DMER Haryana Issues Guidelines For MBBS, BDS Admissions this year, Check out details
Haryana: Department of Medical Education & Research (DMER Haryana) has issued guidelines for the admission process for MBBS and BDS courses in Government/Government Aided/Private Medical and Dental Educational Institutions including those under Private Universities-SGT University, Budhera, Gurugram, Al-Falah University (Minority Private University) and PDM University, Bahadurgarh, Jhajjar for Academic Session 2023-24.
Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak is authorized to conduct the Online Combined Centralized Counselling as per Merit of NEET–UG-2023 for admission to all the Government/Government Aided/Private Medical and Dental Educational Institutes including those under Private universities SGT University, Budhera, Gurugram; Al-Falah University, Faridabad (Minority Private University) and PDM University, Bahadurgarh, Jhajjar located in the State of Haryana.
All the students desirous of seeking admission to MBBS/BDS Courses will have to get themselves registered online through the authorized admission web portal. The detail of the web portal and counselling schedule shall be duly publicized on www.uhsr.ac.in and https://dmer.haryana.gov.in. The candidates are required to regularly visit the websites as stated above for updates. The candidates will have to appear in person before the Admission Committee at Pt. B.D.Sharma University of Health Sciences, Rohtak for document verification.
The Registration cum Counselling fee (Non-Refundable) shall be as under -
1. Rs. 2500/- for Unreserved Category
2. Rs. 1250/- for SC/BC/EWS/PWD Category of Haryana
3. Rs. 10,000/- for NRI Category
All Private Medical/Dental institutes including those under Private Universities will deposit a processing fee for counselling @ Rs. 2000/-per sanctioned intake of seats.
Eligibility Criteria –
1. Is a citizen of India.
2. The candidates, who are bonafide residents of Haryana as per instructions issued by the Chief Secretary to Govt. Haryana and who/whose parents produce(s) Haryana Residence Certificate as per Government instructions given in Annexure II, III & IV or any modification issued by the competent authority from time to time.
3. For Management Category, candidates from All over India shall be eligible, irrespective of their State of domicile and place of study.
4. All candidates (General/SC/SC(Deprived)/BC-A/BC-B/Benchmark disabilities/EWS/ESM/FF) desirous of seeking admissions in any Category of seats should fulfil the minimum eligibility criteria/qualifications/qualifying criteria as prescribed in the information bulletin for National Eligibility-cum-Entrance Test(NEET) issued by NTA for the Academic year 2023-24 and as per regulations of National Medical Commission/Dental Council of India issued from time to time.
Reservations –
1. In Government Institutions covered under this Notification, 15% of the seats will be assigned to the All India Merit Categoryof NEET UG-2023 and the remaining 85% of the seats will be assigned under the Haryana State Merit Categoryof NEET UG-2023.
2. In Private Medical/Dental Institutions affiliated with Pt. B.D.Sharma University of Health Sciences, Rohtak. 50% of the seats will be filled under State Quota seats and the remaining 50% of seats will be filled under the Management Category. Out of 50% of Management category seats, 15% of seats will be in the Non-Resident Indian (NRI) Category.
3. The State Reservation Policy shall be applicable for admission to all State Quota seats in Government/Government Aided Medical/Dental Colleges and for 50% of State Quota seats in Private Medical /Dental Colleges affiliated to Pt. B.D.Sharma University of Health Sciences, Rohtak.
4. 5% seats of the State Quota seats shall be reserved for candidates with Benchmark Disabilities in accordance with the provisions of the Rights of Persons with Disabilities Act, 2016, based on the merit list of National Eligibility cum Entrance Test (NEET UG 2023) and as per MoHFW/ NMC Guidelines issued from time to time. The Disability Certificate is issued by the designated Disability Centres.
Procedure for Admission to State Quota Seats in Govt./Govt. Aided and Open Merit Category seats (State Quota Seats) in Private Medical/Dental Colleges including those under Private Universities located in the State of Haryana –
1. The admissions under above stated categories will be made on the basis of the Haryana State Merit list prepared as per NEET UG 2023 from the list of registered candidates as available on the admission web portal.
2. The schedule of counselling, admissions and start of classes shall be in conformity with the schedule laid down by the National Medical Commission/Dental Council of India/Ministry of Health and Family Welfare, Government of India and State Government.
