Tamil Nadu: The Directorate of Medical Education Tamil Nadu, (DME, TN Health) has invited online applications for admission to DNB Broad Specialty (Post MBBS, Post Diploma) and 2 Years Diploma Courses (Post MBBS) for service candidates.

The online prospectus for admission to DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma Courses (Post MBBS) in the 2023 -2024 session in Tamil Nadu Government Medical Colleges affiliated to The Tamil Nadu Dr.M.G.R Medical University can be accessed from the following websites -

All admissions and resignations will be made through online mode only. Any admission or resignation taken in offline mode will not be accepted. Colleges taking offline admission or resignation may face legal consequences at their own risk and are advised against such practices. (Candidates kindly note that – resignation applies to allotted candidates of the First Round only).
Only service candidates are eligible to apply for DNB Broad Specialty (Post MBBS and Post Diploma )and 2 years Diploma Courses (Post MBBS ) 2023-2024 session for State Quota seats as per letter Reference No. NBEMS/EDO/2022/2705 dated 01.06.2022.
Service Candidates should upload their service particulars along with the filled-in online application forms. (Duly certified by the Forwarding Authority with date and seal) 13.07.2023.
Medical Officers working in any Government Institution should get their Service Proforma Duly certified by the Designated Authority with the date and seal and upload the same along with the online application. Otherwise, the application will be summarily rejected.
Candidates seeking admission under Special Category (PWD) should upload a medical certificate from Regional Medical Board (certified within 3 months) as in the Special Category form provided in the prospectus and upload the same along with the online application. If a photocopy of the Medical certificate for PWD is not uploaded, then the Special Category candidates’ application will be considered under the General Category only.
Application fee -
1. At the time of Application, all candidates must pay the application fee of Rs.3000 (Non- refundable)
2. At the time of registration for counseling, all candidates must pay the following fee: Non-Refundable registration fees for the counseling process is Rs.1000
3. Scheduled Caste/ Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are exempted from payment of the cost of online applying
Security deposit -
1. Government Institutions/Hospitals-Rs.30000/-
2. Security Deposit will be refunded to candidates within three months after the end of the entire counseling process except for those candidates who have not joined or discontinued after the stipulated time of Round 2
3. No interest amount for the security deposit will be paid to the candidates
The candidates are instructed to upload the following documents -
1. NEET PG 2023 Admit Card / DNB PD-CET 2023 admit card

