2 years Service, Rs 10 lakh penalty for MD, MS, Rs 15 lakh penalty for DM courses: ESIC bond policy

New Delhi: Doctors seeking admission to PG medical (MD, MS) or Super speciality (DM) courses at ESIC medical institutes across the country will have to undergo compulsory service of 2 years at ESIC institutes or government institutes with the ESI Scheme.

While the bond duration is the same for MBBS graduates seeking MD, MS admissions and PG medical graduates seeking DM courses at ESIC institutions, the bond penalty is Rs 10 lakh and Rs 15 lakh respectively. The students can pay for partial default of service rendered.

The confirmation of this effect comes from a recent notification released by the Karnataka Examination Authority (KEA) on its official website on November 25th 2024. According to the notification issued on 28-7-2020, there was a revision of Bond conditions for post-graduate (MD/MS) / super-specialty (DM) trainees of ESIC Medical Education Institutions.

The notification mentions:

"In pursuance to approval by Competent Authority, the undersigned is directed to refer to the captioned subject and to convey revised Bond conditions for post-graduate (MD/MS) / super-specialty (DM) trainees of ESIC Medical Education Institutions as under:

(A) For Post-graduate courses (MD/MS)

The benefit of reduced Bond period & Bond amount in lieu, would also be extended to (i) all existing PG (MD/MS) & super-specialty trainees (DM); (ii) Fresh PG (MD/MS/DM) pass-outs; and (iii) PG (MD/MS/DM) pass-outs already serving ESIC under bond."

In case of pass-outs already serving under bond, if the length of service rendered is in excess of 02 years, they may be relieved without payment to ESIC for left over Bond period. Fresh pass-outs (current year) would have to submit Bank Guarantee for the total Bond amount (as revised) upfront if they opt to serve the Corporation. In event of not opting to serve, they would have the option to pay revised Bond amount and be relieved. The existing PG trainee (MD/MS/DM) would have to execute fresh Bond with revised conditions along with submission of Bank Guarantee as applicable, within three months of issue of these instructions. The post-graduate trainees, who do not execute the revised Bond afresh with submission of Bank Guarantee as applicable within 03 months, would be governed by their original Bond conditions," the notice stated.

"Original documents of the student / trainee would be retained by the Corporation pending the submission of Bank Guarantee. Revised Bond conditions would not be applicable to cases which have been closed, i.e. where pass-out has already been relieved after payment of Bond amount," it added.
