Centre notifies on allocation of additional MBBS seats under Central pool scheme
New Delhi: With MBBS admissions going on, the Ministry of Health and Family Welfare (MOHFW) on its website has notified regarding the latest notice issued by the Ministry of Home Affairs about the Allocation of MBBS Seats from Central Pool for spouses and children of Civilian Victims of Terrorism for the academic year 2024-25.
Medical Dialogues had earlier reported that for the spouses and children of civilian victims of terrorism, the Central government has earmarked four MBBS seats for the academic year 2024-25 in various medical colleges and institutes.
The govt has sought nominations before September 17.
ALl the concerned are advised to take note of the eligibility criteria, seat matrix, and selection criteria for the students.
In its notice, the authorities referred to the Ministry of Health and Family Welfare's OM No. 1114014/16/2022-ME-II dated 13.08.2024, conveying that during the academic year 2024-25, following- four {4) MBBS seats from the Central Pool has been earmarked in the various medical colleges/institutes for nomination of candidates by the Ministry of Home Affairs from the category of Civilian Victims of terrorism:-

Eligibility Criteria :
Candidate must either be spouse or children of the deceased/disabled civilian victim of terrorism.
He/she has completed 17 years of age at the time of admission or will complete that age on or before 31 December of the year of his/her admission to the first year of the Undergraduate Medical Course and is an Indian National.
Educational Qualification;
As per Graduate Medical Education Regulation of National Medical Commission, the candidate must have passed in subjects of Physics, Chemistry, Biology/Bio-Technology and English individually and must have obtained a minimum of 50% marks (40% for SC/ST/OBC and 45% for Gen-PH and 40% for SC-PWD/ST-PWD/OBC-PWD (persons with disability) category candidates) taken together in Physics, Chemistry, Biology at the qualifying examination of 12th Class.
Qualifying percentile in NEET (UG) - 2024 :
As per Graduate Medical Education Regulations of National Medical Commission, it shall be necessary for the candidates to obtain minimum marks at 50th percentile at NEET (UG)- 2024. However, in respect of candidates belonging toSchedule Castes, Schedule Tribes and Other Backward Classes the minimum marks shall be at 40th percentile. In respect of candidates with special disability, the minimum marks shall be at 45th percentile. The percentile shall be determined on the basis of highest marks secured in the All India common merit list in National eligibility Cum Entrance Test for admission to MBBS/BDS courses.
Selection Criteria
(i) Order of priority:
(a) Priority-I: Children whose both parents have been killed by terrorists.
(b) Priority-II: Children of families whose sole bread earners has been killed by terrorists.
(c) Priority-III: Wards of victims with permanent disability and serious injury caused by terrorist operations.
(ii) (a) Subject to the fulfillment of eligibility criteria as laid down in para 2 above, all candidates in Priority-I category would be allotted available seats on the basis of rank obtained in the NEET (UG) -2024 conducted by National Testing Agency.
(b) If any seats are still available for allotment after covering all eligible candidates in Priority-I category, candidates in Priority-II would be allotted the available seats on the basis of the rank obtained in NEET (UG)- 2024.
(c) After allotting seats to all eligible candidates in Priority-I and then in Priority -II category, the balance available seats would be allotted to candidates in Priority-III category on the basis of rank obtained in NEET (UG)- 2024.
(d) The benefits against Priority-I or Priority-II would be restricted only to one ward of the civilian victims of terrorists. If this benefit has already been availed-of in respect of one ward, then the second ward would not be eligible to be considered against these reserved seats.
State Government (s)/Union Territory Administration (s) may please give wide publicity while inviting application (s) from eligible candidates as indicated above for the academic year 2024-25 for allocation of MBBS seats for Civilian Victims of Terrorism. It may also be ensured that complete application of eligible candidates, in the enclosed prescribed format (Annexure-I), in duplicate enclosing all necessary documents in respect of their States/UTs are sent along with due verification/authentication and countersignatures of the Competent Authority,
It is requested that applications along with all documents duly attested by Home Department of the concerned State/UT of eligible candidates under the category of Civilian Terrorist Victims, as indicated above, may be sent latest by 17/09/2024, by speed post/registered post to: Rajeev Kumar, Under Secretary (CT-II), Room No. 81, CTCR Division, North Block, New Delhi-110001- Scanned copies of the application along-with all documents be also sent to e-mail: rajeevkumar67@nic.in
It may kindly be noted that only the application received by 17.09.2024 in the Ministry of Home Affairs, will be considered for allotment of the abovementioned seats. No extension of the last date and no reminder will be issued.
