FIR against Super-Speciality doctors for skipping Bond Service in UP, 1 doctor already booked

Lucknow: Initiating strict action against the super-speciality doctors, who have not fulfilled the mandatory bond service conditions, the State government has decided to take legal action against them, including lodging of FIR for recovery.

Such a decision has been taken by the State Director General Medical Education (DGME) as it noted that several candidates violated the bond service terms, executed at the time of admission. After gathering information about such candidates, the State has initiated strict action against them.

Already the administration of Lala Lajpat Rai Memorial (LLRM) Medical College in Meerut has lodged the first FIR in this regard, against the defaulter doctors.

The doctors taking admission in the state-run institutes executed these bonds at the time of admission in the super-speciality courses. The bond conditions state that the super-speciality doctors will serve at a government health facility/medical institute for a minimum of two years after completion of their course. After signing the bond conditions, the doctors started taking admission in the government medical colleges since 2018.

As per the latest media report by Hindustan Times, among the 132 such candidates belonging to the 2018 super-speciality batch, three doctors did not fulfill the bond service conditions. Among those three doctors, one had been assigned posting at Meerut and the others at Prayagraj and Lucknow.

Taking action against the defaulters, already the Meerut medical college administration has lodged an FIR in this regard. In the complaint, the college stated that the doctor violated the government order requiring him to serve at the institute.

While commenting on this, UP DGME, Shruti Singh told the daily, "It came to notice that some of the candidates violated the bond they agreed to and signed. We have gathered information about such candidates and action is being taken."

"It is good for the candidates to serve the bond period ASAP. This is because serving the bond period is mandatory and, since the department has all the original certificates/documents these candidates, will not be able to join anywhere else," she added.

"The sooner they join the earlier their bond period will get over. They can proceed to their next academic step or professional venture," said Singh.

Speaking about this, a senior official in the medical education department added, "The objective of bringing in a bond for super-speciality seats was to ensure government medical facilities get super-specialist doctors. During the bond period, the doctors are given salary and other facilities just as our regular faculty members."

While three doctors belonging to 2018 batch did not fulfill their bond service liabilities, almost all the candidates of the 2019 batch joined the bond service postings given to them.
