the National Board of Examination.

2. Candidates should be Citizens of India and should have undergone an MBBS course, including the entire Compulsory Rotatory Medical Internship (CRMI) period in the State of Tamil Nadu.

3. The candidates claiming Nativity of Tamil Nadu should upload their Certificates of Nativity of Tamil Nadu issued by the competent authority of the revenue department of Tamil Nadu Government with the official seal.

4. Candidates who have cleared their MBBS Examination and completed/completed the CRMI period on or before 12-08-2023 are only eligible to apply. Registration with NMC/erstwhile Medical Council of India or State Medical Council is necessary and its documentary proof should be furnished by the candidates at the time of counselling/ admission.

5. Candidates pursuing their Diploma courses (including All India Quota) are eligible to apply for Post Graduate Degree Courses in the same academic year of 2023-2024 if they complete the course before the commencement of the counselling process (date of notification of online application).

6. Candidates should possess an MBBS Degree awarded by the Tamil Nadu Dr M.G.R. Medical University or any other University recognized by the Medical Council of India, and the candidates who have qualified from other University should produce an eligibility certificate from the Tamil Nadu Dr M.G.R Medical University, Guindy, Chennai-600032 at the time admission.

Candidates who are claiming community reservation in Tamil Nadu should upload both of their –

1. Community certificate issued by the competent authority of the Revenue Department of Tamil Nadu Government with the official seal.

2. Community certificate of either of the Parents issued by the competent authority of the Revenue Department of Tamil Nadu Government with the official seal.

Duration of course –

The duration of the Post Graduate Degree Courses is Three years, whereas the Diploma Candidates who have undergone two-year courses shall be Two years in the same Specialty and Three years in other specialities.

Non-eligibility –

1. Candidates undergoing a Postgraduate Degree /DNB/ Equivalent / Diploma courses are not eligible to apply for any Post Graduate Degree /Diploma Courses.

2. Candidates who have already completed a Postgraduate Degree/ DNB/Equivalent Course are not eligible to apply for admission to any other Post Graduate Degree/Diploma Course.

3. A candidate who is already a Diploma holder is not eligible to apply for another diploma course but can apply for any Post Graduate Degree Course.

4. Candidates who have joined a Post Graduate Degree / Diploma course in any Branch and who have discontinued the course on any ground on or after the second round the candidate shall be considered as discontinued and should pay the Discontinuation Fee as per Clause 24(c) of this Prospectus.

5. Candidates belonging to other states (other than Tamil Nadu) are not eligible for Government seats in Government Medical College and Government Quota seats in Self-Financing Medical Colleges.

Service candidates -

1. Competent authorities, who are issuing certificates for Government Medical officers, have to issue a complete Service Particular Performa, including their leave and deputation in detail. The Service particulars should be uploaded within the stipulated time.

2. The service candidates, who have applied under the service quota, should have a minimum of Five years left over service, at the end of their Post Graduate Degree / Diploma Courses.

3. “Online Application process will be closed as per server time and will not allow the submission of application beyond closing time.”

Eligible service candidates -

The following categories of Medical Officers will be treated as Service Candidates for the purpose of allotment of seats -

1. Medical Officers selected by the Tamil Nadu Public Service Commission TNPSC) /Medical Services Recruitment Board (MRB) through Competitive Written Examination / Special Qualifying Examination and appointed in Tamil Nadu Medical Services should have completed a minimum of Two Years of continuous service, as of 31.03.2023.

2. Medical Officers serving in Local Bodies in Tamil Nadu should have completed a minimum of two years of continuous service, as of 31.03.2023.

Non-eligibility for service quota -

1. Candidates who have been temporarily appointed and who have not completed two years of continuous service as of 31.03.2023 as per clause 12 (a) (i) of this prospectus, are not eligible to apply for Post Graduate admission in the 2023-2024 session. If any application is received from such candidates or even if certified inadvertently by the competent authority. That application will be summarily rejected.

2. Candidates working in Institutions coming under the “Registered Societies Act” and “Self Financing Institutions” shall be considered as Non-Service candidates.

3. If any Medical Officer working in Government Institutions/local bodies apply as a Private candidate suppressing the fact, and if found later about their service status, their application will be summarily rejected, and their allotments will be cancelled if allotted.

Counselling procedures –

1. There are four rounds of counseling i.e., Round -1, Round -2, Mop-up and Stray round. Mutual transfer/ Individual request for transfer of college will not be permitted under any circumstance. The details related to each round are enclosed in the notice below.

2. Admission to PG Degree / Diploma courses shall be made through online counselling on the basis of rank by applying the rule of reservation.

3. A candidate who has not registered and is not choice locked in the 1st round of online counselling will be permitted to attend the subsequent rounds of online counselling.

4. A candidate who has taken a seat and not joined /resigned from the course within the stipulated time in the first round of online counselling, he/she is eligible to attend the second round of online counselling.

5. Re-allotment is permitted during the second round of counselling only based on Rank and Rule of Reservation.

6. Candidates selected for admission should give a self-declaration form at the time of reporting to the concerned Medical College that He/She is liable for forfeiture of selection/ admission if suppression of facts or misinterpretation is found at any time during or after the admission to the course.

7. If any suppression of facts is found later, the selection/admission will be liable for cancellation during or after the admission to the course based on the declaration.

8. The tuition fee paid at the time of downloading the provisional allotment order is not refundable if the candidate discontinues the course beyond the resignation period as stipulated by State Selection Committee.

9. The All India Quota candidates who discontinue the course on or after the second round of All India Quota counselling should pay the Discontinuation Fees besides foregoing tuition fees already paid by them as specified below to the Dean of the respective College, the sum as specified below in total by means of a Demand Draft drawn in favour of “The Secretary, Selection Committee, Kilpauk, Chennai– 10”, payable at Chennai.

10. The State Quota candidates who joined and discontinue the course after the resignation period as stipulated by the selection committee should pay the Discontinuation Fees besides foregoing tuition fees already paid by them as specified below to the Dean of the respective College, the sum as specified below in total by means of a Demand Draft drawn in favour of “The Secretary, Selection Committee, Kilpauk, Chennai– 10”, payable at Chennai.

8. Scheduled Tribe candidates should produce community certificates issued by a Revenue Divisional Officer of the competent jurisdiction

9. For Service Candidates TNPSC/MRB (through competitive written examination) Selection & Posting orders

10. Nativity Certificate as mentioned in clause 5(c)

11. Regional Medical Board Certificate (recent, which was submitted during NEET PG 2023) for Persons with Disabilities

12. Eligibility Certificate.- To be from the Tamil Nadu Dr M.G.R Medical University Guindy Chennai 32.(Only for the candidates who have qualified from other Universities)

13. Same Photo that has been uploaded in NEET PG 2023 must be uploaded to filled in application

Method of selection and admission –

Seats in Government Medical Colleges University: Out of the seats sanctioned for Post Graduate Diploma/Degree Courses, 50% of the total recognized/permitted seats are offered to All India Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% of the seats will be allotted under State Quota during counselling by the state.

Seats in Self-Financing Medical Colleges: Seat sharing with Self-Financing Minority and NonMinority Medical Colleges will be as per State Policy and NMC Post Graduate Medical Education Regulation, 2000 and applicable Court Orders.

Discontinuation fees for –

1. PG DiplomaCourseRs.10 lakh

2. PG DegreeCourseRs.15Lakh

Unless the aforesaid discontinuation fee as penalty amount is paid in total, the candidates will not be relieved, and original certificates produced by the candidates at the time of admission will be retained by the institutions concerned.
