The Minister said that the scheme includes setting up new AIIMS institutions, construction of super-speciality blocks, and strengthening infrastructure in existing Government Medical Colleges.

Addressing concerns over vacancies, the Minister informed that the creation of posts and recruitment is a continuous process. Institution-wise details of sanctioned, filled, and vacant faculty and non-faculty posts in AIIMS established under PMSSY have been provided in the annexures.
To expedite the filling of vacancies, multiple measures have been initiated. A Standing Selection Committee has been constituted under the provisions of the AIIMS Act, 1956, for faculty recruitment. Provision has also been made to engage retired Professors, Additional Professors, and Associate Professors from Institutes of National Importance and Government Medical Colleges on contract up to the age of 70 years.
The Visiting Faculty Scheme allows senior faculty from Indian government institutions and academic institutions abroad to serve at AIIMS for teaching assignments. Recruitment for Nursing Officers is conducted through the Nursing Officer Recruitment Common Eligibility Test (NORCET), while Group B and C non-faculty posts are filled through the Common Recruitment Examination (CRE), both conducted by AIIMS Delhi.
The details were shared in the Lok Sabha on February 6, 2026, in response to questions raised by MP Shyamkumar Daulat Barve.
He asked whether it is a fact that projects related to the establishment of new AIIMS institutions, setting up of super-speciality blocks, and upgradation of Government Medical Colleges (GMCs) are being implemented by the Government in the country under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
He seeks to know, if so, the current status of progress achieved in this regard so far, State-wise.
He also asked the total number of vacant posts in faculty and non-faculty categories in each AIIMS, each super-speciality block, and each upgraded Government Medical College established under the said scheme, institution-wise and State/UT-wise.
He inquired whether any concrete action plan has been formulated by the Government to fill the vacant posts in these institutions in a time-bound manner; and
Furthermore, he asked, if so, the details thereof?
Replying to the questions, Minister of State for Health and Family Welfare Prataprao Jadhav said Under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), the establishment of 22 All India Institute of Medical Sciences (AIIMS) and the upgradation of 75 Government Medical Colleges/Institutions (GMCs) have been approved. Details are placed in Annexure I and Annexure-II.
Creation of posts & recruitment is a continuous process. The details of sanctioned, filled, and vacant faculty and non-faculty positions in various AIIMS under PMSSY are at Annexure-III.
In order to expeditiously fill vacant sanctioned faculty and non-faculty positions in AIIMS under PMSSY, the following measures have been taken:
i. Standing Selection Committee (SSC) has been constituted as per the provision of the AIIMS Act, 1956, for the recruitment of faculty.
ii. Provision has been made for engagement of retired faculty at the level of Professor, Additional Professor, and Associate Professor, on a contract basis, up to the age of 70 years from Institutes of National Importance (INIs) and Government Medical Colleges (GMCs).
iii. The Visiting Faculty Scheme allows Professors, Additional Professors, and Associate Professors from government institutions in India or academic institutions abroad to serve as visiting faculty in AIIMS for teaching purposes.
iv. Nursing Officer Recruitment Common Eligibility Test (NORCET) is conducted by AIIMS Delhi for the recruitment of Nursing Officers for various AIIMS.
v. Common Recruitment Examination (CRE) is conducted by AIIMS Delhi for recruitment to Group B and C non-faculty positions in various AIIMS.
vi. The Institute of National Importance Combined Entrance Test (INI-CET) for selection of Junior Residents (Academic) and the Institute of National Importance Super Specialty (INI-SS) Exam for selection of Senior Residents (Academic) are conducted by AIIMS Delhi twice a year.

As regards upgradation projects approved under the scheme, as per the Memorandum of Understanding (MoU) signed with the State/UT Governments, the respective State/UT Government is responsible for the creation of posts and deployment of personnel for the functioning of the Super Speciality Block.
