NMC clarifies on Medical Faculty Regulations 2025

National Medical Commission (NMC)
New Delhi: Providing clarity on the rules concerning the Medical Institutions (Qualifications of Faculty) Regulations, 2025, the Postgraduate Medical Education Board (PGMEB) of the National Medical Commission (NMC) has answered the frequently asked questions in this regard.
NMC released the FAQs after the stakeholders sought clarifications regarding certain provisions of the regulations.
Releasing the FAQs, NMC addressed the Deans/Principal/Directors of the medical institutes and mentioned in a communication dated 28.10.2025, "Kind reference is invited to the National Public Notice of even number dated 23-10-2025 on the subject mentioned above being self-explanatory. The stakeholders had sought clarifications on certain provisions of Medical Institutions (Qualifications of Faculty) Regulations, 2025. Accordingly, the doubts and queries raised by various stakeholders have been duly examined, and pointwise clarifications are provided in the form of Frequently Asked Questions (FAQs). All concerned are requested to take necessary action accordingly."
In the FAQs, the Apex Medical Commission has clarified on the date from which these regulations will be applicable. Furthermore, it has also provided clarity regarding the institutions that can offer valid experience for appointment during the transition period, as well as the criteria for doctors to be considered Senior Consultants. Additionally, it clarifies the eligibility requirements for becoming a Professor/Associate Professor, or Assistant Professor at an NMC-recognised medical college/institute, and addresses other related queries.
Frequently Asked Questions (FAQs) on Medical Institutions (Qualifications of Faculty) Regulations, 2025:
Q1. Since when will these Regulations be applicable?
These Regulations are applicable from the date of its publication, i.e., 30th June, 2025.
Q2. Experience from which institutions will be counted for appointment during the transition period while fulfilling other requirements mentioned in Section 12 of the Medical Institutions (Qualifications of Faculty) Regulations, 2025?
Following Experience of continuous three years period will be counted for appointment during the transition period as per section 12 of THE MEDICAL INSTITUTIONS (QUALIFICATIONS OF FACULTY) REGULATIONS, 2025.
1. Full time experience in an exclusive department or unit dedicated to the new specialty, having separate and dedicated infrastructure of that new speciality in an NMC recognised medical college/ nmc recognised teaching medical institution. Full time faculty members of such unit/department should not be shown concurrently as part of any other department or unit.
2. Full time experience in following medical institutions of national importance having separate department of such new speciality:
a. All ‘All India Institutes of Medical Sciences (AIIMS)’
b. Postgraduate Institute of Medical Education and Research, Chandigarh.
c. National institute of Mental Health and Neuro-sciences, Bangalore
d. Jawaharlal Institute of Postgraduate Medical Education and Research,Puducherry
e. Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum.
3. Exclusive full time experience in all medical institutes accredited by the National board of examinations (NBEMS) having separate department of such new speciality.
4. Exclusive full time experience indepartment of such new speciality in any other reputed/renowned institutes in India or abroad, approved by the National Medical Commission, based on specific assessment.
Q3. Who will be considered as Senior Consultant as per Note 2 of Sl. No. 1 of Table E (page, no.37–38)?
NMC in Note 2 of Sl. No. 1 of Table E (page no. 37-38) mentioned, "A Senior Consultant, having three years of' experience as post graduate teacher of broad specialty or super specialty subject in the National Board of Examination in Medical Sciences recognised Government medical institute shall be eligible to become Professor in a recognised medical institution of the concerned specialty and total number of years of experience as Post Graduate teacher in National Board of Examination in Medical Sciences recognised government medical institute shall be considered as experience as Professor in a recognised medical institution."
Clarifying who will be considered as a Senior Consultant as per this, NMC mentioned in the FAQs, "A consultant/specialist of NBEMS-accredited broad specialty or super specialty department of a government institute running NBEMS accredited postgraduate or Superspeciality teaching programme if fulfils eligibility criteria (qualification & experience) prescribed by NBEMS to become senior consultant and PG teacher of relevant specialty and is working as a PG teacher in that institute of the speciality will be considered as senior consultant for the purpose of this regulation. One will have to produce such experience certificate from such government institute at the time of appointment as professor in any medical college.
Q4. Who will become eligible to become Professor of an NMC-recognised medical college/institute as per Note 2 of Sl. No. 1 of Table E (page, no. 37–38)?
Offering clarity in this regard in the FAQs, NMC said,
1. One having teaching experience as Senior Consultant as explained in Q4 above will be eligible to be Professor of the same broad specialty in an NMC-recognised medical college/teaching medical institute if he possesses such PG teaching experience for three years after becoming eligible to become senior consultant and PG teacher as explained in q4.
2. One having teaching experience as Senior Consultant as explained in Q4 above will be eligible to be Professor of the same Super Specialty in an NMC-recognised medical college/institute if he possesses such PG teaching experience for three years after becoming eligible to become senior consultant and PG teacher as explained in q4.
