Annually permitted, renewed MBBS seats to be considered recognised, no separate approval needed: NMC clarifies

New Delhi: Clarifying that an MBBS batch, after being permitted or renewed annually, will be considered recognised and the MBBS seats permitted will be recognised seats, the Undergraduate Medical Education Board (UGMEB) of the National Medical Commission (NMC) has asked all the medical colleges teaching MBBS courses not to send proposals for recognition of MBBS seats.
The UG Board of NMC issued the clarification on 07.01.2025 after receiving applications from some medical colleges/institutions for recognition, along with fees, requesting the recognition of the MBBS course with the specified annual intake permitted to be offered by them.
Considering the issue, NMC clarified that, "upon the coming into force of the Maintenance of Standards of Medical Education Regulations, 2023, the earlier regime providing for separate recognition stands substituted by a framework of annual renewal of seats, which shall be deemed to constitute annual recognition of the admitted batch for the relevant academic year."
In this regard, NMC UGMEB referred to the provisions contained in Clause 4(1) of Chapter II of the aforementioned Regulations which states the following:
"After its establishment, the medical college or medical institution is obligated to furnish an Annual Disclosure Report to the corresponding Board, satisfying such conditions provided under the notified MSRs by UGMEB and regulations of NMC, as the case may be."
The Commission also informed that the Post Graduate Medical Education Board (PGMEB) had already issued clarification in this regard in reference to Chapter-III, Clause 3.1(iv) of PGMER-2023, in respect of PG Qualifications vide Public Notice dated 18.08.2025.
In view of this, NMC clarified the following:
"Once permitted or renewed annually, the MBBS batch will be considered recognized and seats permitted will be considered as recognized seats for registration of the degree awarded. Medical colleges/Institutions running such courses will be considered as Accredited Medical colleges/Institutions for the said course of qualification."
Accordingly, NMC advised all the medical institutes not to send proposals for recognition of MBBS seats. The Commission mentioned in the notice, "All the Medical Colleges/ Institutions teaching MBBS are hereby advised not to send proposals for recognition of MBBS seats. The medical colleges are, however, mandated to submit the Annual Disclosure Report, along with requisite fee (online), in respect of MBBS Course, on the designated NMC’s portal for this purpose as and when called for. This issues with the approval of Competent Authority."
Referring to the UGMEB Notice, the NMC Secretary wrote to the Director/Principal/Dean of all medical colleges/institutes under NMC and wrote, "Reference is invited to Public Notice No. U-14021/01/2024-UGMEB Part(2) dated 7 th January, 2026 (copy enclosed) issued by the Under Graduate Medical Education Board (UGMEB) on the above subject matter being self explanatory inter-alia clarifying on the related issues as to be taken note of by all stake holders. All the Medical Colleges/ Institutions teaching MBBS are therefore advised not to send proposals for recognition of MBBS seats. The medical colleges are, however mandated to submit the Annual Disclosure Report, along with requisite fee (online), in respect of MBBS Course, on the designated NMC’s portal for this purpose as and when called for."
