NEET PG counselling 2026 guidelines: MCC changes allotment, reporting, upgradation, resignation rules, introduces freeze, float options

New Delhi: The Medical Counselling Committee (MCC) has issued guidelines for candidates participating in NEET PG Counselling 2026 along with the detailed schedule.
According to the information bulletin released by the MCC for NEET-PG Counselling 2026, Registrations can only be submitted online through Medical Counselling Committee website. Registration submitted through any other mode shall be summarily rejected.
A candidate can submit NEET-PG Counselling application/registration form only once. Any candidate found to have submitted more than one application/registration form for NEET-PG Counselling shall be debarred from NEET-PG Counselling allotment process, his/her candidature shall be cancelled and further action as deemed appropriate by the MCC of DGHS, MoHFW shall be taken.
The Security Deposit of candidates who have been allotted a seat in the Second Round or subsequent rounds but do not join the respective institution or surrender the seat due to any unforeseen reason, will be forfeited. Also, the Security Deposit will be forfeited if the admission gets cancelled due to any reason. E.g. in case the candidate gives wrong information at the time of registration on the basis of which a seat may be allotted and later cancelled by the Admission Authorities or fails to produce the required documents at the time of admission (within stipulated time).
Candidate may kindly note that registering for NEET-PG Counselling does not confer any automatic rights to secure a Post Graduate seat. The selection and admission to Post Graduate seats in any medical Institution recognized for running Post Graduate courses as per Indian Medical Council Act, 1956 is subject to fulfilling the merit, admission criteria, eligibility, and such criteria as may be prescribed by the respective universities, medical institutions, National Medical Commission of India (NMC), State/Central Government.
Candidates are informed that they will be shown only the Clear-cut Vacancies in Round 1. Also, the vacancy position of the seats will be shown in two categories during Round 2, which are as follows:
Clear-cut vacancies- The seats which have not been allotted in Round 1.
Virtual Vacancies- Any Candidate who has been allotted a seat in Round 1 and has opted for up-gradation in Round 2, the allotted seats of Round 1 will be shown as virtual vacancy in Round 2 and Candidates can fill the said seat during the choice filling in Round 2. However, such seats will be allotted in Round 2 if the allottee of Round 1 vacates/upgrades in Round 2.
Each round of counselling is a separate round and the rules of each round are different. Once any round commences, the rules of that round will apply to all the candidates even if they were allotted/admitted in the previous round(s) of counselling. Once round 2 commences the rules of Round 2 shall apply and the rules of round 1 will not apply. Similarly, the rules of third round will apply only in third round and the rules of Stray Vacancy round will apply only on stray vacancy round.
No Offline admissions and no offline resignations- all admissions and resignation (if provided) will be made through online mode. Any admission or resignation taken in offline mode will not be accepted. Colleges taking offline admission or resignation may face the legal action or any other consequences at their own level. The seat wi8ll be considered as vacant for the next round of counselling where offline admission is taken. The vacated seat due to offline resignation will not be taken in the next round of counselling.
Candidates should make sure that while taking admission/resignation in the allotted college their admission/resignation is generated through online mode i.e. through intra-mcc portal by the college authorities. Any other letter of admission/resignation will not be accepted.
“Changes” Allotment, Reporting, Upgradation & Withdrawal (Resignation) of Allotted Seat
As per the counselling scheme followed till last year 2025, all the steps of counselling like reporting, upgradation and resignation required all the candidates to physically report at the allotted institute and complete the admission/ upgradation/ resignation formalities on the portal provided to institutes by MCC. Candidates willing to upgrade from Round 1 to Round 2 or Round 2 to Round 3 had to report at the allotted institute/college with original documents and complete the admission formalities. The candidate’s willingness for upgradation from one round to another was submitted by the allotted institute on the portal.
However, this year, the following changes have been made in the counselling scheme in the larger interest of candidates and to make the counselling process convenient and hassle-free.
