According to the notice, DNB (Post MBBS/NBEMS Diploma) seats retained by the State Govt./ ESI/ Railways/ PSUs/ AFMS are to be filled through counselling conducted by the counselling authority of the concerned State Govt./ ESI/ Railways/ PSUs/ AFMS.

Therefore, all the concerned State Counselling Conducting Authorities are required to strictly adhere to the guidelines and Counseling schedule published by the Medical Counselling Committee (MCC). The Counselling schedule for State Authorities is available at the official website of MCC.

The counselling for admission to DNB Post Diploma 2026 admission session was already completed on 20 August 2026 as per NBEMS earlier notice. The information provided in this notice is not for admission to the DNB Post Diploma courses; the notice added.

After allotment of the seats by the concerned counselling authority, all the candidates are required to report to the allotted institutes/ hospitals as per the counselling schedule along with the prescribed documents, in original, and the “Seat allotment letter issued by Counselling Authority” and the “Relieving Letter” issued by the Parent Organisations.

Hence, all hospitals/ institutes are required to verify the documents prescribed in original at the time of joining of the candidate to the hospital along with “Seat allotment letter issued by concerned Counselling Authority” and the “Relieving Letter” issued to In-service candidates by their Parent Organisations. Kindly ensure fulfilment of prescribed eligibility criteria by the candidate for admission to the allotted seat before allowing them to join the course.

The medical examination of the candidate shall be done by the Medical Board of the concerned NBEMS-accredited institute. Candidates found fit in the medical examination shall be allowed to join the course.

No candidates shall be permitted to join the allotted In-Service NBEMS seats beyond the time period in the Counselling schedule published by MCC for State Counselling. However, in case of not being relieved from the Parent Organisation within the stipulated time for reasons beyond the control of the candidate, a request to allow delayed joining needs to be furnished through the institute allotted along with the documents in support. The date of joining shall be considered after relieving from the organisation.

For the 2026 admission session, the hospitals/ institutes shall be able to upload the data of candidates allotted In-service NBEMS seats through State Quota Counselling only after the conclusion of all rounds of AIQ NEET PG 2026 Counselling conducted by MCC. The notification in this regard shall be published by NBEMS accordingly in due course. All hospitals/ institutes and candidates are required to keep themselves updated of the notices issued by NBEMS from time to time.

Participating hospitals/institutions and candidates are strictly advised to adhere to the counselling guidelines issued and notified by MCC and regular visit the MCC website to get update of counseling processes.

Any allotment found contrary to the prescribed eligibility criteria shall be liable for rejection/cancellation.

The timelines prescribed by MCC are intended to ensure transparency, uniformity, certainty in the admission process, and adherence to the academic calendar. Any deviation from the prescribed schedule may adversely affect registration, training timelines, eligibility for examinations, and other regulatory compliances applicable to candidates and institutions.

Accordingly, all State/concerned counselling authorities are strictly advised to-

i adhere to the counselling schedule and operational guidelines issued by MCC for State quota counselling.

ii ensure completion of all rounds of counselling, seat allotment, joining, and admissions for NBEMS accredited DNB Post MBBS/NBEMS Diploma State in-service quota seats within the prescribed timelines.

iii Refrain from conducting counselling, allotment, or admissions beyond the timelines prescribed by MCC.

It shall be the responsibility of the NBEMS-accredited hospital/institute to ensure that the trainee fulfils the prescribed eligibility criteria before permitting the trainee to join the NBEMS course.

The hospital/institute shall exercise due diligence while verifying the original documents of the trainee, including the documents relating to educational qualifications, experience, category, eligibility and other requirements, as applicable.

In case any hospital/institute is found to have knowingly or negligently approved/forwarded false, fabricated, incorrect or otherwise deficient records/information/documents for the purpose of permitting a candidate to join an NBEMS course or for registration, the hospital/institute shall be liable for appropriate action under the applicable NBEMS rules, regulations, directions and accreditation norms, including imposition of monetary penalty of ₹1,00,000/- per such candidate, wherever applicable.

This advisory is issued to avoid recurrence of such issues in future admission sessions and to ensure smooth implementation of the counselling and registration process.

Until then, candidates and participating institutions have been advised to regularly check official notifications for further instructions.

The Board has specifically clarified that the present instructions do not apply to DNB Post Diploma courses.

According to NBEMS, counselling for the DNB Post Diploma 2026 admission session was already completed on August 20, 2026, in accordance with its earlier notice dated July 8, 2026.

The latest advisory is therefore restricted to the counselling and joining process for DNB Post MBBS and NBEMS Diploma in-service seats covered under the specified state and organisational quotas.

NBEMS has asked all state and concerned counselling authorities to ensure that every stage of admission is completed within the MCC-prescribed schedule.

Authorities have been advised not to conduct counselling, make allotments or permit admissions beyond the stipulated deadlines.

The Board stated that the advisory has been issued to prevent the recurrence of such issues in future admission sessions and to ensure the smooth implementation of counselling and registration procedures.

For NBEMS-related queries, candidates and institutions can use the Board's Communication Web Portal, which is mentioned in the notice.
