NCH relaxes faculty Norms for MD Homeopathy

New Delhi: Introducing amendments to its earlier faculty norms for institutes offering PG Homeopathic courses, the National Commission for Homeopathy has introduced relaxations in this matter.

While previously the homeopathy colleges needed to have two Associate professors and a Professor as the teaching faculties in the specialised departments, as per the new norms, the minimum criteria is that such departments should have One Assistant Professor, along with one Associate Professor and a Professor.

The National Commission for Homeopathy is the Apex Body that regulates Homeopathic Medical Education across the country. Last year in March, the Commission had notified "National Commission for Homoeopathy (Homoeopathy Post-Graduate Degree Course- Doctor of Medicine in Homoeopathy) Regulations, 2024."

Regarding the Homeopathic PG Departments and their specific requirements, the regulations specified for all the Departments except Department of Research Methodology and Biostatistics that "There shall be minimum two Associate Professor and one Professor in the Department or additional faculty of higher cadre shall be considered against the lower cadre faculty."

Therefore, the Homeopathic PG Departments were required to have two Associate Professor and One Professor. However, introducing amendment to these regulations, NCH on 14.02.2025 released "National Commission for Homoeopathy (Homoeopathy Post-Graduate Degree Course- Doctor of Medicine in Homoeopathy) Amendment Regulations, 2025."

The amendment mentioned, "In regulation 16 of the said regulations, in sub-regulation (1) to (9), in clause (d), for the words:- “ Associate Professor and one Professor” occurring in all the clauses, the words “one Assistant Professor, one Associate Professor and one Professor” shall respectively be substituted."

It means that the PG Homeopathic Departments now must have one Assistant Professor, one Associate Professor and one Professor.

NCH has also modified the table specifying the minimum full-time teaching staff for M.D.(Homoeopathy) (Additional to minimum teaching staff specified in the National Commission for Homoeopathy (Minimum Essential Standards for Homoeopathic Colleges and Attached Hospitals) Regulations, 2024 course. As per the amendment, the minimum full-time teaching staff for PG Homeopathy Courses will be as per the following table:

Further, the Commission has also allowed assistant professors to be qualified as a guides or examiners. Under the 2024 rules, only an associate professor or professor could handle these responsibilities. Meanwhile, as per the amendment, the student-guide ratio for entry-level teachers is 1:1, as opposed to 2:1 and 3:1 for Associate professors and professors, same as 1989 rules.

Homeopathic institutes across the country, having PG centres, offer MD courses in ten specialisations including Homoeopathic Materia Medica, Organon of Medicine and Homoeopathic Philosophy, Homoeopathic Repertory and Case Taking, Homoeopathic Pharmacy, Practice of Medicine, Pediatrics, Psychiatry, Community Medicine, Dermatology and Research Methodology and Biostatistics.

While introducing the amendments, NCH has relaxed the faculty norms, it has reduced the maximum intake capacity for the first year of running a specialised subject at a PG centre from seven seats to six. However, for the subsequent batches, the capacity can be enhanced up to 10 seats.

NCH has also made it a must for colleges to connect with centralised Aadhaar-Enabled Biometric Attendance System (AEBAS). Making Centralised monitoring mandatory in this regard, the amendment stated, "All Medical Colleges/Institution shall connect with centralized Aadhaar Enabled Biometric Attendance System for marking attendance of the required staff (faculty, residents and supporting staff) and National Commission for Homoeopathy will access attendance data online from centralized Aadhaar Enabled Biometric Attendance System."

Medical Dialogues had earlier reported that recently the National Medical Commission (NMC) also offered relaxation regarding the Teachers Eligibility Qualifications regulations. In the Draft TEQ 2024 Regulations, NMC proposed to allow PG Diploma holders and non-teaching consultants and specialists also to become faculty members in the medical colleges.
