NMC orders medical colleges to integrate HMIS of attached hospitals with Ayushman Bharat Digital Mission Portal

New Delhi: Through a recent notice, the National Medical Commission (NMC) directed all medical colleges and institutions to implement the Health Management Information System (HMIS) of their attached hospitals with the Ayushman Bharat Digital Mission (ABDM) portal within the given deadline.
The Commission stated that all medical institutions must link their hospital HMIS with the ABDM-HMIS portal maintained by the National Health Authority (NHA), under the Ministry of Health and Family Welfare.
In a letter addressed to the Dean/Principal of all Medical Colleges/Institutions under NMC, the apex regulatory body referred to the UGMSR 2023 regulations and said that installing HMIS in attached or associated hospitals is already mandatory. The Commission may use the data from these systems.
Earlier, the NMC had instructed medical colleges to implement AEBAS (Aadhaar Enabled Biometric Attendance System), HMIS, and CCTV integration to allow the Commission to closely monitor the standard of medical education and training.
According to the latest communication, integrating HMIS with the Ayushman Bharat Digital Mission (ABDM) portal will help make the annual renewal and assessment process of medical colleges more objective and transparent.
ABHA Registration Process Explained
The NMC also attached guidelines regarding ABHA registration for patients.
Patients can create an ABHA (Ayushman Bharat Health Account) using their Aadhaar through an ABDM-enabled HMIS at the hospital. Authentication can be done either through Aadhaar-linked mobile OTP or biometric verification.
If a patient has already created an ABHA linked to their mobile number, the hospital can search using the registered mobile number. OTP authentication will be required for verification, after which patient details can be fetched in the ABDM-enabled HMIS.
There is also a QR-based “Scan & Share” facility. The patient who has an ABHA can share the details through any of the ABDM-enabled PHR apps. The hospital generates a facility QR code through HMIS. The patient scans the QR code and shares profile details digitally. This method requires the patient to possess a smartphone.
"Kind attention is invited towards the UGMSR 2023 and the relevant regulations, issued by NMC vide which it has been directed that all Medical Institution shall install HMIS system in their attached/ associated hospitals and the data of which may be utilized by the Commission. It had been earlier directed to all colleges to implement AEBAS, HMIS and CCTV integration with NMC, so as to enable the Commission to maintain a constant vigil on the standard of medical education training being imparted.
2. In light of above and to make the annual renewal/assessment of medical colleges more objective and transparent, all Medical Colleges under NMC are required to integrate the HMIS of their attached/ associated hospitals with Ayushman Bharat Digital Mission-HMIS (ABDM-HMIS) portal being maintained by National Health Authority, Ministry of Health & Family Welfare.
3. It is requested to refer the attached Annexure-I vide which the process of integration of HMIS with the portal is stipulated. The contact details for resolution of any technical issue in above process are, (a). Mr. Narendra Singh, NHA
4. The above direction may kindly be implemented within 15 days from date of this notice," mentioned the letter issued by NMC secretary on February 3.
The directive applies to all medical colleges/institutions under NMC and has been circulated to State and Union Territory Departments of Medical Education, Directorates of Medical Education, and various NMC boards for necessary action.