Q5. Who will be considered as Associate Professor as per Note 2 of Sl. No. 2 of Table E (page no.37–38)?
As per Note 2 of Sl. No. 2 of Table E (page no.37–38) of the regulations, "A non-teaching Consultant or Specialist or Medical Officer, possessing postgraduate medical degree with ten years of experience in at least 220 bedded Government hospital shall be eligible to become Associate Professor of that broad specialty and on such appointment, shall be required to undergo Basic Course in Medical Education and Basic Course in Biomedical Research within two years of the appointment."
Answering who will be considered as an Associate Professor, as per this, the NMC mentioned in the FAQs, "Any Registered Medical Practitioner (Non-teaching Consultant, Specialist, Medical Officer, Senior Resident, etc.) possessing a NMC/MCI-recognised postgraduate degree qualification and having cumulative work experience of 10 years in any government hospital of 220 beds after obtaining postgraduate degree will be eligible to become Associate Professor of the specialty in which he is having the recognised postgraduate qualification in any medical college/institute. However he/she will have to undergo basic course in medical education and basic course in biomedical research within two years of the appointment."
Q6. Who will be considered as Assistant Professor as per Note 3(c) of Sl. No. 3 of Table E (page no.39)?
Note 3(c) of Sl. No. 3 of Table E (page no. 39) mentioned, "a non-teaching Consultant or Specialist or Medical Officer, possessing postgraduate medical degree with at least two years of experience in a Government hospital having at least 220 beds shall be eligible to become an Assistant Professor of that broad specialty without the requirement of experience as Senior Resident and shall complete the Basic Course in Biomedical Research within two years of appointment."
NMC clarified in this regard that, "Any Registered Medical Practitioner ( Non-teaching Consultant, Specialist, Medical Officer, Senior Resident etc.) possessing a NMC/MCI-recognised postgraduate degree qualification and having cumulative work experience of 2 years in any government hospital of 220 beds AFTER OBTAINING POSTGRADUATE DEGREE, will be eligible to become Assistant Professor of the specialty in which they hold the recognised postgraduate qualification without the requirement of one year experience as senior resident in a medical college."
Q7. As per the footnote of Table E (page 40), can a faculty of General Surgery, Anaesthesia, Respiratory Medicine, Orthopaedics, or General Medicine directly become Assistant Professor, Associate Professor, or Professor of Emergency Medicine?
Yes. Faculty of General Surgery, Anaesthesia, Respiratory Medicine, Orthopaedics, or General Medicine can directly become Assistant professor, Associate Professor or Professor of Emergency Medicine based on their total teaching experience in their respective specialty.
Q8. If faculty of General Surgery, Anaesthesia, Respiratory Medicine, Orthopaedics, or General Medicine become faculty of Emergency Medicine, will their experience in the previous department be counted for promotion to administrative posts?
Yes
Q9. A total of four years experience of which medical institutions will be counted for a diploma holder appointed as Senior Resident before 08.06.2017 to become Assistant Professor?
A total of four years’ experience in a NMC-recognised teaching medical college/medical institute will be considered for a diploma holder appointed as Senior Resident before 08.06.2017 to be eligible for Assistant Professor.
Q10. Which experience will be considered as per Note 3(e) of Sl. No. 3 of Table E (page 39-40) to become an Assistant Professor?
As per Note 3(e) of Sl. No. 3 of Table E (page 39-40) of the 2025 Regulations, "diploma holders working as Specialist or Medical Officer in the respective departments of a government medical institution or Government medical institution running National Board of Examination and Medical Science recognised teaching programme having cumulative experience of six years."
Answering which experience will be considered in this regard to become an Assistant Professor, NMC answered in the FAQs, "A Registered Medical Practitioner (RMP) possessing a diploma qualification and working as Specialist or Medical Officer, etc., in the respective department (specialty in which they hold the diploma qualification) of government teaching medical college or in an NBEMS-recognised government teaching medical institution in which NMC or NBEMS recognised postgraduate teaching program is running, is eligible to become Assistant Professor provided he is having cumulative work experience of six years after diploma qualification in such department."
Q11. Who will be eligible as per footnote of Table -F?
NMC in the footnote of Table-F of the Regulations mentioned, "Any faculty having super specialty qualification and serving in a recognised medical institution in a broad specialty department shall be eligible to be a faculty of equivalent cadre of the concerned super speciality department."
Offering further clarity in this regard, NMC mentioned the following in the FAQs-
Any faculty having super specialty qualification and serving in a recognised medical institution in a broad specialty department shall be eligible to be a faculty of equivalent cadre of the concerned super speciality department. If such faculty is working in a separate department of his specialty which not running PG super specialty courses of his subjects in the institute will also be eligible to be faculty of such super specialty department based on total experience in the department if such institute is running broad specialty programme in a subject which is a feeder qualification of his super specialty qualification and is involved in teaching.
