New Delhi: Surgeon Vice Admiral Dilip Raghavan, VSM, assumed the appointment of Director General Hospital Services (Armed Forces) on September 01, 2026.

Born and educated in Chennai and Mumbai, Surgeon Vice Admiral Dilip Raghavan joined the Armed Forces Medical College (AFMC), Pune, in 1985 and completed his MBBS in 1989. He was commissioned into the Indian Navy on December 26, 1989.

During his distinguished career, he held several significant appointments, including Command Medical Officer, Southern Naval Command, Command Medical Officer, Eastern Naval Command and Commanding Officer, INHS Asvini, Mumbai. During his tenure as Commanding Officer, INHS Asvini was awarded the Raksha Mantri Trophy for the Best Command Hospital.

In recognition of his distinguished service, Surgeon Vice Admiral Dilip Raghavan was awarded the Vishisht Seva Medal (VSM) on January 26, 2026, the PIB stated.

He has served in specialist and instructional appointments at INHS Asvini and AFMC, Pune, and was instrumental in establishing the Bionic Ear Centre at AFMC, Pune. He served as Professor and Head of the Department of ENT at AFMC, Pune, from 2018 to 2021. He held the appointments of Command Medical Officer, Southern Naval Command, and Commanding Officer, INHS Asvini, Mumbai. During his tenure as Commanding Officer, INHS Asvini was awarded the Raksha Mantri Trophy for the Best Command Hospital, according to HT report.

Vice Admiral Raghavan is married to Dr Michelle Vas, a Paediatrician with subspecialization in Developmental Neurology, an alumnus of Armed Forces Medical College, Pune and an Ex-SSC Officer in the Indian Navy.

Medical Dialogues had earlier reported that in a major leadership appointment, the Central Government has named Air Marshal Sandeep Thareja, SM, VSM & Bar, as the next Director General Armed Forces Medical Services (DGAFMS). The appointment marks the culmination of an illustrious career spanning nearly four decades in military medicine, healthcare leadership and defence services.
