PCI Orders Pharmacy Colleges to Submit UGC Anti-Ragging Compliance Report by June 1

New Delhi: The Pharmacy Council of India (PCI) has issued a directive to all pharmacy institutions under its purview to strengthen their compliance with the University Grants Commission (UGC)'s anti-ragging regulations, and to submit a detailed status report by June 1, 2025.

This directive follows a communication from UGC Secretary Prof. Manish R. Joshi, dated 13th May 2025, urging Higher Educational Institutions (HEIs) and regulatory bodies to enhance the implementation of anti-ragging measures. The PCI forwarded the communication via Circular Ref. No. 14-1/2025-PCI (Ragging) - Part-1, noting:

“This is for strict necessary action at your end.”

The UGC letter, titled "Strengthening Compliance with UGC Anti-Ragging Regulations and Monitoring Mechanisms," reaffirmed the Commission’s commitment to fostering a safe and inclusive environment in HEIs.

“It has been a year since UGC issued its notification mandating the implementation of robust anti-ragging mechanisms, including the Mentor-Mentee system, legal counsel support, institutional accountability, and surprise compliance checks,” the Commission stated.

As part of its structured review, UGC now expects institutions to comply with the following:

Compliance Verification: Institutions must submit implementation reports outlining measures taken under UGC guidelines—such as awareness drives, disciplinary actions, and proactive student engagement. Reports should be sent to raggingcell@yahoo.in.

Strengthened Monitoring: Regulatory councils and monitoring bodies have been asked to streamline compliance checks, conduct surprise inspections, and strictly enforce preventive policies within institutions.

Inter-Council Coordination: To enhance enforcement, UGC has invited bodies like AICTE, NMC, INC, and others to collaborate on compliance reviews. A joint meeting is expected soon.

The PCI has urged pharmacy colleges to treat this directive with urgency and ensure timely and effective implementation of the prescribed anti-ragging measures.
