NMC tells eligible Higher Educational Institutes to apply for Recognition to Offer Programmes under Open and Distance Learning, online modes

New Delhi: Through a recent notice, the National Medical Commission (NMC) has told eligible Higher Educational Institutes (HEIs) to submit applications to the University Grants Commission (UGC) for recognition to offer programmes under Open and Distance Learning (ODL) mode and/or Online modes for the academic year 2024-2025, academic session beginning September 2024 and onwards.

NMC issued the notice on 30.05.2024 after receiving a communication in this regard from the Distance Education Bureau of the University Grants Commission (UGC).

Writing to the NMC Chairman, UGC had mentioned in the letter dated 09.05.2024, " UGC will be inviting fresh applications fiom all eligible Higher Educational Insdtutions (HEIS), as Per Regulation 3(A) and 3(B)(b) of UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 and its amendments for recognition to offer Programmes under open and Distance Learning (oDL) mode and/or online mode for academic yeas 2024-25, academic session beginning September, 2024 and, onwards. A copy of public notice issued in this regard is enclosed herewith for reference."

UGC had further mentioned that the online portal for submitting applications shall remain open from 10th May, 2024 to 31st May, 2024. As per the UGC letter, the application submission window is open throughout the year for:

• Higher Educational Institutions (HEIS) entitled to offer Online Programmes without prior approval of UGC as per Regulation 3(B)(a) of UGC (Open and Distance learning Programmes and Online Programmes) Regulations, 2O20 and its amendments.
• Category-I HEIs notified by UGC as per UGC (Categorization of Universities (only) for Grant of Graded Autonomy) Regulations, 2018 and its amendments willing to offer programmes under Open and Distance Learning (ODL) mode.

Considering this, UGC had asked the NMC officials to take necessary action, as appropriate, on the applications received from the HEIs for offering ODL and/or Online Programmes.

Referring to the UGC letter, NMC mentioned in the notice dated 30.05.2024, "University Grants Commission (Distance Education Bureau) has issued a Public Notice vide their F.No.1-16/2024 (DEB-I) dated 06 th May, 2024 on the above subject (copy attached), inviting applications from eligible HEIs for recognition to offer programmes under ODL and/or online mode for the academic year 2024-25, academic session commencing from September, 2024 onwards. The online portal (mentioned in the notice attached below) for submitting applications shall remain open from 10-05-2024 to 31-05-2024."

On this, the apex medical Commission has directed the HEIs to submit their applications along with required documents to the UGC Distance Education Bureau. In this regard, the notice mentioned,

"The HEIs are required to submit applications (at the link mentioned in the notice). The duly certified hard copy of the application along with original affidavit and annexure should reach DS, Distance Education Bureau, UGC, 35,Ferozeshah Road, New Delhi-110001 by 15-06-2024. The HEIs are requested to visit the UGC DEB website for prescribed application fee and for further updates/announcements in this regard."