Depending on Willingness for Upgradation, candidates will be divided in two categories:
• Freeze Candidates – No Upgradation. (Candidates who are satisfied with their allotted seats and do not want to upgrade in next round (i.e. Round 1 to Round-2 or Round-2 to Round-3) will fall under this category. Candidates who want to join the allotted seat, will have to visit the allotted institute physically for joining.
• Float Candidates – Want to Upgrade
Candidates who have been allotted seat but want to upgrade in next round (i.e. Round 1 to Round-2 or Round-2 to Round-3) will fall under this category. They will give willingness for upgradation and have to upload required documents for online document verification by allotted Institute. (No need to visit the allotted institute physically).
The stepwise process of counselling will be as follows:
1. Registration & Fee Payment
Candidates will complete online registration and pay requisite counselling fee online through secure payment gateway. Only candidates who have paid full fee will become eligible for further process.
2. Choice Filling
Candidates will select course and institute preferences. They will save and lock choices within schedule.
3. Seat Allotment
Based on merit and preferences, seat will be allotted to candidates by MCC.
a. If Seat NOT Allotted:
If no seat is allotted, candidate will become eligible to participate in next round (as per criteria).
b. If Seat Allotted:
• Freeze Candidates – No Upgradation Candidates who are satisfied with their allotted seats and do not want to upgrade in next round (i.e Round 1 to Round-2 or Round-2 to Round-3) will fall under this category. Candidates who want to join the allotted seat, will have to visit the allotted institute physically for joining.
• Float Candidates – Wants to Upgrade (online joining procedure). Candidates will Submit Willingness for upgradation through online mode on MCC portal.
4. Submission / Uploading of Mandatory Documents (one-time upload for all rounds):
It is mandatory for both category of candidates i.e Freeze & Float to upload the clear scanned copies of documents on the portal provided by MCC in stipulated time of reporting as per schedule. It is mandatory that candidates should upload necessary documents on MCC portal within 2-3 days after declaration of final allotment to have adequate time for candidates to resolve queries/ discrepancy raised by institute.
• Freeze - Proceeds for Physical joining /reporting and Document Verification at the Allotted Institute:
i) Submission of Physical documents at the institute
ii) Physical Document verification at the institute
iii) Admission Fee deposit at the institute
iv) Institute Decision regarding finalization of admission TWO conditions as follows if:
• Documents Valid- Admission Confirmed and Seat Finalized
• Discrepancy Found in documents- Admission Cancelled
• Float – Candidates will NOT Proceed for Physical Document Verification at the Allotted Institute.
i) Verification of uploaded documents by the Allotted Institute in online mode only by the allotted institute nodal officer.
ii) Detection of Anomalies by institute nodal officer like:
• Blurred copies
• Incorrect certificates
• Mismatch in claims in category etc.
• Missing documents
iii) Query Resolution Mechanism in case of Detection of Anomalies: Document Verification Committee (DVC) of Allotted Institute may raise query regarding anomalies in documents to the candidate.
iv) Candidate must re-upload corrected documents within stipulated time as early as possible in reporting schedule time to avoid cancellation of seat.
v) Re-verification of correct uploaded documents conducted by institute nodal officer/DVC.
vi) Document Verification Committee (DVC) Outcome:
• Provisional Seat Confirmation if documents are found in order and Candidate becomes eligible for next round.
• Seat is Cancelled due to discrepancy between claims and documents. As documents not in order.
Eligible for next round (as per criteria).
vii) Candidate will exercise choices for next round.
5. After Round-3 provisional allotment result declaration → Mandatory reporting for all allotted candidates of Round 3 and Float Candidates of Round 1 / Round 2 who did not get upgradation.
Seat Resignation (Withdrawal) / Surrender Process
Candidates with provisional admission may submit seat surrender request with supporting documents online to the Nodal Officer of allotted institute.
The process of resignation/ seat surrender based on willingness of candidate will be as follows for Freeze/ Float Candidates:
• FREEZE CANDIDATE- will have to visit physically to the allotted institute for resignation
a) Candidate will physically report at the allotted institute and submit Resignation within stipulated time period prescribed by MCC as per schedule.
b) Candidate can resign/exit the seat and become eligible for next round as per the resignation rules for round 1 and round 2. Candidates cannot resign/ exit Round 3 allotted seats. Refund will be processed as per counselling Scheme once all the rounds are completed.
c) Once a seat is surrendered/resigned, candidate will have NO claim on that particular seat.
