NMC warns against Fake Renewal Permission letter issued to GR Medical College for 2nd MBBS batch, details

New Delhi: Amidst the media reports suggesting that the National Medical Commission (NMC) has granted the renewal permission to GR Medical College, Mangaluru for its second batch (2022-2023) of MBBS Course with 150 seats, NMC has clarified that the letter issued to the medical college in this regard is forged/fake.

Issuing a Public Notice in this regard on Wednesday, the Medical Assessment and Rating Board (MARB) of NMC addressed the letter of renewal of permission and further mentioned, "It has come to the notice of Medical Assessment and Rating Board (MARB) of National Medical Commission (NMC) that a forged/fake letter dated 13.09.2023 has been issued to G R Medical College Hospital & Research Centre, Karnataka towards renewal of permission for MBBS course for 2 nd Batch (1 st Renewal) for the AY 2022-23."

NMC through the notice dated 20.09.2023 clarified that the Member/President of MARB of NMC has not issued the concerned letter and therefore it cannot be considered as valid permission.

"lt is clarified that the above said letter has not been issued by the Member/President, MARB of NMC. Hence, this letter is forged/fake and cannot be considered as a valid permission from Medical Assessment and Rating Board, National Medical Commission," read the NMC notice issued by the Under Secretary of MARB.

Therefore, the Apex Medical Commission warned, "The above facts are brought to the notice of all stakeholders concerned and general public to not take any action based on the fake/forged letter. Appropriate action is being taken in the matter in accordance with the law."

A copy of the NMC notice has also been sent to the Dean/Principal of G.R Medical College Hospital & Research, Director of Medical Education, Karnataka, and the Registrar of the Rajiv Gandhi University of Health Sciences (RGUHS) among others.

Medical Dialogues had earlier reported that writing to the Health and Family Welfare Department, the Medical Assessment and Rating Board (MARB) of NMC informed that the college was granted permission for the establishment in 2021-2022 with an annual intake of 150 MBBS seats. However, the Commission reportedly disapproved the proposal seeking permission for a second batch during the academic year 2022-2023.

As per the communication from NMC, the disapproval was issued on the basis of the assessment of the college by MARB on September 5 and September 6, 2022. However, despite NMC's disapproval, the college allegedly admitted students.

Referring to this, NMC mentioned in the letter, "However, the college illegally and arbitrarily admitted 150 MBBS students for 2022-23 without valid permission."

Following this, a total number of 99 students approached the Karnataka High Court and sought direction for the issuance of registration numbers to appear in the examination scheduled for October 31, 2023. Further, they also prayed to be transferred to any government medical college to be able to continue their studies.

Recently, admitting the plea, the Karnataka HC bench comprising Justices G Narendar and Vijayakumar A Patil issued notices to the State Government, the Union Government, and the Rajiv Gandhi University of Health Sciences (RGUHS).

Amid this controversy, media reports suggested that NMC on September 13, 2023 has granted renewal permission to the medical college for its second batch (2022-23) MBBS course with 150 seats. Now, issuing a Public Notice, NMC has clarified that the letter of renewal of permission for 2 nd Batch MBBS dated 13.09.2023 is a fake.

Earlier this month, NMC took note of the recent scam wherein forged letters of permission and renewal (LoPs and LoRs) were being issued to various medical colleges across the country.

Taking note of this, NMC earlier released the list of medical colleges specifying the number of medical colleges from each state, the course they sought permission or renewal for, and the types of applications- increase in intake, new courses, renewal online or offline as well as the number of seats for which they submitted their requests to the MARB.

According to the NMC list, the NMC MARB has given 1275 approvals for 51532 MBBS seats and 7582 PG medical and Super Speciality seats across 70 specialities this academic year 2023-24.
