Medical Council of India moves to Digital Registry of Faculty, gives Deans Login for Counter Approval for Declaration forms

New Delhi: Fighting the issue of the ghost faculty menace, which has been plaguing the medical education sector, the apex medical body, the Medical Council is now moving to completely digital solutions which are soon going to replace to declaration forms that accompany every MCI inspection

In a recent letter to all the Deans of Medical Colleges, MCI Secretary, Dr RK Vats informed about the plan of the council to create a digital registry of medical college faculty which will replace the requirement for submission of the faculty declaration form.

This comes as strong move to ensure that a medical faculty is associated with only one single medical college, in a particular academic year. Medical Dialogues team had recently reported about the move of the council whereby, the heads of the department and the heads of the medical institutions shall be held accountable for any false and misleading declarations made by their faculties during the Medical Council of India inspections.

To this effect, the MCI recently made amendments to the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 in section 7 that defines the MISCONDUCT by registered medical practitioners. The amendment clearly added that clause that “Submission of false/wrong declaration form by Medical faculty-Submission of false/wrong information by a Medical Faculty in the Declaration Form submitted at the time of assessment by Council; shall be treated as misconduct both by the medical faculty and the Dean/Head of Department counter signing the declaration Form.”

Now, the new notice informed about the creation of Dean Login which would be used to approve by the deans of the respective medical colleges to approve the details submitted by the faculty.

The Medical Council of India (MCI) is planning to create a digital registry of medical college faculty which will replace the requirement for submission of the faculty declaration form.

The approval of the data submitted by faculty in this digital registry will be approved by the Dean of the respective medical college.

To create this login for the Dean, the medical college heads have been requested to fill, sign and submit the requisite form. “We will shortly be sending you further communication regarding the process along with detailed instructions for carrying out your duties,” the notice added

The notice further annexed a form and asked the respective deans to fill all the details and send the requisite form by 23rd May 2019. The scanned copy of the form can be sent via email to MCI on assessmentpg-mci@gov.in and the original copy of the form may be sent to the below MCI address.

    The earlier directive of the MCI holding the HOD responsible for signing,was a flawed move. The HODs have to obey the directions of the Dean/Principal. HODs cannot refuse to sign the declaration forms under any circumstances, though they can protest. But this latest move of the BOG of MCI is a step in the right direction. At the same time, the MCI should implement the biometric verification they have already introduced. This will help the regular faculty and reduce their harassment.

    Sir self declaration on a stamped paper by each member that he or she is working full time and if found false that his registration and degree may be canceled with signatures of principal superintendent hod Chairman and two witnesses from same department and scanned and uploaded online to mci
    Colleges are giving promotions to professors to on roll doctors for mci purposes
    biometry attendance and
    Academic program videos may also be uploaded.

    it is a very good decision it was long pending demand from medical faculty itself to regulate the teaching and clinical studies at the same time ghost doctor should be eliminated and if found the authority should be responsible more over the private medical college are not paying the salary/stipend what they should get but they chaeged a huge fee of almost 8 to 10 lack per annam while they are student of this college we keep much hope on newly form body

  5. Many medical College teachers are fake. Only their names are on pay roll. They practice outside regularly.they have pg students. College shows full pay given to them, but takes back about three forth pay back from them.
