Rajnath Singh enhances financial powers delegated to Armed Forces Medical Services
The enhanced delegation of financial powers is to empower Competent Financial Authorities (CFA) at Hospitals and below for procurement in Medical stores in an efficient manner for urgent operational necessities and meeting essential medical requirements.
New Delhi: Raksha Mantri Shri Rajnath Singh has approved the order on Medical Schedules of Powers 2022 (MSP-2022), enhancing the financial powers delegated to Armed Forces Medical Services (AFMS). MSP - 2022 has been notified by the Ministry of Defence on 1st Aug 2022.
The enhanced delegation of Financial Powers to functionaries in Headquarters and lower formations would lead to quicker decision-making at all levels resulting in better planning and operational preparedness of the AFMS. It would also endure the optimal utilisation of resources.

The primary objective of the enhanced delegation of financial powers is to empower Competent Financial Authorities (CFA) at Hospitals and below for procurement in Medical stores in an efficient manner for urgent operational necessities and meeting essential medical requirements. It aims to empower hospitals and field formations and focus on operational preparedness. It will also promote ease of doing business, enhancing the delivery of healthcare.
It may be recalled that the enhancement of delegation of financial power at all levels for Medical Services was done in 2016. MSP - 2022 will help to overcome procedural delays and also bring about greater decentralisation and operational efficiency.
The followings are the Key Highlights of MSP-2022:
· Devolution of financial powers to Field Units, Hospitals: Focus on enhancing the pace and quality of healthcare delivery thereby enhancing operational preparedness.
· Two times general enhancement of delegated powers for Competent Financial Authorities and up to 3 - 10 times enhancement at field formations in certain Schedules on account of operational requirements.
· Impetus for Clinical Studies, Research and Development: In line with the Atmanirbhar Bharat initiative, Substantial enhancement of up to three times the existing powers have been approved in the Schedules related to Clinical Studies, Research & Development.
