No NMR registration fee for doctors, unified portal to generate IDs, NMC clarifies
New Delhi: Doctors will not be required to pay any fee for registration on the National Medical Register (NMR), a top official in the National Medical Commission (NMC) has clarified.
Speaking to Medical Dialogues, the NMC official said, "It is clarified that NO FEE is required to be paid by any RMP for NMR registration."
In the case of fresh medical graduates, when the doctors register with the State Medical Councils, their NMR ID will be generated automatically, said the official, further adding that the Commission is also simplifying the process of registration for the doctors already registered with the State Medical Councils.
"Unified PAN India Registration Portal, being developed by NMC, will ensure that any doctor registering afresh with a SMC shall have his NMR ID automatically generated. The SMR (State Medical Register) & NMR (National Medical Register) databases are accordingly being synchronised on a real-time basis," the NMC official said.
"Further, the process of generation of NMR ID for doctors already registered with any SMC is being simplified, and they will need to register in the unified portal for Aadhaar authentication and based on their instant online credential verification from the SMR database of the respective State Medical Council; NMR ID shall be generated seamlessly," he mentioned, further adding that "In both cases, no fee is required to be paid for NMR registration."

According to the official, the updated credentials of each registered medical practitioner shall also be available for public view, to a specified extent.
"The main intent of bringing in the proposed amendment to the Registration Regulations of 2023 is to do away with the requirement of multi-state registration by the doctors and reduce their compliance burden. As has been proposed, any doctor who is registered with any SMC and has an NMR ID will have pan-India mobility and ease of doing medical practice anywhere in the country. However, he/she shall be subject to the jurisdiction of the concerned SMC of the state in which any act of commission or omission of professional negligence/misconduct has taken place," the official told Medical Dialogues.
"National Medical Commission has been rigorously following up with all State Medical Councils for providing a cumulative & updated database of their respective State Medical Registers, so that the pan-India unified registration portal can be rolled out at the earliest," he added.
The clarification comes amid concerns among doctors over the possibility of being required to pay a fee in connection with NMR registration. Several news reports had highlighted the matter, especially in the context of the draft Registration of Medical Practitioners and Licence to Practice Medicine (Amendment) Regulations, 2026.
NMC mentioned in the draft that for the purpose of obtaining registration and licence to practice medicine, a person/FMG shall apply to the concerned State Medical Council through the Unified Registration portal of the Ethics & Medical Registration Board of the National Medical Commission, containing such details as specified in the electronic format.
"The concerned State Medical Council shall satisfy themselves and consider the application for grant of Registration and licence to practice medicine after charging appropriate fee within a period of 30 days," NMC has proposed in the Draft.
However, NMC had also mentioned in the draft that, as a transitory provision, the details of existing medical practitioners enrolled in the Indian and State Medical Registers can update their details on the EMRB portal and obtain a Unique Identification number as a one-time measure without any fee.
Publishing the Draft in the Gazette on 11.08.2026, the Commission had invited objections and suggestions from the stakeholders within 30 days from the date of the Gazette notification.
