NMC clarifies on installation of CCTV in medical colleges, connecting camera feeds, Details
New Delhi: Through a recent notice, the National Medical Commission (NMC) has clarified regarding the installation of CCTV and connecting camera feeds to NMC for monitoring.
In 2022, the apex medical regulator directed all medical institutes to install 25 cameras at their premises.
As per the NMC advisory, out of the total number of cameras recommended for installation, the medical institutes have been directed to install one at the main entrance of the hospital and college, two at the patient registration centre, and five at the OPDs (depending on the number of OPDs in the medical college but it should cover medicine OPD, surgical OPD, gynaecological OPD, paediatrics OPD, ortho OPD etc).
Besides, it has recommended the installation of two cameras at the pre-anaesthesia area and recovery area in the operation theatre complex, two at the faculty lounge and attendance-making area, five at all five lecture theatres, one at the anatomy dissection hall, two each at the physiology lab/bio-chemistry UG labs and pathology and microbiology labs and one each at the pharmacology lab, patient attendant waiting-area and emergency and casualty ward.
Medical Colleges were asked to follow the following specifications for smooth functioning/integration of CCTV. Later, clarifications and emails ids for queries were also released.
However, now, after receiving more queries from medical colleges and considering their issues, the NMC has released yet another clarification. "This Commission in receipt of issues/ queries raised by medical colleges and institutions in reference to the previous correspondences regarding CCTV installation & monitoring by NMC," the NMC said.
The NMC further stated, in this direction, the following points may be noted for clarification and compliance:
i. NMC will not store any camera feed, hence all the medical colleges must have NVR (Network Video Recorder) with a camera feed storage capacity of at least thirty (30) days.
ii. All the medical colleges will share login credentials of such NVR on the email id given in the notice. NMC must be given access to playback of any recording of last 30 days and downloading the same. Under no circumstances, such privilege given to the NMC would be withdrawn.
iii. Based on the service availability, performance and reliability, colleges must have a dedicated MPLS/ILL connection of at least 100 MBPS speed.
iv. All colleges can purchase, by following their own procurement rules, any make & model of camera in adherence to the directive of at least 2k cameras at all places except in lecture hall where 4K cameras need to be installed.
v. Medical colleges need to configure all cameras with their own IP pool; NMC will not provide any IP pool henceforth.
vi. Medical colleges can install any number of additional cameras in such a way that the objective of proper monitoring of the functioning of colleges can be achieved.
vii. Colleges can purchase any make/model of router/switches depending on the suggestion of their internet service provider.
viii. If colleges are having multiple NVR, then login credentials of all such NVR have to shared with NMC.
ix. NMC will not be responsible for maintenance related issues of CCTV, Router, Switches, or any other associated infrastructure.
x. Medical colleges are advised that the nomenclature of camera should clearly indicate the location of cameras.
