What are the conditions to apply for new medical colleges, MBBS seat increase? NMC specifies
New Delhi: Through a recent notice, the Medical Assessment and Rating Board (MARB) of the National Medical Commission (NMC) has specified the conditions to apply for the establishment of new medical colleges/institutions intending to offer MBBS courses and increase of MBBS seats in an established medical institute for the Academic Year 2025-2026.
Apart from this, the Apex Medical Commission has also included the guiding documents for filing online applications for undergraduate (UG) medical courses for the next academic year.
Medical Dialogues had previously reported that earlier this month, MARB had invited applications for the Establishment of a New Medical College or institute intending to offer MBBS courses and increase the number of UG seats in an established medical college or institute. Notifying the "MARB Guidelines for assessment of medical college and institutions 2024", MARB had specified the procedure for applying for MBBS and PG medical courses, assessment, applications and evaluation of the applications along with guidelines for identifying fake patients and the code of conduct for the assessors.
Referring to the previous notice, NMC Medical Assessment and Rating Board issued another notice on 19.12.2024 and mentioned, "In continuation of earlier Public Notice of even no. dated 05/12/2024, Medical Assessment and Rating Board (MARB) of National medical commission (NMC), New Delhi hereby inviting online applications for establishing a new medical college/institution intending to offer Under Graduate (UG) course and increase in the number of UG seats in an established medical institution through the web portal for the AY: 2025-26 under the following conditions..."
The conditions specified by NMC to apply for setting up a new medical college, and increase UG medical seats in an established medical institute for the academic year 2025-2026 are as follows:
1. Only online applications submitted on the web portal of the official NMC website will be considered.
2. The application period will be One Month from date of issue of this Public Notice.
3. The medical college/institution applying for the above mentioned types of applications will strictly be compliant with relevant Regulations, M S R Documents, Guidelines, relevant orders, notices and circulars issued by the NMC and other authorities from time to time.
4. The following Objective mentioned under Chapter-I of UG-MSR 2023 notified on 16/08/2023, are kept in abeyance for Academic year (AY:2025-26); “(i) College seeking increased number of seats cannot exceed a total of 150 MBBS students from the year 2024-25. Provided that medical college shall follow the ratio of 100 MBBS seats for 10 lakh population in the state/U.T.”
5. Fill the online application as per the attached guiding document.
6. The medical college/institution are instructed toupload the following documents in PDF format in the online application form
6.1- For establishing a new medical college/institution
• Valid Essentiality Certificate (EC) in the prescribed Proforma under the heading/column “Certified copy of the essentiality certificate issued by the respective State Government/Union territory Administration and Certificate issued by Competent Authority of State regarding the land use”. (As per Annexure 1).
• Valid Consent of Affiliation (CoA)in the prescribed Proforma under the heading/column “A Certified copy of the consent of affiliation issued by affiliating University”. (As per Annexure 2).
• Justification for the number of requested seats(as per Annexure 3). Documentary proof indicating the establishment of acorpus fund by the entity dedicatedly applicable to functioning of the new medical institution year after year.
• A solvency certificate issued by a chartered accountant within ninety days prior to the last date of submission of the application.
• Documents by way of proof that such reasonable area of land is either owned by eligible entity or arranged under lease at least for a period of 30 years fulfilling the requirements mentioned in relevant Regulations, MSR Documents, Guidelines, relevant orders, notices and circulars issued by the NMC and other authorities from time to time.
• Capabilities with regard to the provision of required infrastructure, administrative and financial support of the applicant, if the eligible entity is other than central or a state government or union territory administration.
• Documentary proof of owning or running a hospital of required capacity as indicated in the applicable MSRs.
• Certificate signed by the applicant that the information provided is correct and true.
NOTE- Kindly refer to guiding document for additional detailed information/ documents to be submitted on NMC application portal.
6.2- For increase in the number of UG seats in an established medical institution
• Valid Consent of Affiliation (CoA)in the prescribed Proforma under the heading/column “Certified copy of the consent of affiliation issued by affiliating University”.(As per Annexure 2)
• Justification for the number of requested seats(as per Annexure 3).
• Certificate signed by the applicant that the information provided is correct and true.
7. Application will be accepted only after online payment of requisite fee through the link generated during filling of the application.
8. Private Medical college/institution will be required tosubmit Bank guarantee of the applicable amount as mentioned in attached document within Seven (07) working days of issue of the Letter of Intent (LOI). Government Medical college/institution will be required to submit Undertaking within Seven (07) working days of issue of the Letter of Intent (LOI), if asked for.
9. Before submitting the applications, kindly ensure that all the documents and information are uploaded correctly.
10. The applications of the medical colleges/institutions, who have already submitted their applications in response of the Public Notice of even number dated 05.12.2024, will also be valid.
11. The medical colleges/institutions, who have been granted Letter of Permission (LoP) for the Academic Year: 2024-25, may apply for increase of MBBS seats for the Academic Year:2025-26, if they fulfil all other criteria.
12. This issues with the approval of the Competent Authority.
GUIDING DOCUMENTS FOR FILLING ONLINE APPLICATIONS FOR UNDER-GRADUATE (UG) COURSES FOR THE ACADEMIC YEAR 2025-26:
APPLICATION PROCESS
A. Application to NMC for establishment of new under-graduate medical institution and Increase in UG seats
1. For the AY 2025-26 only Online Applications will be received–including enclosures and fees. No Offline (Hard-copy) will be accepted by the commission.
