Compulsory Government Service Policy for MBBS, BDS, PG Medical candidates Introduced in Ladakh

Jammu: In an attempt to boost the healthcare facilities in the Union Territory of Ladakh, the UT administration has recently notified implementing Compulsory Government Service Policy for MBBS/BDS/Post graduate courses so that the students after completing their respective courses could serve Ladakh for a prescribed time period.

As per the new instructions by the Ladakh administration, now "all candidates who apply for admission in any Medical College/Dental College/Institutes of Medical Sciences by whatever name called must execute a Compulsory Service Bond to serve in the Union Territory of Ladakh for a prescribed period immediately after the completion of the course, if the Administration requires so."

"The bond has to be executed and submitted in original in the office of Director Health Services, Union Territory of Ladakh," mentioned the order adding that the bonds shall come into force from academic session 2021 and onwards.

Such a move from the UT administration has been taken "so that the deficiency of Specialists & Doctors in the Union Territory of Ladakh can be met in the larger public interest."

The details of the Bond necessary to execute before getting admitted to Medical Colleges/DentalColleges/Institutes of Medical Sciences are as follows-

A. PG Service Bond for Post Graduate Degree /DNB /Diploma Courses:

Clause -1. It is hereby stipulated that the candidates of the Union Territory of Ladakh availing the reservation benefit of Scheduled Tribe Quota / UT of Ladakh Quota / Any other Quota seats shall have to execute a Service Bond in favour of the Administration of Union Territory of Ladakh stating that he!she shall serve under Administration of Union Territory of Ladakh for a period of 03 (three) years immediately after successful completion of PG Degree Courses & 02 (two) years immediately after successful completion of PG Diploma Courses and Dental Speciality Courses.

Clause - 2. In the event of failure to serve the stipulated period under the Administration of Union Territory of Ladakh as per Bond, he/she has to pay to the Administration of Union Territory of Ladakh as under Clause 1 & 2, an amount of Rs. 50,00000/- ( Rupees Fifty Lakh only) for Clinical Subjects Courses (General Medicine, General Surgery, Orthopaedics, Otorhinolaryngology (ENT), Obstetrics & Gynaecology, Anaesthesiology, Paediatrics, Ophthalmology, Psychiatry, Respiratory Medicine, Radio-Diagnosis, Dermatology, Radiotherapy, etc. and Rs 45,00000/- ( Rupees Forty-Five Lakh only) for Medical PG Diploma Courses & for Post Graduate /DNB Pre & Para Clinical Subjects Courses (Anatomy, Physiology, Biochemistry, Pharmacology, Pathology, Microbiology, Forensic Medicine & Toxicology, Community Medicine etc.) and Rs. 35,00000/- (Rupees Thirty-Five Lakh only) for Dental Post-Graduation Courses.

Clause- 3. In the event of failure of the candidate to complete the PG / DNB/ Diploma Course obtained under Reservation Quota by the candidate, he/she will have pay half of the Bond amount to Administration of the UT of Ladakh.

B. UG Service Bond for Under Graduate Degree (MBBS/ BDS):

Clause-4. All Candidates of Under Graduate Courses (MBBS/BDS) selected under Scheduled Tribe Quota / UT of Ladakh Quota / Any other Quota seats outside the Union Territory of Ladakh shall have to execute a Service Bond in favour of the Administration of Union Territory of Ladakh stating that he/she shall serve under Administration of Union Territory of Ladakh for a period of 05 (five) years in case of MBBS Courses and 3 Years in Case of BDS Courses immediately after successful completion of course failing which he/she will have to pay an amount of Rs. 50,00000/- (Rupees Fifty Lakh only) lakh in case of MBBS & Rs 30,00000/- (Rupees Thirty Lakh only) in case of BDS Course to the Administration of Union Territory of Ladakh.

Clause-5. In the event of failure of the candidate to complete the MBBS/ BDS Degree Course obtained under Reservation Quota by the candidate, he/she will have to pay half of the Bond amount to Administration of the UT of Ladakh.

Clause-6. The Candidate is bound to formally inform the Administration of the Union territory of Ladakh regarding his successful completion of the Course immediately after it is completed. The Service Bond obligation will not apply to a candidate if his / her appointment (in either the National Health Mission or the Health Dept; on temporary or quasi permanent basis) is not made by the Administration of Union Territory of Ladakh within a period of 10 Months from the date of communication to the Administration regarding his/her successful completion of the Course & his / her eligibility for service and the clause is applicable in all the above UG & PG Service Bond Clauses.

Clause-7. Any violation of the terms and conditions of the Bond shall invite stern disciplinary action as per the regulation 8.2 under chapter 8 of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulation 2002 & Regulations of Indian Dental Council Regulations, as are applicable. The details of such candidates will be reported to the National Medical Commission of India / Dental Council of India for appropriate action.

Clause-8. Any outstanding amount payable to the Administration of Union Territory of Ladakh from the applicant shall be recovered from him/her as arrears of land revenue.