3. Candidates applying on the basis of NEET UG 2023 should fulfil the eligibility criteria for being granted admissions as fixed under NEET UG 2023.
4. The merit will be based on NEET 2023 Rank. For admissions under the ESM category, preference will be given as per State Government Notification No. 22/10/2013-2013-1GSIII dated 10/08/2017.
5. The choice of the course/institution exercised by the candidate at the time of online counselling will be considered final and under no circumstances any change will be allowed. Candidates will not be allowed to fill/edit the preferences after the last date notified.
6. The allotment of the institution/course shall be made strictly as per merit prepared/drawn on the basis of merit of NEET-UG-2023 of the candidate in the State List/All India List as the case may be and the choice/preference of the course/institutes filled up by the candidate on the online portal shall be taken as final.
7. The candidates who have been provisionally allotted seats will have to appear in person for document verification (with all original documents) in front of the Admission Committee at Pt. B. D. Sharma University of Health Sciences, Rohtak. No appearance on behalf of candidates either through an authority letter or by other means shall be acceptable.
8. The candidates who have been provisionally allotted seats online will have to bring, in original, all the relevant certificates/documents at the time of document verification without which admission to the UG course shall not be granted. Attested photocopies of certificates/documents will not be considered valid for the purpose of admission and the seat allocated to them online shall be cancelled.
9. Final number of seats in each course/institute under each Category will be available on the website- i.e. uhsr.ac.in; dmer.haryana.gov.in and also on the admission web portal.
10. In case there is a vacancy after the first round of counselling due to any reason, such seats will be filled up during the second round of counselling.
11. Fresh registration shall be allowed for participating in the second round. Fresh candidates will have to register themselves on the admission web portal.
12. The candidates, who have already registered themselves for the first round and wish to participate in the second round, shall not be required to register again. However, they shall have to give their willingness/option to participate in the second round of counselling online.
13. As per the MCINotification dated 18.5.2018, the candidates who wish to participate in the second round of counselling and want to opt for State Quota Seats in Government/Government Aided Medical/Dental Institutes only shall be required to pay the fee of Rs.10,000/- (Rs. 5000/- for SC/BC/PWD/EWS) through online payment mode.
14. If the candidate wishes to opt for State Quota Seats in Government as well as State Quota Seats/Management Quota seats in Private Medical/Dental Institutes then he/she will have to deposit Rs.1.00 Lakh through online payment mode. If a candidate does not deposit the requisite amount then he/she shall not be eligible to participate in the second round of counseling. This amount shall be later adjusted in the fee of the first year of the UG Course and refunded in case no seat is allotted.
15. The Candidates who have been allotted a seat in the first round shall have a right to retain the already allotted seat. Opted seat shall be changed only if he/she gets an updated and opted seat during the second round. However, the candidates who wish to participate in the 2nd round of online counselling will have to submit their preferences afresh again. Candidates, who have been allotted, seats in the first round should give fresh choices in order of preferences for the Course/Institute in which they wish to upgrade themselves.
16. The allotment of the course/institution shall be made strictly as per merit prepared/drawn on the basis of merit of NEET-UG-2023, and the choice/preference of the course/institute filled up by the candidate on the online portal shall be taken as final.
17. As per MCI Notification dated 18.5.2018 the candidates who are allotted seats in the 2nd round of counselling but do not join, their fees submitted to the Admission Committee shall stand forfeited, however, they will be eligible to participate in the mop-up round.
18. The candidates who joined on the seat allotted to them up to the second round of All India Counseling /State Counselling shall not be eligible to participate in the Mop-up Round/subsequent rounds.
19. If the seats still remain vacant even after the two rounds of counselling then left over seats will be filled up via Mop-Up Round and if still vacant, the vacant seats shall be filled as per directions of the Ministry of Health and Family Welfare, Government of India/National Medical Commission/Dental Council of India/State Government and as per the schedule notified by the State Government.
Eligible candidates seeking the benefit of caste for the Post Matric Scholarship shall have to upload the following documents in original at the time of document verification –
1. Caste Certificate
2. Aadhar Card
3. Account Number along with IFSC Code
4. Parivar Pehchan Patra
Process for Admission to Management Category seats in Private Medical/Dental Colleges of Haryana –
A similar procedure as followed for counselling of MBBS/BDS courses for filling up State Quota seats in Government/Government Aided, Medical/Dental Colleges and State Quota seats in Private Medical/Dental Colleges as described under point No. 9 above will be followed for admissions to Management Category seats also. However, the merit shall be drawn on the basis of the All India Merit of NEET UG-2023.
