Zero Stipend for Medicos in 60 Medical Colleges, Rs 5K or Less in 50 others: NMC data

New Delhi: A total of 60 medical colleges in India are not paying any stipend to MBBS interns and resident doctors, the National Medical Commission (NMC) revealed in response to RTI queries. Some colleges pay as little as Rs 2000 to Rs 7000. While NMC guidelines mandate stipend payments, the Commission clarified that enforcement is the responsibility of State authorities.
In response to a series of Right to Information (RTI) applications filed by Kerala-based Health Activist Dr. KV Babu, the Apex Medical Commission has informed that 33 government and 27 private medical colleges are not paying stipends to their medical students.
The Commission also provided the doctor with the details of the stipend paid by medical colleges, which revealed that around 50 medical colleges across the country are paying a nominal amount Rs 5000 or less to their undergraduate (UG) and postgraduate (PG) medical students.
Among the 60 medical colleges that do not pay any stipend to the students, several medical institutes are from States like Karnataka, Maharashtra, West Bengal, and Gujarat.
In response to one of the RTIs filed by Dr. Babu, NMC on 29.04.2025, provided a list of sixty medical colleges that do not pay any stipends to the interns.
This list included 33 Government medical colleges, including 6 medical colleges from Karnataka, 6 colleges from Maharashtra, 4 medical colleges from Andhra Pradesh, 2 colleges from Assam, 2 medical colleges from Telangana, 6 medical colleges from West Bengal, 3 colleges from Gujarat, 3 institutes from Uttar Pradesh.
Apart from this, the list also included 27 private medical colleges from Gujarat (4), Karnataka (4), Maharashtra (1), Kerala, West Bengal (1), Madhya Pradesh (2), Tamil Nadu (3), Andhra Pradesh (4), Delhi (2) etc.

On 02.04.2025, the doctor filed another RTI seeking the names of the colleges which submitted the details of stipend paid to their UG interns, PG residents and Senior residents or PGs in Super Speciality for the financial year 2023-2024, file noting and action taken against those colleges which did not submit the details.
In response, NMC on 06.05.2025 provided the list of all 753 medical colleges, including 60 stipend non-paying institutes. The data provided by NMC further revealed that several medical colleges were paying a nominal stipend of Rs 2000 to Rs 5000 to their students.
Regarding the action taken against medical colleges for not submitting the stipend data, the Commission said that the responsibility was on the States. It said, "lt is inform that the National Medical Commission is the regulatory body which issues guidelines, regulations from time to time. The implementation of the guidelines/instruction/advisory is solely at the discretion of the concerned state authorities under which the medical college/institute is located."
Medical Dialogues had earlier reported that last year in November, NMC slapped show-cause notices on 198 medical institutes for not complying with the Commission's directives to uphold the details of the stipend paid to the interns and resident doctors. Releasing a list of these medical colleges on 28.11.2024, NMC specified that the failure of those colleges to submit the information regarding stipends was "considered seriously". NMC asked the medical colleges to furnish the data after the Supreme Court took cognisance of the issue of non-payment of stipend to medical colleges.
As per the file noting dated 11.07.2024, obtained through the RTI Act, only 290 government and 265 private medical colleges, including Deemed to be Universities, furnished their data for 2023-2024 till 11.07.2024.
The remaining 198 colleges (115 government and 83 private colleges), including Deemed to be Universities, out of a total of 753 colleges, did not furnish their data.
Previously, NMC also clarified that the responsibility of taking action against medical colleges for not submitting the stipend data was with the States/UTs.
Section 8 of the Maintenance of Standards of Medical Education Regulations, 2023 states that "Where the respective Board has reason to believe that a medical institution has failed to comply with any statutory provision, regulations framed thereunder or has not complied with the Minimum Standards of Requirements as prescribed by their respective Boards, or has conducted themselves in any manner which is not in accordance with the goals of medical education and practice, the Board shall either penalize the medical college or medical institution and /or conduct further enquiry into such act and wherever needed provide an opportunity to rectify the same."
Commenting on the matter, Dr. Babu told Medical Dialogues, "The National Medical Commission issued show-cause notices in November 2024. They found that 60 medical colleges, including 33 government and 27 private medical colleges, are not paying any stipend. Another 50 medical colleges are paying less than Rs 5000."
"As per the MSMER 2023, it is very clear that the NMC can act. However, they are not doing that and passing responsibility to the States instead. In 33 Govt medical colleges, the responsible officer to act is either the Director of Medical Education or the State Medical Council. Neither of them can act against the State Government. NMC must be aware of this. So, NMC's argument is very absurd. After finding out who violated, there are regulations based on which they should act," he added.
Dr. Babu has also raised the matter to the Prime Minister's Office. He said, "It is a sad situation. Now, the Health Minister should act under Section 45 of the NMC Act. I have also complained to the PMO. If the PMO does not take a favourable decision, I can appeal against it."
