Release Final Training Completion Certificates of DNB trainees: NBE tells institutes

This advisory to all the NBE accredited institutions is pursuant to the representations received by the Natboard claiming that some institutions are not releasing the Final Training Completion Certificates (TCC) of trainees even though the trainees have completed their DNB training including the mandatory 3 months of extension.

Since the inception of the pandemic situation, the NBE had been releasing advisories for all the DNB trainees as well as institutes to make the education process go smoother.

In January, the National Board of Examination (NBE) had extended the training of all the NBE trainees of the certain DNB batches whose scheduled tenure is ending in 2021, by a period of "three months" beyond their scheduled date of completion of training, across all the courses (DNB/DrNB/FNB).

Later in May, the NBE issued an advisory on 04.05.2021 whereby it has been notified that the services of all DNB trainees of the below-mentioned batches as Residents shall be continued to be utilized at NBEMS accredited institutions, over and above their mandatory 3 months' extension.

Thereafter, when the Delhi High Court supported the training extension while holding it reasonable in COVID times, the Natboard issued a fresh advisory dated 01.06.2021 that all Final Year trainees of aforementioned batches shall continue to discharge the duties as may be prescribed by their institutions, for the period as mentioned below:

DNB Broad Specialty trainees, till fresh batches of DNB Broad Specialty trainees for 2021 admission session have joined at respective institutions or counseling for NEET-PG 2021/DNB-PDCET 2021 is concluded, whichever is earlier.

Then the students started complaining that despite their three-year residency being completed their Institutes were withholding their documents and also were not paying them their due stipend, the NMC declared that not paying a stipend to the residents for their service and refusing to relieve them by holding their documents after completion of their tenure are "Illegal".

Thereafter, in accordance with the NMC advisory, the Natboard reiterated its advisory for trainees and institutes directing them to re-designate such DNB Final Examination qualified trainees as Senior Resident/ Registrar/ Junior Consultant/ Tutor etc., along with stipend, for the period of extension of training which is beyond their scheduled date of training completion and three months of mandatory extension. It said:

1. If the institutions want the services of DNB Final Year trainees to continue beyond their mandatory 3 months of extension, they shall be required to re-designate such DNB Final Examination qualified trainees as Senior Resident/ Registrar/ Junior Consultant/ Tutor etc., whichever may be appropriate for the institution concerned, for the period of extension of training which is beyond their scheduled date of training completion and three month of mandatory extension.

2. The NBEMS accredited institutions are at liberty to pay the emoluments for the redesignated period of extension over and above the minimum stipend prescribed for DNB trainees as per NBEMS guidelines.

3. If the institutions do not want the services of DNB Final Year trainees beyond completion of their scheduled training and mandatory 3 months of extension, they are at liberty to release the trainees with all their original documents including the Final Training Completion Certificates with intimation to NBEMS about the same.

Now, noting that the Final Training Completion Certificates (TCC) have not been released by some of the institutes despite the advisory clearly mandating the same, the NBE has taken a serious view of this lapse.

It has hereby clarified that even in the cases where the institutions want the services of DNB Final Year trainees to continue beyond their mandatory 3 months of extension, the institutions are mandated to release their Final TCC to enable their DNB Final Practical results to be declared. Such qualified successful trainees can then be allowed to continue with appropriate re-designation.

"In no circumstances are the institutions at the liberty to withhold the Final TCC of the trainees who have completed their prescribed training with mandatory 3 months of extension," the Natboard mandated.