After commencement of UG Courses, if a candidate has joined the Institute but leaves the course after three days prior to the last date of admissions prescribed by the Central Regulatory Authority (eg. 18.12.2023 as prescribed by Competent Authority) i.e. on/after 15.12.2023, then –
1. He/she will be debarred for the next three years from applying for admission to MBBS/BDS Course in the State
2. He/She will have to pay the Bond Money Rs.10 lakhs for the UG Course for which the Bond shall be executed at the time of admission by the Institute
Admission to NRI Category(NRIs/PIOs/OCIs/Foreign National) –
All admission under NRI Category seats shall be as per merit of NEET-2023. The procedure for admission to the NRI quota seat shall be as under -
1. Only NEET-qualified candidates shall be eligible under the NRI category. All admission under NRI category seats shall be as per merit of NEET.
2. PIOs/OCIs and Foreign Nationals who are NEET qualified can also apply under the NRI category.
The preference for admission under the NRI category shall be considered as under –
1. Actual NRIs/OCIs/PIOs candidates who originally belonged to the State of Haryana
2. Children of NRIs/OCIs/PIOs who originally belonged to Haryana State
3. Actual NRIs/OCIs/PIOs who originally belonged to an Indian State and Union Territories other than Haryana
4. Children of NRIs/OCIs/PIOs who originally belonged to an Indian State and Union Territories other than Haryana
5. Real brother and sister of the candidate
6. Foreign Nationals shall be considered for admission under the NRI quota after exhausting the list of NRIs/ PIOs/OCIs
The NRI students will have to give a Bank Guarantee/Surety Bond for the balance of the fee if they opt to pay the fee in instalments as provided. Any seats remaining vacant under NRI Category shall be filled up by the NEET-qualified eligible foreign nationals. However, if the seats still remain vacant these shall be converted to Open Category seats in Government/Government Aided Medical Colleges and Management Category seats in Private Colleges. In compliance with the Notification dated 04.03.2021 issued by the Ministry of Home Affairs, OCI/PIO candidates shall be eligible only for NRI seats.
Fee Structure –
1. The fee structure for MBBS Course in Government/Government Aided Medical Colleges shall be as per provisions contained in the Haryana Government Notification number 16/17/2019-6HB-IV dated 21.12.2022 Annexure-V(A). The fee structure of MBBS courses in Government/Government aided Medical Colleges is annexed at Annexure Annexure-V(A(I)) in the notice enclosed below.
2. The fee structure for MBBS Course in ESIC, Faridabad and for BDS Course in Government Dental College is at Annexure-V(B) in the notice enclosed below.
3. Fee structure for MBBS Course in Private Medical/Dental Colleges affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak is at Annexure V(C) in the notice enclosed below.
4. The fee structure for the Medical/Dental Institutions running under the Private Universities is annexed in Annexure-V (D) in the notice enclosed below.
5. The Tuition fee shall be payable on an annual basis and the Institutes shall not ask the candidates to deposit fees for the entire course in advance.
6. The Tuition fee for the First year course shall be deposited by the successful candidates in the account- counselling and admission on account for the Dept. of Medical Education and Research (DMER). The details will be available on the admission web portal. The fee shall be transferred to the respective institute by the Chairman Admission Committee within one month after completion of the admission process.
7. The Tuition fee shall be refunded/ adjusted if the candidate is shifted in subsequent counselling from one Institute to another. In case of a request for withdrawal of admission by a candidate, the fee shall be refundable to the candidate, only if the request is made in person along with the original receipt of fee deposition and no request shall be entertained through e-mail. The candidate will have to make the request at least 03 days prior to the last date prescribed for admission to MBBS/BDS courses.
8. The candidates seeking admission to Private Colleges only can be allowed to deposit part of the Tuition fee (50%) at the time of admission, however, the remaining fee will have to be deposited by the candidate to the institution before the last date of admission.