2. The medical college/institution applying for the above-mentioned types o f applications will strictly be compliant with relevant Regulations,M S R Documents, Guidelines, relevant orders, notices and circulars issued by the NMC and other authorities from time to time.
3. Those fulfilling the above stated requirements will only be applying.
Online Application process
1. All applicants must first register themselves by visiting the registration page by clicking on the link/ icon “click here to proceed to registration page”. After filling up the registration form, you will receive a Unique ID with onetime password on your registered email ID.
2. You need to sign in with the Unique ID; you will be prompted to change your password. Change the password of your choice.
3. To start online application process, please sign in with your Unique ID and your new password. After signing in, please click on “Start Application– Establishment of new under-graduate medical institution /Increase of UG seats” icon/link.
4. Application number generated on successful submission of application, should be quoted by medical institution in all future communications with NMC.
Additional list of documents/information to be uploaded/filled in the online NMC Application portal for establishment of new medical college/institution
i. Particulars of the applicant.
ii. Constitution: Certificate copy of bye laws/Memorandum and Articles of Association/ Trust deed.
iii. Registration/Incorporation: Registration number, Registration date, and Certified copy of Certificate of registration.
iv. Basic infrastructure: Facilities available for medical college and attached hospital.
v. Managerial capability: Composition of the society/trust/company/consortium, particulars of members of the society/trust, head or project director of the proposed medical college, and head of the existing hospital their qualification and experience in the field of medical education.
vi. Financial capability: Annual reports, Audited balance sheets for the last three years, and Authorization letter addressed to the bankers of the applicant authorizing the National Medical Commission to make independent enquiries regarding the financial track record of the applicant and the additional required information.
vii. Market survey and environmental analysis: the main features of the state medical education policy, Availability of trained medical manpower in the state and need for increase in the provision of medical manpower, Gap analysis and how the gap will be reduced, Catchment area in terms of patients for the proposed medical college/hospital, No. of hospitals/primary health centres/private clinics available in the catchment area, State how will the existing medical facilities get augmented by the establishment of proposed medical college
viii. Site Characteristics and availability of External Linkages: Certified Copy of the title Deeds of the total available land as proof of ownership and Certified Copy of zoning plans of the available sites indicating their land use.
ix. Functional programme: Department wise and service wise functional requirements, Area distribution and room wise sitting capacity.
x. Equipment program: Room wise list of equipment complete with year wise schedule of quantities and specifications
xi. Manpower programme (department wise and year wise): Teaching staff (fulltime), Technical staff, Administrative staff, Ancillary staff, Salary structure, Recruitment procedure, Recruitment calendar
xii. Building programme: Medical college (departments, lecture theatre examination hall, museum etc.), Faculty and staff housing, Staff and students hostels, Administrative office, Library, Auditorium, Mortuary, Cultural and recreational centre, Sport complex, Others (state name of the facility)
xiii. Planning and layout: Master plan of the medical college complex, Layout plans, sections, Elevations and floor wise area calculations of the medical colleges and ancillary buildings
xiv. Phasing and scheduling (month wise schedule): Commencement and completion of building design, Local body approvals, civil construction, Provision of engineering services and equipment, Requirement of staff, Phasing of commissioning.
xv. Project cost: Capital cost of land, Buildings, Plant and machinery, Medical, scientific and allied equipment, Furniture and fixtures, Preliminary and preoperative expenses
xvi. Means of financing of project: Contribution of the applicant, Grants, Donations, Equity, Term loans, other sources (if any)
xvii. Revenue assumptions: Fee structure, estimated annual revenue from various sources.
xviii. Expenditure assumptions: Operating expenses, Depreciation.
xix. Operating results: Income statement, Cash flow statement, projected balance sheets.
xx. Details of existing hospital: Bed strength, Bed distribution, bed occupancy, Built up area, Clinical and para clinical disciplines, OPDs and OPD attendance department wise, Architectural and layout plans, List of medical/allied equipments, Capacity and configuration of engineering services, Hospital services, administrative services, other ancillary and support services (category wise staff strength)
xxi. Up gradation and expansion program
√ Details about the additional land for expansion of the existing hospital.
√ Upgraded medical programme
√ Upgraded functional programme
√ Building Expansion Programme (Year Wise Additional Built-Up Area To Be Provided)
√ Planning And Layout (Upgraded Master Plan Of The Hospital Complex)
√ Details about up gradation or addition in the capacity and configuration of engineering services and hospital services.
√ Equipment programme (Upgraded Room Wise List)
√ Upgraded Manpower programme (Category Wise Distribution)
√ Phasing And Scheduling Of The Expansion of Scheme (Month Wise Schedule Of Activities )
√ Project cost of the expansion scheme (Cost Of Additional)
√ Means of financing the project, Revenue assumptions, Expenditure assumptions, Operating results,
√ Certificate signed by the Applicant that the information provided is correct and true under the same heading/column.
xxii. College litigation details, if any.
B. Evaluation of application and Assessment ProcessEvaluation of application and assessment process will be done and final decision will be communicated.

The NMC notice also includes a format of Essentiality Certificate (to be provided by respective State/UT), consent of affiliation (to be provided by the recognized university), and the detailed justification for the number of requested seats as per UG-MSR.
