NMC denies MBBS permission to 13 UP Medical Colleges, State to file appeal
Lucknow: As the National Medical Commission (NMC) has refused to grant its approval to altogether 13 new medical colleges in Uttar Pradesh to start the MBBS course, the State Government is planning to appeal before the Apex Medical Commission in this regard.
The UP Government had planned to commence admission at the 1300 MBBS seats in these 13 new government medical colleges. However, the Apex Medical Education Regulatory Body, NMC, denied granting its nod after shortcomings were pointed out during the inspection, including deficiencies in the infrastructure and faculty strength.
Currently, there are more than 10,000 MBBS seats available in the State. These 13 new medical colleges were developed in Sultanpur, Kushinagar, Kaushambi, Kanpur Dehat, Lalitpur, Pilibhit, Auraiya, Sonbhadra, Bulandshahr, Gonda, Bijnor, Chandauli and Lakhimpur Kheri districts. Fifty-eight other medical colleges across the country were also denied permission. Over 100 of them had applied with NMC.
Medical Dialogues had earlier reported that NMC was processing the applications for setting up new medical colleges and increasing MBBS seats. In the case of UP, 12 new medical colleges applied to commence MBBS admission. These medical colleges were located in Kushinagar, Pilibhit, Sultanpur, Bijnor, Bulandshahr, Lakhimpur Kheri, Kaushambi, Gonda, Auraiya, Kanpur Dehat, Sonbhadra and Chandauli districts.

Confirming that the State is planning to appeal before NMC, Partha Sarthi Sen Sharma, the Principal Secretary of Medical Education told Hindustan Times on Sunday, "Appeal under relevant provisions of the act by respective principals will soon be made."
Meanwhile, commenting on the matter, the Director of General Medical Education, Kinjal Singh said, "The minimum standards of requirement for MBBS were updated in 2023. We are working on the situation and, within 15 days, we can make an appeal with the NMC."
However, if even after appeal, the NMC does not grant its permission, the medical education department of Uttar Pradesh can file an application with the Union Health Ministry for granting letter of permission, which is mandatory to take admission.
HT has reported that NMC during the inspections at these medical colleges found that in some cases, one principal was holding the charge of two colleges. The inspecting team highlighted this issue.
While the Commission did not give its permission for these 13 government medical colleges, the good news for medical aspirants is that the three medical colleges that were proposed to commence under the private-public-partnership model were granted permission to take in 150 candidates each. Apart from these institutes constituted in the PPP model, two other government medical colleges in UP received the Commission's nod for increasing the MBBS seats by 50 and 100 MBBS seats respectively.
Medical Dialogues had earlier reported that through the notice dated 03.04.2024, NMC released a list of new medical colleges that applied to start MBBS courses and the existing colleges seeking permission to increase the MBBS seats for the academic year 2024-2025.
The Apex Medical Commission informed that it received altogether 170 online applications from 161 medical colleges in this regard and it has also sent communications through the email IDs to the concerned medical institutes for information and necessary action.
Recently NMC Medical Assessment and Rating Board (MARB) notified its final decision on 113 applications regarding the establishment of new medical colleges to commence MBBS courses for the academic year 2024-2025.