Service Incentive Bond to Incentivize MBBS Graduates to Opt for Government Service upon Completion of MBBS Course from Government and Government-Aided Medical Colleges –
All candidates completing their MBBS Course from Government/Government Aided Medical Colleges in the State of Haryana shall be covered as per the provisions contained in the policy dated 21.12.2022 [Annexure-V (A).
General Instructions –
1. Admitted students shall pay the fees and other charges for all types of seats as per the fixed Fee and other charges fixed by the Government of Haryana from time to time for Private Unaided Medical and Dental Institutions affiliated with Pt. B.D. Sharma University of Health Sciences, Rohtak and the fee as fixed by Private Universities for the institutes falling under their preview
2. All kinds of fees like registration fees, tuition fees, caution fees etc will be drawn in the account Counselling and Admission on A/C for the Department of Medical Education & Research (DMER). The details shall be available on the Admission Web portal.
3. All candidates belonging to the Scheduled Castes/Backward Classes/EWS/PWD/ESM/FF etc. must submit a certificate in the prescribed format issued from the competent authority of the State Government.
4. The reservation to the deprived scheduled caste category will be followed as per Haryana Government Notification dated 15.05.2021.
5. The eligibility criteria for admission to Backward Classes shall be as per Haryana Government Notification dated 17.11.2021(Annexure-VII).
6. Only Dependents of Freedom Fighters (FF) who wish to be considered for reservation as such must submit a certificate from the Competent Authority along with undertaking (Annexure-VIII).
7. The reservation to Ex-servicemen and their wards will be considered as per notification of the Haryana Government, General Service III Branch No. 22/10/2013-1 GSIII ( Annexure-IX).
8. A candidate from a reserved Category shall have the right to compete for admission in General/ unreserved category seats as per his/her merit. In case a candidate does not fill up his reserve category in his application form, he/she will not be subsequently considered for admission against that category. However, if a reserved Category candidate has availed of any concession, such as relaxation in upper age limit, qualification or permitted number of chances in written examination etc., then he/she cannot be considered against General/Unreserved seats.
9. Any candidate, if found to have submitted any false documents/claim the benefit of reservation on the basis of false documents will be liable for penal action under Section 420, 120B of IPC and his/her candidature shall be cancelled immediately and shall be debarred for admissions in future.
10. The admission shall be made to only those Institutes which are recognized/approved for admission from NMC/NMC/DCI and that have obtained consent to affiliation from the concerned University in accordance with the last date as prescribed by the Government of India/National Medical Commission/Dental Council of India/State Government. The institutes that are unable to get affiliation and such approval from MOHFW/NMC/DCI/State Government/University shall not be considered for counselling
List of documents to be submitted by the candidate at the time of document verification –
1. Matriculation/High School Certificate (10th) or its equivalent certificate as proof of date of birth.
2. 10+2/Intermediate/Senior Secondary School Examination Certificate & Detailed Marks Sheet.
3. Character Certificate issued by the school/institute last attended.
4. Resident Certificate issued by the competent authority of the State Government (if applicable).
5. Certificate of Bonafide Resident issued by the competent authority of the State Government (if applicable).
6. Caste Certificate issued by the competent authority of the State Government (if applicable).
7. Certificate of Disability with respect to Benchmark Disabilities issued by Notified Centres notified by NTA or Disability Certificate issued by Medical Board at PGIMS Rohtak.
8. Certificate of Dependent of Freedom Fighters issued by the competent authority of the State Government (if applicable).
9. Certificate of ESM issued by the competent authority of the State Government (if applicable).
10. Income Certificate (for BC Category students) issued by competent authority as per State Government Notification.
11. Income and Asset certificate for EWS Category candidates.
12. Affidavit to show Minority status.
13. Print out of Online Application form.
14. Provisional Allotment letter.
15. Proof of identification Aadhaar card / PAN Card / Driving license /Passport / Voter ID/Ration Card/any other (any two).
16. Four passport-size photographs against a white background (preferably the photograph used in NEET form).
17. Any other Document as required by Counselling Committee.
NRI candidates in addition should bring the following documents:-
1. Equivalency Certificate issued by the Association of Indian Universities, New Delhi, if applicable.
2. Conversion Certificate of grading to the percentage of marks, if applicable.
3. Proof of NRI status in the form of a passport, OCI/PIO/letter from Ministry of External Affairs/Embassy and Bank Account Details etc.
