Mandatory AEBAS in all medical colleges: NMC clarifies on AEBAS machine, face biometric attendance system, ID transfer, error code, shift option

New Delhi: Through a recent notice, the National Medical Commission (NMC) has issued yet another clarification regarding the implementation of Aadhaar Enabled Biometric Attendance System (AEBAS) in all government and private medical colleges.

In the recent notice, the NMC has clarified regarding the AEBAS machine, face AEBAS or face-based Biometric Attendance System, ID transfer, Error code and shift option.

In continuation to the several referred letters/ circulars/ advisories etc, issued regarding implementation of Aadhaar Enabled Biometric Attendance System (AEBAS) in all government and private medical colleges, the following clarifications/ directions are issued hereby for information and compliance by the NMC recently:

AEBAS MACHINE –

It is reiterated that NMC has not mandated the purchase of attendance machines from any specific vendor. The responsibility for procuring AEBAS compliant machines lies with the respective medical colleges, allowing them to choose a reliable vendor independently. The colleges must ensure the purchase of an adequate number of machines to guarantee the daily attendance of all users. NMC will not entertain any communication regarding maintenance issues related to biometric attendance machines. Additionally, colleges are required to ensure proper internet connectivity maintenance.

FACE AEBAS –

As communicated earlier also all users, including those who are facing issues with fingerprint recognition, can utilize the face-based Biometric Attendance System (BAS). To facilitate whitelisting, NMC has introduced a portal accessible at it.nmc.org.in. All colleges are urged to submit whitelisting requests through this portal. If any earlier requests are pending whitelisting, please resubmit them through the portal. Please note that alternative forms of communication regarding this matter will not be considered.

AEBAS ID transfer –

NMC has received requests/complaints regarding users facing difficulties in transferring their AEBAS IDs during job transfers. Therefore, all medical colleges are directed to promptly transfer the AEBAS ID of a user upon their resignation or transfer from one organization to another. If the destination is unknown, the AEBAS ID should be transferred to the ‘‘Free Pool' instead of being blocked.

Those users finding difficulty in getting AEBAS ID transferred /blocked AEBAS ID active from nodal officer such users can approach NMC by sending request on the portal it.nmc.org.in through AEBAS attendance ID transfer form. Earlier requests may also be sent once again.

Error Code –

Furthermore, colleges are informed that a comprehensive list of error codes and their resolutions is already available on the website mentioned in the notice attached below. Additionally, the detailed information has been re-uploaded on it.nmc.org.in.

Shift Option –

Nodal officers in medical colleges can activate the shift option for AEBAS directly on the portal. Therefore, they are encouraged to utilize this feature for enhanced monitoring of attendance for faculty/staff working on a shift basis.

In 2022, Medical Dialogues had reported about the guidelines for implementing AEBAS in medical colleges. Back then, the Commission had directed all the medical colleges to install biometric attendance machine for regularly capturing the attendance of human resources as specified in the regulations.

The guidelines clearly stated, "If any faculty/demonstrator/tutor/senior resident retire/or has resigned/ or taken VRS from the Medical Colleges/Standalone PG Institute, then in such case nodal officer should block the attendance ID of such employee. In case of transfer/appointment of employee from one Medical College/Standalone PG Institute to another. Nodal officer should use transfer-out module of AEBAS system and receiving medical college nodal officer should transfer-in such employees."

Then last year, NMC had taken cognisance of the complaints regarding the non-transfer of AEBAS IDs. Pulling up the medical institutes failing to transfer AEBAS IDs in a timely manner, NMC had warned of taking strict action against such medical college and institute including de-recognition, denial in increase of UG/PG seats etc.

Last year, the Undergraduate Medical Education Board (UGMEB) of NMC notified the "Guidelines for Under Graduate Courses under Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023", or the UG-MSR-2023 on August 16, 2023 in its official Gazette.

Para 3.1 (i) & (ii) of UG-MSR 2023 specifies that all medical colleges shall install an Aadhaar-Enabled Biometric Attendance System (AEBAS) to be linked to Command and Control center of NMC and the daily AEBAS of the required staff (faculty, residents and supporting staff), preferably along with face linked recognition, shall be made available to NMC as well as on the Medical College Website in the form of daily attendance dashboard.
