NMC issues list of 70 non-compliant medical colleges, orders immediate CCTV system installation, live feed access via NVR

New Delhi: The National Medical Commission (NMC) has directed medical colleges across the country to immediately comply with its regulations mandating the installation of CCTV systems and sharing of live surveillance feeds with the Commission's Command and Control Centre through a Network Video Recorder (NVR). The apex medical commission has further released the list of 70 non-compliant medical colleges which are yet to follow the directives in this regard.
Issuing a public notice, the NMC said that despite repeated advisories and follow-up communications, several medical colleges have failed to install the required CCTV infrastructure or link their NVRs with the Commission, making them non-compliant with the prescribed regulations.
According to the Commission, the requirement stems from multiple NMC advisories and regulations, including the UGMSR-2023, PGMSR-2023 (Amendment), and the Medical Assessment and Rating Board (MARB) Regulations, 2023, which make it mandatory for all medical colleges to install 25 CCTV cameras at specified locations, provide live access to the NMC Command & Control Centre through NVR, and maintain 30 days of playback footage.
"Kind attention is invited towards NMC communications, UGMSR-2023 dated 16-08- 2023, PGMSR-2023 (Amendment) dated 20-02-2026 and MARB Regulations 2023 dated 02-06- 2023 w.r.t. above subject which make it mandatory for Medical Colleges to install 25 Cameras at prescribed locations, install NVR and provide its live feed to NMC and maintain 30 Days playback," the notice read.
The NMC noted that its officials have been continuously following up with institutions that have not complied with these requirements. Furthermore, some colleges are yet to establish the required NVR connectivity with the Commission.
"NMC team has continuously followed with Medical Colleges who have not followed above NMC regulations/guidelines for installation of CCTV system & has not shared its feed vide NVR but still some Medical Colleges have not yet linked their NVR with the Commission. A list of such Medical colleges (both UG and PG) is enclosed herewith", the notice stated.
Consequently, the Commission has published a list of 70 non-compliant undergraduate and postgraduate medical colleges, and directed them to implement the CCTV and NVR requirements on an immediate basis. The list includes details such as Location, College & Hospitals name, College code UG / PG, Type and UG / PG.
The list includes government and private medical colleges from several states and Union Territories.
The Commission has asked all defaulting institutions to comply with the regulations without delay. For technical support or clarification regarding NVR integration and CCTV connectivity, colleges have been advised to contact the NMC.
