After deferring Rule to Cap MBBS Seats per population, NMC Reopens Portal to apply for new medical colleges or increase in MBBS seats

New Delhi: After deferring the implementation of the rules of 100 MBBS seats per 10 lakh population, the National Medical Commission (NMC) has now re-opened its portal to apply for the establishment of new medical colleges or an increase of MBBS seats in the existing institutes.

However, the portal has been opened only for those applicants who could not apply previously due to the condition of 100 MBBS seats for 10 lakh population in the States/UTs.

Issuing a Public Notice in this regard yesterday, the Commission has asked the interested applicants to submit the applications to NMC online by 26.11.2023.

This comes after the Commission issued a notice on November 15, 2023, and put on hold its decision on the MBBS seat cap per population till the year 2025.

Medical Dialogues had earlier reported that the NMC decision to defer the plan limiting MBBS seats in each state to 100 per 10 lakh population came in the backdrop of a Health Ministry directive.

Referring to the earlier rules regarding MBBS seats per population ratio, NMC mentioned in its recent notice, "Please refer to the public notice of even number dated 15.09.2023 regarding the condition of ratio of 100 MBBS seats for 10 lakh population in the State/UT while issuing new Essentiality Certificate for establishment of new medical college or increase of MBBS seats in an existing medical college in the State/UT."

"In this regard, it is informed that Undergraduate Medical Education Board ,National Medical Commission (NMC) has re-examined the provisions of the ratio of 100 MBBS Seats for 10 lakh population in the States and a decision vide public notice dated 15.11.2023 has been conveyed by it that the “OBJECTIVE” clause under Chapter-1 of "Guidelines for Under Graduate Courses under Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023" (notified by UGMEB on 16th August, 2023) shall be implemented from academic year 2025-26," the Commission added while referring to its recent decision to defer the previous rule.

At this outset, the Commission also announced its decision to reopen its portal for those who could not apply for medical colleges or increase of MBBS seats. In this regard, the notice mentioned, "Considering the above facts and in continuation of MARB’s public notice dated 18.08.2023, it has been decided that ,only those colleges/institutions which could not apply for establishment of new medical colleges or increase in MBBS seats due to the condition of 100 MBBS Seats for 10 lakh population in the States/UTs, may now apply to this Commission online latest by 26.11.2023 subject to the fulfilment of all other conditions in the matter."

Directing the applicants to pay the requisite application fee plus 18% GST online, NMC provided the required details including the name of demanding authority, its office and address, bank account type, account number, bank and branch name, MICR number, IFSC code, swift code, AD code, email of Canara Bank and Accounts Section of NMC.
