NMC to streamline process of granting temporary registration to Foreign Medical Practitioners, asks institutes to upload details of Fellowship Programmes
New Delhi: With an aim to streamline the process of timely grant of temporary registration to Foreign Medical practitioners, the Ethics and Medical Registration Board (EMRB) of the National Medical Commission (NMC) has asked the hospital or medical institutes to upload the details of Fellowship Programs run by them on their official website.
The institutes have been asked to upload the details along with the information related to course content, duration, training facilities, teaching, faculty details (along with active registration No), infrastructure facilities etc.
These details will have to be made available by the institutes for online verification of the same by EMRB at the time of processing the application received for grant of Temporary Registration, NMC Ethics Board mentioned in a recent advisory.
Addressing the process of application of Temporary Registration to the foreign medical practitioners sponsored by any institutes/ hospital in the country, NMC referred to sub-section 13.1.2. of Section 13 under Chapter-IV (Fellowship/Clinical Research/Clinical Training/Observership etc.) of "Registration of Medical Practitioners and Licence to Practice Medicine Regulation 2023.
The advisory dated 23.08.2023 stated, "In this regard it may be ensure by the sponsoring registered hospital/medical college/institute inviting foreign national for fellowship programs the following provision have been made in the said regulation:
"i. A foreign citizen may be allowed to do Fellowship/Clinical Research/Clinical training/ Observership for enhancing their skill and competence through training or academic courses conducted in any Institute in India, ii. For the purpose, the Institute may apply to the Ethics and Medical Registration Board through the web portal along with the following details: a) Name and registration certification of the foreign citizen (if applicable) b) Information related to course content, duration, training facilities, teaching, and infrastructure facilities (details should be available on the website of the Institute) c) Details of fee being charged by the Institute.....:"
The Ethics board of NMC further mentioned that considering the above-mentioned section, in order to streamline the process of timely grant of temporary Registration to Foreign Medical practitioners the institutes/hospitals will have to upload on their website the details of Fellowship programs run by them.
NMC mentioned in the advisory, "The details of Fellowship programs being run by such registered hospital/medical college/institute should be duly uploaded on their official website. along with information related to course content, duration, training facilities, teaching, faculty details (along with active registration No) and infrastructure facilities etc. must be made available for online verification of the same by EMRB (NMC) at the time of processing the application received for grant of Temporary Registration."
"Failure to comply with the above may cause delay in prccessing the applications received for temporary registration for fellowship programs. Ordinarily, temporary registration in respect of the foreign medical practitioners which shall be provided for a maximum period of twelve (12) months followed by a cooling off period of one year and shall be limited to the medical college/institution/hospital sponsoring the programme," further stated the advisory issued by Dr. Vijaya Lakshmi Nag, member of NMC Ethics Board.
Medical Dialogues had earlier reported that in the "Registration of Medical Practitioners and Licence to Practice Medicine Regulations, 2023", the NMC also announced about having a common National Medical Register for all the registered medical practitioners of the country.