3. MBBS Degree Certificate and Diploma Certificate or Provisional Pass Certificate

5. Permanent or Provisional Medical Registration Certificate issued by the Medical Council of India

7. Community Certificate issued by the competent authority of the Government of Tamil Nadu indicating the community status of candidates belonging to Backward Community/Backward Community (Muslim)/ Most Backward Community / Denotified Communities/ Schedule Caste/ Schedule Caste (Arunthathiyar)
8. Scheduled Tribe candidates should produce community certificates issued by a Revenue Divisional Officer of the competent jurisdiction, Government of Tamil Nadu.
9. TNPSC/MRB (through competitive written examination) Selection & Posting Order (For Service Candidates)
10. Nativity Certificate by the competent authority
11. For candidates applying under the PWD category should obtain a recent medical certificate from the regional medical board and upload a clear copy
12. To upload the eligibility certificate obtained from the TN. Dr. MGR Medical University Guindy Chennai 32. (Only for the candidates who have qualified from other Universities)
13. Same photo that has been uploaded for NEET PG 2023-Admit Card / DNB PD-CET 2023 must be uploaded during the online application
14. Post Card size color photograph (4”x6”) (size: 50kb to 300kb) to be uploaded
15. Clearly visible copy of Aadhar Card to be uploaded; if not available, a copy of PAN card/voter card/driving license to be uploaded
Eligibility criteria -
1. Candidates seeking admission in DNB Broad Specialty DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma Courses ( Post MBBS ). He/She has to qualify for the National Eligibility cum Entrance Test- NEET PG 2023/ DNB PD-CET conducted by the National Board of Examination.
2. Candidates should be Citizens of India and should have undergone an MBBS course, including the entire Compulsory Rotatory Medical Internship (CRMI) period in the State of Tamil Nadu.
3. The candidates who are claiming Nativity of Tamil Nadu and have completed MBBS in other states should upload their Certificates of Nativity of Tamil Nadu issued by the competent authority of the Revenue Department of Tamil Nadu Government with the official seal.
4. Candidates should be Citizens of India and should have undergone an MBBS course, including the entire Compulsory Rotatory Medical Internship (CRMI) period in the State of Tamil Nadu.
5. The candidates who are claiming Nativity of Tamil Nadu and have completed MBBS in other states should upload their Certificates of Nativity of Tamil Nadu issued by the competent authority of the Revenue Department of Tamil Nadu Government with an official seal.
6. Candidates who are pursuing their Diploma courses (including All India Quota) are eligible to apply for DNB Broad Speciality (Post MBBS and Post Diploma )and 2 years of Diploma Courses (Post MBBS ). Courses in the same academic year of 2023-2024 if he/she completes the course before the commencement of the counseling process (date of notification of online application).
7. Candidates who have cleared their MBBS Examination and completed/completed the CRRI period on or before 31-05-2023 are only eligible to apply for DNB Broad Specialty Post MBBS and Post Diploma Courses 2023 session. However, the candidates should possess the Permanent Medical Council Registration Certificate of the States or of India or the Provisional Registration Certificate of the Medical Council at the time of the Counselling.
8. Candidates should possess an MBBS Degree awarded by the Tamil Nadu Dr. M.G.R Medical University or any other University recognized by the Medical Council of India, and the candidates who have qualified from other University should produce an eligibility certificate from the Tamil Nadu Dr.M.G.R. Medical University, Guindy, Chennai-600032 at the time of admission.

Course duration –
1. The duration of the DNB Broad Specialty (Post MBBS and Post Diploma) is three years, and Diploma Courses 2023 (Post MBBS) is two years.
2. Whereas, the Diploma candidates, who have undergone a two-year course in the same Specialty, shall be two years in DNB Broad Speciality and three years for other specialties.
3. The Post MBBS 2 years Diploma DNB Broad Speciality Course is introduced from 2020-2021.
Noneligibility -
1. Candidates who join a DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma Courses (Post MBBS) 2023-2024 session in any Branch and discontinue the course on any Rounds on or after the mop-up Round as per guidelines of National Broad of Examinations, are not eligible to apply for subsequent academic year for any DNB Broad Specialty Post MBBS and Post Diploma and Post MBBS 2 years Diploma Courses as per NBE norms. Further, the candidate shall be considered as discontinued and should pay the Discontinuation Fee as per Clause 23(b) of this Prospectus
2. The candidates who take allotments for DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma Courses (Post MBBS) 2023-2024 session in any branch in the Mop-Up Round of counseling must join the courses; if not, they are not eligible to apply for subsequent academic year for any DNB Broad Specialty Post MBBS and Post Diploma and Post MBBS 2 years Diploma Courses session as per NBE norms for 2022. The candidate shall be considered as discontinued and should pay the discontinuation fee as per clause 23(c) of this prospectus.
3. A candidate who is already a Diploma holder is not eligible to apply for Post MBBS 2years Diploma Course 2023-2024 session but can apply for DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma Courses(Post MBBS) 2023-2024 session.
4. Candidates who have already completed a Postgraduate Degree/ DNB/Equivalent Courses are not eligible to apply for admission to any other DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma Courses (Post MBBS) 2023-2024session.
5. Candidates belonging to other states (other than Tamil Nadu) are not eligible to apply for DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma Courses (Post MBBS) 2023-2024session
Service candidates -
1. Candidates should fill online proforma, then download it and get it verified and signed by a competent forwarding authority with the official seal. Competent authorities who are issuing certificates for Government Medical officers have to issue a complete Service Particular Proforma, including the candidate’s leave and deputation in detail. These complete service particulars should be uploaded by the candidate within the stipulated time
2. The service candidates who have applied under the service quota should have a minimum of Five years of leftover service at the completion of their DNB Broad Speciality (Post MBBS and Post Diploma ) and 2 years of Diploma Courses (Post MBBS ).
3. “Online Application process will be closed as per server time and will not allow the submission of application beyond closing time.”
Eligible service candidates -
The following categories of Medical Officers will be treated as Service Candidates for the purpose of allotment of seats:
1. Medical Officers selected by the Tamil Nadu Public Service Commission (TNPSC)/Medical Services Recruitment Board (MRB) through Competitive Written Examination /Special
2. Qualifying Examination and appointed in Tamil Nadu Medical Services should have completed minimum Two Years of continuous service, as on 31.03.2023
3. Medical Officers serving in Local Bodies in Tamil Nadu should have completed minimum of two years of continuous service as on 31.03.2023
Noneligibility for service quota -
1. Candidates who have been temporarily appointed and who have not completed two years of continuous service as of 31.03.2023 as per clause 12 (a) (i) of this prospectus are not eligible to apply for Post Graduate admission in the 2023-2024 session. If any application is received from such candidates or even if certified inadvertently by the competent authority, that application will be summarily rejected.
2. Candidates working in Institutions coming under the “Registered Societies Act” and “Self Financing Institutions” shall be considered as Non-Service candidates.
3. If any Medical Officer working in Government Institutions/Local Bodies apply as a Private candidate suppressing the fact of this employment, and if found later about their service status, their application will be summarily rejected, and their allotments will be canceled if allotted.

