AIDS Authority now incharge of TB Control
New Delhi: The Union Health Ministry has handed over the charge of the country's tuberculosis control programme to the head of HIV/AIDS control organisation.
"With a view to accelerate Government's determination and commitment to eliminate Tuberculosis in the country by 2025 and to bring out focused implementation of National Strategic Plan (NSP) in a dedicated manner, it has been decided that the Revised National Tuberculosis Control Programme (RNTCP) hitherto handled in Directorate General of Health Services will be placed under the Department of Health & Family Welfare of this Ministry with immediate effect," the order stated
Accordingly, the following orders are issued with immediate effect:
(i) The Revised National Tuberculosis Control Programme (RNTCP) is transferred from DGHS and placed under the Additional Secretary & Director General (AS&DG) (NACO);
(ii) Consequently, Additional Secretary & Director General (AS&DG) (NACO) is re. designated as Additional Secretary & Director General (AS&DG) (NACO & RNTCP) AS&DG will exercise the same powers over RNTCP which are already delegated to him for National AIDS Control Programme, NACP);
(iii) Central TB Division (CTD) and its establishment under DGHS stands transferred to Department of Health & Family Welfare of this Ministry to work under AS & DG (NACO & RNTCP);
(iv) RNTCP will follow the same organizational structure and channels of submission as already prevalent to NACO to build and fast-track synergies between the two programmes so as to optimize their resources in alignment with the outcomes of National Health Policy 2017 RNTCP will utilize the NACP approach of engagements with the community-based organizations and civil society groups for achieving the outcomes under RNTCP;
(v) Institutions viz. (i) National Institute of Tuberculosis and Respiratory Diseases (NITRD), New Delhi. (ii) New Delhi Tuberculosis Centre (NDTB) and (iii) National Tuberculosis Institute (NTI). Bengaluru will be under AS & DG (NACO & RNTCP). .
The notice further added that orders relating to the transfer of Officers of CTD and payment of salary etc. in the Ministry will be issued by Admn. Division of the Ministry separately, if required. Orders relating to other consequential modalities resulting out of the above-mentioned arrangements will be issued later
