Dr.YSR University of Health Sciences Notifies About Phase II Counseling For MBBS Admission Under Competent Authority Quota

Andhra Pradesh: Dr. YSR University of Health Sciences has notified the candidates about the phase II web-based counseling for admission into MBBS course under competent authority quota seats for the academic year 2023-24.

As per the notice, 390 seats are available for phase II web-based counseling. 257 (Non-joining =172 + Free Exit = 85) seats are vacant because of non-joining of candidates & exit from the reported seats, and 133 (Minority seats — 103, Special categories [Sports & Games — 18, CAP – 12]) are vacant because of un-fulfilled seats of round 1.

Eligible candidates for phase II (As per the one-time options already exercised) -

1. Candidates who have exercised one-time options but could not get seat allotment in phase I of counseling.

2. The candidates who are included in the final merit list of 2023-24 through addendum as per the orders of the Hon'ble High Court of AP and who have exercised one-time options after Phase-I of counseling and such candidates will be considered as a part of Phase-II and same rules will apply on them as applicable for Phase-II of counseling and cannot resign the seat if the seat is allotted.

3. Candidates who have reported in Phase-I counseling (except the candidates who availed retain option and opted to exit from the reported seats) will be considered for the available vacancies in the Phase-II counseling for upgradation / sliding to other colleges based on the one-time options already exercised by the candidates and will be considered as a part of Phase-II and same rules will apply on them as applicable for Phase-II of counseling and cannot resign the seat.

4. As already notified, the candidates who have already opted to retain in the allotted seat of Phase-I (by submitting self-declaration) and did not opt for free exit will not be considered for up-gradation in the next phase of counseling (as per the one time options already exercised), but will be retained in the existing seat and will be considered as a part of Phase-II (except for default sliding in the same college) and same rules will apply on them as applicable for Phase-II of counseling and cannot resign the seat.

5. As per the orders dated.22.07.2022 of the Hon'ble Supreme Court of India in Contempt Petition (C) No.289 of 2022, the joined candidates up to Round 2 shall not be eligible to participate in the further rounds of Dr. YSRUHS.

Not eligible candidates for phase II of counseling -

1. The candidates who did not join the allotted college in Phase-I counseling and who have opted to Exit from the reported seat of phase I will not be considered for phase-II counseling.

2. The selections will be made strictly as per the G.O.Rt.No.550, dated.30.07.2001, as amended vide G.O.Rt.No.111, dated.13.08.2019 and G.O.Rt.No.159, Higher Education (E.C) Department, Dated. 13.11.2020.

3. Only Muslim minority candidates will be considered for Competent Authority Quota seats in Un-aided Private Minority Medical colleges. If Minority candidates are not available, then the seats will be converted to Non-Minority and will be filled with eligible candidates.

Mop-up round -

1. The candidates who are in the provisional final merit list and subsequent Addendum and corrigendum, if any, under the Competent Authority Quota and already exercised one-time options but not allotted MBBS seats in earlier phases of counseling (Phase-I or Phase-II) are only eligible.

2. The candidates who are found in the list shared by the Medical Counselling Committee (MCC), DGHS, New Delhi, after AIQ Round 3, are not eligible for the Mop-Up Round Counselling of Dr. YSRUHS.

3. The candidates allotted up to the Mop-up Round of KNR University of Health Sciences, Telangana, are not eligible for the Mop-Up Round counseling of Dr. YSRUHS.

Allotments under special categories -

1. The seats reserved for the Sports & Games category will be filled as per the final priority list received from the Sports Authority of Andhra Pradesh, displayed on the University website on 08-09-2023.

2. The seats reserved for the NCC Category (35 seats) will be filled as per the final priority list after receipt of the same from the NCC Directorate, Secunderabad.

Keeping in view of the orders dated.22.07.2022 of the Hon'ble Supreme Court of India in Contempt Petition (C) No.289 of 2022, the allotted candidates up to phase-II counseling of Dr. YSRUHS will not be permitted to upgrade in Special Category counseling of NCC quota as and when the NCC Priority list is received.

The unfilled special category seats due to the non-availability of eligible candidates under respective special categories (except NCC Quota) during this Phase-II counseling, if any, will also be converted and will be filled in this phase-II counseling as per rules, since the seats under special categories are Horizontal Reservation.

The phase-I seat vacated because of the up-gradation (as per the one-time options already exercised) during the course of phase-II counseling will be added and allotted simultaneously to the next eligible candidates as per the merit and rules. The candidates upgraded in phase II of counseling should compulsorily report at the upgraded college.

Candidates will receive the message on their registered mobile after allotment of the seat if the seat is allotted. The candidates are also instructed to visit the website: https://uqcq.ysruhs.com for the status of the allotment.

University Fee –

Candidates can download the provisional allotment order on payment of the University Fee of Rs.10600 through the payment gateway. The students can view the college-wise list of selected candidates on the website. Candidates who were allotted in phase I and paid university fees need not pay again.

Fresh allotment during phase II –

Candidates who have been allotted a seat shall report at the allotted college within the reporting schedule by downloading the allotment order on payment of the University fee of Rs.10600 along with all original certificates and pay the tuition fee to complete the admission process, failing which the candidate will forfeit the admission.

The University fee, once paid, shall not be refunded under any circumstances.

If the joined candidate of Phase-I slides to another college during Phase-II of counseling, the original certificates will be sent to the newly allotted college by the previous college after the closure of admissions. The candidate has to report at the re-allotted college with a downloaded allotment order and custodian certificate issued by the previous college under Dr. YSRUHS and pay the tuition fee to complete the admission process, failing which the candidate will forfeit the admission.

Verification of original certificates will be conducted at the college during admission, and in case of any discrepancy, the provisional allotment will be canceled, and action will be initiated as per University regulations.

If any candidate wants to withdraw from the course after the closure of admissions in the middle of the course, such candidate has to submit his/her request through the Principal of the college concerned along with a course discontinuation fee of Rs.300000 for MBBS plus GST as applicable to the University by way of demand draft drawn in favor of the Registrar, Dr. YSR University of Health Sciences, payable at Vijayawada.

Further, the requests received directly from the candidates for withdrawal from the MBBS course will not be entertained under any circumstances. Any request shall be routed through the Principal concerned only as per the G.O.Ms.No.72, HM & FW (C1) Dept, dated. 15-07-2019. The university does not entertain or support seat blocking/cancelation of MBBS seats. In case any candidate is found involved in seat blocking, legal action will be initiated against such candidates.
