Submit E-Bank guarantee, undertaking within 7 days of issuance of LoP: NMC directs medical colleges

New Delhi: Through a recent notice, the National Medical Commission (NMC) asked all private medical colleges to submit an E-Bank Guarantee and all Govt and Private medical colleges/institutions to submit an undertaking within 7 days of being issued with the Letter of Permission (LoP) for the postgraduate medical seats for the academic year 2025-2026.
NMC, the Apex Medical Education Regulatory Body, issued this direction to the medical colleges after the Medical Assessment and Rating Board (MARB) of the Commission issued a notice on 04.12.2025, seeking an affidavit and E-Bank Guarantee from Medical Colleges/Institutions that have received LoP for starting/increasing PG seats for the AY 2025-2026.
In its notice, MARB referred to the notice dated 18.09.2024 for inviting applications for starting of post-graduate medical courses in an established medical institution, establishing a new post-graduate medical institution (standalone PG institute) and increase of seats in an existing post-graduate medical courses for the Academic Year 2025-2026.
Medical Dialogues had earlier reported that in that concerned notice, NMC had clarified that private medical institutes would be required to submit Bank guarantee of the applicable amount within Seven (07) working days of issue of the Letter of Intent (LOI). It had also added that the Government Medical College/institution will be required to submit undertaking as per enclosed form within seven (07) working days of issue of the Letter of Intent (LOI).
Referring to the notice dated 18.09.2024, MARB mentioned in the recent notice dated 04.12.2025, "In the aforesaid notice, applications were invited under some conditions, one of which was: “Private Medical college/institution will be required to submit Bank guarantee of the applicable amount as mentioned in attached document within Seven (07) working days of issue of the Letter of Intent (LOI). Government Medical college/institution will be required to submit Undertaking as per enclosed form within Seven (07) working days of issue of the Letter of Intent (LOI), if asked for”."
"Pursuant to above, all private medical colleges are directed to submit E-Bank Guarantee as applicable and mentioned in attached document within a period of 07 days of issue of Letter of Permission (LOP). Further, all Govt. & Private medical colleges/institutions are required to submit Undertaking as per enclosed form within a period of seven (07) working days of issue of the Letter of Permission (LOP)," NMC added, asking the medical colleges to submit E-Bank Guarantee and the required undertaking.
Consequently, NMC on 08.12.2025 issued a notice and added, "Please find enclosed herewith Public Notice no. M19011/38/2024/NMC/PGMARB (e-ID 8293796) dated 04-12-2025 issued by the Medical Assessment and Rating Board (MARB) on the above-mentioned subject inter-alia directing all private medical colleges to submit E-Bank Guarantee and all Govt. and Private medical colleges/ institutions to submit undertaking within 07 days of issuance of Letter of Permission (LOP). All concerned stakeholders are requested to kindly take note of the same/ comply with the said directions."