The State Rank list will be drawn based on marks obtained in NEET PG 2023-/ DNB PD-CET 2023

Counseling procedures -
1. There are four Rounds of counselling i.e., Round -1, Round -2, Mop-up, and Stray Round.
2. Mutual transfer/ Individual request for college transfer will not be permitted under any circumstance.
3. Admission to DNB Broad Speciality (Post MBBS and Post Diploma ) and 2 years Diploma Courses (Post MBBS ) courses shall be made through online counseling on the basis of rank by applying the rule of reservation. The detailed online counseling procedures are available in Annexure.
4. A candidate who has not registered and is not choice locked in the 1st round of online counseling will be permitted to attend the subsequent rounds of online counseling.
5. A candidate who has taken a seat and not joined /resigned from the course within the stipulated time in the first round of online counseling is eligible to attend the second round of online counseling.
6. Re-allotment is permitted during the second round of counseling only, based on rank and rule of reservation.
7. Candidates selected for admission should give a self-declaration form at the time of reporting to the Medical College concerned that he/she is liable for forfeiture of selection/ admission if suppression of facts or misinterpretation is found at any time during or after the admission to the course.
8. If any suppression of facts is found later, the selection/admission will be liable for cancellation during or after the admission to the course based on the declaration. Further, he/she will not be allowed to apply for the DNB Broad Speciality (Post MBBS and Post Diploma) and 2 years Diploma (Post MBBS ) for the subsequent two academic years.
9. The candidates should download their provisional allotment order and join the course in the institution/Medical College concerned on or before the date and time stipulated.

Method of selection and admission –
1. Out of the total recognized/permitted seats for DNB Broad Specialty Post MBBS, Post Diploma, and Post MBBS 2 years Diploma Courses, 50% are offered to All India Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% of the seats will be allotted under State Quota during State counseling.
2. The selection will be made as per the merit list and by applying the Rule of Reservation/200-point Roster method followed by the Government of Tamil Nadu wherever applicable.
3. Roster method of rule of reservation will be followed if the seats are more than 1 and less than 8 in each Branch as per the orders of Government of Tamil Nadu vide G.O.Ms.No.241, Personnel and Administrative Reforms (K) Department, dated 29-10-2007.
Tuition fee –
The selected candidates have to pay Tuition Fees and other special fees etc., at the time of admission to their respective institutions.
Discontinuation fees -
1. DNB Broad Speciality (Post MBBS and Post Diploma) - Rs.15Lakh
2. 2 years Diploma Courses (Post MBBS) - Rs.10 lakh
