NMC pulls up 15 medical colleges for pending annual declaration forms, imposes penalty

New Delhi: Releasing a list of 15 medical colleges that failed to submit the Annual Declaration Form, the Undergraduate Medical Education Board (UGMEB) of the National Medical Commission (NMC) has directed them to submit the same by May 9, 2025, along with a penalty of Rs 50,000. The Apex Medical Commission has clarified that this may be considered the colleges' last opportunity, adding that if the colleges fail to submit the data, their application for renewal for AY 2025-2026 will not be processed.
Among these 15 defaulting colleges, one each is from Delhi, Gujarat, Jammu and Kashmir, Karnataka, Rajasthan and West Bengal; two each are from Haryana, Maharashtra, and five colleges are from Uttar Pradesh
NMC UG Board's notice dated 01.05.2025 mentioned that these colleges did not submit the Annual Declaration despite multiple reminders. "In spite of several reminders for submitting the Annual Declaration Form, it has been observed that fifteen (15) medical colleges (list attached) have failed to complete/submit the Annual Declaration Form on the portal. This has been viewed very seriously by the Competent Authority in the National Medical Commission."
NMC announced its decision to extend the deadline for submission of Annual Declaration from 02.05.2025 to 09.05.2025 and further added in the notice, "However, in order to allow the defaulting colleges to complete the exercise of uploading the Annual Declaration Form, the UGME Board has hereby decided to open the NMC Portal from 02.05.2025 to 09.05.2025 along with deposition of requisite fee of Rs.3,54,000/- (including GST) and a penalty amount of Rs.50,000/- (including GST)."
Warning the colleges of possible action for failure to submit the data, the UG Board of the Apex Medical Commission further added in the notice, "This may be treated as the last opportunity to submit the Annual Declaration Form, which is a mandatory requirement as per the MSMER, 2023; failing which the application for renewal for AY 2025-26 will not be processed."
Following this, the NMC Secretary also wrote to the Directors/Principals/Deans of all medical colleges under NMC and informed about the extension of the last date for furnishing the information through the Annual Declaration Form on NMC portal, along witha penalty.
Referring to the UGMEB's notice, the NMC Secretary mentioned in the communication dated 01.05.2025, "Kindly refer the Public Notice of even no. dated 01-05-2025 from Under Graduate Medical Education Board (UGMEB) in respect of uploading the Annual declaration details by the respective UG Medical College/Institutions on NMC portal as mandated in the NMC Act, 2019 and various regulations issued by NMC from time to time. In order to allow the defaulting colleges to complete the exercise of uploading the Annual Declaration Form, the UGME Board has decided to open the NMC Portal from 02.05.2025 to 09.05.2025 along with deposition of requisite fee of Rs.3,54,000/- (including GST) and a penalty amount of Rs.50,000/- (including GST). All the concerned defaulting institutions (Total 15 in number as per enclosed list) are directed to take immediate necessary action."
Medical Dialogues had earlier reported that NMC PG Board released a list of 20 medical colleges that failed to submit their Annual Declaration Reports (ADRs) despite repeated notices. Issuing show cause notices to these colleges, NMC gave these colleges a final opportunity to upload the required data by May 12, 2025, along with a penalty of Rs 50,000 per course, inclusive of GST.
Apart from the defaulting colleges, the Commission also released a list of 66 medical colleges that submitted incomplete Annual Disclosure Reports (ADRs) and asked these colleges to resubmit the same on the Commission's portal.
