MBBS abroad: No admission ban on Uzbekistan medical universities- Haryana medical council, Indian Embassy clarify on NMC advisory

Chandigarh: Easing the concerns of Indian students planning to pursue their undergraduate medical education in Uzbekistan, the Haryana Medical Council (HMC) and the Indian Embassy in Tashkent have issued clarifications regarding the matter.

While the social media posts indicated an admission ban on some leading medical institutes, the Haryana medical council has clarified that there is no ban on admissions. Meanwhile, the Embassy of India in Tashkent has also made it clear that the advisory issued by the National Medical Commission (NMC) on April 1, 2026, is precautionary and it does not amount to a ban on the concerned universities, TOI has reported.

Medical Dialogues had earlier reported that in a notice issued in April this year, the National Medical Commission (NMC) had reiterated the need for students and parents to carefully follow the prescribed guidelines and exercise utmost caution while seeking admission to foreign medical institutions.

Highlighting how several Indian students continue seeking admission in private medical colleges abroad that do not comply with the prescribed guidelines, curricula, timelines, and training standards, NMC had reiterated the requirement to follow strict compliance with the Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 notified on 18.11.2021, while taking admission in the foreign medical institutions/ colleges.

NMC had issued this alert specifically in relation to admissions sought by Indian nationals in medical institutions/ colleges in Uzbekistan including, Bukhara State Medical Institute (BSMI), Samarkand State Medical University (SSMU), Tashkent State Medical University (TSMU) and TIT Institute of Medical Sciences, Bangalore, an offshore campus of TSMU Termez Branch, situated in Bangalore, India.

The matter was brought to the Commission's attention through a communication from the Embassy of India in Tashkent, highlighting serious concerns regarding the quality and standards of medical education in the country, as well as alleged malpractices by agents facilitating such admissions.

As per the latest media report by the Times of India, after social media posts suggested an admission ban on some leading institutes, the Embassy of India in Tashkent has clarified that the NMC advisory dated April 1, 2026, is precautionary and it does not amount to a ban on the concerned universities. Meanwhile, HMC has clarified that its advisory concerning Bukhara State Medical Institute, Samarkand State Medical University and Tashkent State Medical University should not be read as an admission ban.

The medical council also said that the students must verify the recognition status of the University and ensure compliance with the NMC FMGL Regulations and check all mandatory requirements before getting admitted.

The embassy, on the other hand, has said that it is in regular coordination with the three institutes to ensure adherence to the student intake norms, clinical training requirements and applicable NMC regulations.

Advising students and parents to avoid relying on rumous, misleading videos or unverified social media claims, the embassy suggested that the decisions for admission should be based on only an official information issued by the NMC, the Indian embassy and competent government authorities.

However, Haryana medical council has reiterated that its earlier advisory against admissions in certain institutes remain unchanged. The list of such institutes include Central American Health and Sciences University, Columbus Central University, Washington University of Health and Sciences in Belize, and the Chirchiq Branch of Tashkent State Medical University in Uzbekistan.

The following concerns were flagged in the communication by the Embassy of India in Tashkent (Uzbekistan) in its communication to NMC:

• Reports that students are admitted beyond the intake capacity of the medical institute, compromising the quality of medical education;

• The students are not receiving hands on training owing to lack of communication as the medium of instruction is not English language, making it challenging for Indian Students;

• In addition to above, various such complaints are received in the Commission alleging serious violations of the Foreign Medical Graduate Licentiate (FMGL) Regulations, 2O2l and related NMC advisories by TSMU Termez Branch (Uzbekistan| in association with TIT Institute of Medical Sciences, Bangalore (offshore campus model).The Embassy has also shared testimonies of Indian students studying at Bukhara State University through a private contractor known as RARE Company.
