Ensuring transparency: MCI launches online monitoring system for PG Medical Admissions

New Delhi: The apex medical regulator, The Board of the Governor in the suppression of the Medical Council of India (BOG MCI) has decided to introduce an online monitoring system for monitoring the PG medical admissions in order to bring transparency in the admission process. This came after some of the students of private Medical and Dental colleges made allegations on their respective colleges for not following the Indian Medical Council act in their admission process of the postgraduate medical courses.
In pursuance of the same, the MCI recently wrote to the deans and principals of medical colleges and institutions in India asking them to ensure Online filing of information relating to admissions made in Medical Colleges/Postgraduate Institute for postgraduate medical courses for the Academic Year 2020-21.
MCI also clearly stated that if the institution fails to submit the admission information of any student for the current academic year, they will have to face serious consequences and will reflect in the recommendations to the central government for the grant of permission and recognition to the medical colleges for the academic year and subsequent years basing on the online monitoring systems.
In its letter, the MCI BOG stressed that the admissions in Postgraduate courses (for Diploma, MD/MS) have to be made in accordance with the provisions of the Indian Medical Council Act, 1956 and Postgraduate Medical Education Regulations, 2000. The Regulations framed by the Council have been held to be statutory, binding, and mandatory in character by the Hon'ble Supreme Court in its various pronouncements.
2. MCI highlighted that the admission in various Postgraduate courses in Medicine the Medical College are required to ensure that the admission is in terms of the following parameters, based upon the judicial decisions and MCI Regulations:-
(i) All admission are made only and exclusively through the National Eligibility-cum-Entrance test (NEET) conducted by the National Board of Examination.
(ii) No admission is made beyond the sanctioned intake capacity.
(iii) Procedure for selection of candidates is in accordance with clause 9 of the Postgraduate Medical Education Regulations, 2000.
(iv) No admission is permitted beyond the cut-off date specified in Regulations/decision of the Hon'ble Supreme Court.
(v) The Postgraduate students undergoing Postgraduate Degree/Diploma/Super-Specialty course are paid a stipend at par with the stipend being paid to the Postgraduate students of State Government Medical Institutions / Central Government Medical Institutions in the State/Union Territory where the institution is located.
" The Medical Colleges are required to ensure that all admission in courses of medicine fall within the purview of the Indian Medical Council Act, 1956, and are strictly in accordance with merit and are made in a transparent and fair manner as envisaged in the Regulations. Any violation shall lead to the discharge of the concerned student from the courses and such action against the concerned Medical College/Institution as is permissible in law," it clearly stated
The council further informed that in order to effectively monitor that all admissions made in courses of medicine are in conformity with the requirement of Regulations, an online monitoring system has been launched by the Council. This initiative is made with the objective of ensuring faithful adherence to the norms of admission laid down in Regulations as also to further promote transparency and accountability in medical education.
Therefore, all the Medical Colleges/Institutions are called upon to submit the requisite information through an online system that can be accessed through the Council website [http://www.mciindia.org]. The council asked the medical colleges to submit the details of all the Students admitted PG (Broad speciality) during the current academic year 2020-21.
" The On-line monitoring system will be open for entry from 24th July 2020 for Broad speciality postgraduate courses. A unique login id will be provided to each college. Through this unique login id all the Medical colleges/Institutions must submit the admission details of Postgraduate students latest by 10th August 2020 for Broad speciality courses beyond which the Colleges/Institutions will not be allowed to enter the details of the students into Student Admission Online Monitoring System for this current academic year. This year Colleges/Institutes need not sent hardcopy of the date of admission in PG Courses. Data uploaded through the Student Admission Entry portal shall be the only data used for the purpose of monitoring student's admission to PG courses. Hard Copies of student admission received by MCI Office will not be considered for the purpose of monitoring. No further extension of time will be given under any circumstances." it stated
" Non-receipt of this information within the stipulated time will reflect on the recommendation to be made by the Council to the Central Government for grant of permission/recognition to the Colleges/Institutions for that academic year and/or subsequent academic years," the council added
The following guidelines shall be followed by the Colleges/Institutions
1. Use the URL as wwwsnciindia.org and click on Registered user Login.
2. A login screen will be displayed.
3. Use the login credentials. Remember that the Password and the code is shown on the screen are case sensitive. Provision is there to change the password. The password should be kept confidential.
The following details shall be captured in the entry screen for Postgraduate students.
i. Course Name.
ii. Sanctioned intake capacity
(a) No. of Recognized seats
(b) No. of permitted seat (if all not recognized)
(c) Total Number of Seats
iii. Date of admission.
iv. Last date of admission.
v. Name of the student with Registration No. & with which State Medical Council.
vi. Category: (Gen/SC/ST/OBC/PH).
vii. Gender: Male/Female.
viii. National Eligibility-cum-Entrance Test
(a) Percentile Score of NEET PG
(b) All India Rank
(c) State Rank
ix. Stipend
(a) Stipend paid (Yes/No)
(b) If no state reasons and send clarificatory documents with a hard copy.
(c) Stipend paid in amount
(d) Stipend paid by Govt. Inst. in your State.
x. Whether admitted on permitted/recognized seat.
xi. Name of the PG teacher under whom the student admitted.
Provision has been given to modify or delete any wrong entry by 10th August 2020 for Broad speciality courses. No modifications will be allowed after the cutoff date.
The Council also stated that it may ask for other supportive documents like Caste certificate, details of the Competitive entrance exam, etc. as and when required by the Monitoring Cell. Please note that in case the number of seats in any postgraduate courses in MCI website showing "Zero" or "Dash" of course not being displayed then please submit the copy of MCI/Government of India, MOHFW letter with regard to a number of seats fixed in respect of a number of admissions made by your institute. Otherwise, the students admitted in these courses are liable to be discharged
" The onus of furnishing true, correct, and authentic information is upon the College concerned and in case of furnishing of any wrong/incorrect information, it shall be open to MCI to initiate action as is permissible in law," it stated
In case of any difficulty in accessing the MCI website, an email may be sent to pg.monitoring@mciindia.org and the Council office shall revert within 02 working days to resolve the query/issue.
