Ragging, Extortion, No surgical cases- DY Patil Medical College Pune Resident Doctor alleges harassment

Pune: Shocking allegations of harassment have surfaced from Dr. DY Patil Medical College, Pune, wherein a resident doctor has alleged mental, physical, financial, and educational harassment over the past three years.

Through a complaint, the doctor stated that he had been enduring harassment since February 1, 2022, until January 31, 2025. He alleged that he was ragged, denied surgical exposure, and forced to pay mess fees despite not using the facility.

Taking cognizance of the matter, the Directorate of Medical Education and Research (DMER), Maharashtra, has formed a three-member committee to investigate the allegations following the intervention of the Vice-President Secretariat. The committee will conduct an inquiry and take necessary action accordingly.

A letter from the Vice-President Secretariat, dated March 19, 2025, stated, "An email representation dated March 14, 2025, received from Dr. Divyansh Dwivedi, 904, MIDC Staff Quarters, DY Patil Pune, Maharashtra, is forwarded herewith for appropriate attention/necessary action. Action taken may kindly be communicated to the representative directly under intimation to this Secretariat."

The issue came to light after the resident doctor addressed his grievances through an email representation on March 14, 2025, to CET Cell and the Minister for Medical Education and Guardian Minister of Washim, Maharashtra, detailing the alleged harassment. 

In his letter, the doctor alleged 'mental, physical, financial, educational, and surgical harassment' at Dr. DY Patil Medical College and pleaded for relief by seeking intervention of the higher authorities. 

His complaint was later reported to the Vice-President Secretariat, who subsequently forwarded it to the Chief Secretary of Maharashtra on March 19, 2025, for necessary action. Following this, the Minister for Medical Education directed DMER Maharashtra to set up a three-member committee to probe the allegations. 

The committee will be led by Dr. Jitendra Sankpal, Dean, Government Medical College (G.T.), Mumbai, along with members Dr. Bhalchandra Chikhalkar, Medical Superintendent, Government Medical College (G.T.), Mumbai, and Shri. Dattatray Deshmukh, Assistant Accounts Officer, Directorate of Medical Education and Research, Mumbai.

The committee has been directed to visit Dr. D.Y. Patil Medical College, Pune, conduct an on-site investigation, and submit its report within seven days.

Medical Dialogues had earlier reported that taking cognizance of several allegations concerning medical students, their training and the functioning of the institute, NMC directed the DY Patil Medical College, Pune, to look into the matter and furnish an action taken report within a week. NMC wrote to the medical college in this regard after receiving a complaint alleging several deficiencies in the medical college,e including infrastructure and space constraints, irregularities and financial concerns, stipend deductions, issues with the district residency programme, deficiencies in medical training and patient care, and concerns regarding surgical training.

Soon after the National Medical Commission (NMC) sought an action taken report from the DY Patil Medical College, Pune, on several allegations, the college released a statement highlighting that the Commission's assessors' team did not find any violations during inspections. Clarifying that during multiple inspections, no such deficiencies were identified, the college mentioned in its statement that it has already responded to the queries raised by NMC and it continues to comply with the regulations.