• FLOAT CANDIDATE
Candidates with provisional admission may submit an online seat surrender request with supporting documents.
1. Candidate goes to ‘Candidate Login’ on the MCC portal
2. Select “Resignation/ Surrender”
3. Candidate will submit Resignation online.
4. Seat resigned/ surrendered provided resignation is tendered within stipulated time period prescribed by MCC.
a) Candidate can resign/exit the seat and become eligible for next round as per the resignation rules for round 1 and round 2. Candidates cannot resign/ exit Round 3 allotted seats. Refund will be processed as per counselling Scheme once all the rounds are completed.
5. Once a seat is surrendered, candidate will have no claim on that particular seat.
NRI
Category I: NRI Candidate/ Parents/ Real Brother/ Real Sister
1. Date of Birth Certificate.
2. 10th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.
2. 12th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.
3. MBBS 1st, 2nd, 3rd Professional Examination marksheets.
4. If MBBS from out of India then FMGE scorecard is required.
5. NEET- PG Score Card issued by NBE.
6. Valid Passport of candidate.
7. NRI Certificate issued by the Competent Authority (Embassy / Indian Consulate).
8. Affidavit (on Rs 100 stamp paper Notarized) by the NRI parent/ Real Brother/ Real Sister stating that they will sponsor the entire course fee and living expenses of the candidate (son/daughter) during the period of study supported by NRE/NRO Bank Account Passbook.
9. Relationship to be verified by competent revenue authority officer (Tehsildar/ Patwari/ Government Officer in Revenue Department).
10. In cases of first degree relative as per point 1 and 2 laid in the principles laid in Anshul Tomar vs. State of M.P W.P No. 13393 of 2007. 19
Category II: OCI CANDIDATES
1. Date of Birth Certificate.
2. 10th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.
3. 12th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.
4. MBBS 1st, 2nd, 3rd Professional Examination marksheets.
5. If MBBS from out of India then FMGE scorecard is required.
6. NEET- PG Score Card issued by NBE.
7. Valid Passport of candidate.
8. Overseas Citizen of India (OCI) Card.
Category III: FOREIGN NATIONAL
1. Date of Birth Certificate.
2. 10th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.
3. 12th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.
4. MBBS 1st, 2nd, 3rd Professional Examination marksheets.
5. If MBBS from out of India then FMGE scorecard is required.
6. NEET- PG Score Card issued by NBE.
7. Valid Foreign Passport of candidate.
8. Citizenship certificate.
Category IV: Indian to NRI
(Candidates who filled their category as Indian in NEET PG form and now want to change to NRI category for counselling)
1. Date of Birth Certificate.
2. 10 th mark sheets and passing certificate/Equivalence Certificate for Class X from Association of Indian Universities (AIU)/ Certified Transcript.
2. 12 th mark sheets and passing certificates/ Equivalence Certificate for Class XII from Association of Indian Universities (AIU)/ Certified Transcript.
3. MBBS 1st, 2nd, 3rd Professional Examination marksheets.
4. If MBBS from out of India then FMGE scorecard is required.
5. NEET- PG Score Card issued by NBE.
6. Valid Passport of candidate.
7. NRI Certificate issued by the Competent Authority (Embassy / Indian Consulate).
8. In case of sponsorship by a legal guardian (in the past) Evidence of relationship between the NRI and the candidate.
Candidates shall be required to submit an Affidavit (on Rs 100 stamp paper duly notarized)from the person claiming to be their guardian, affirming that:
i. The guardian has been a bona fide guardian of a candidate and has been taking care of the candidate for the past few years.
ii. The guardian has been providing the necessary financial, educational and other support to the candidate.
iii. The NRI that he/she will sponsor the entire course fee and living expenses of the candidate during the period of study duly supported by NRE (Non Resident External) Bank Account Pass Book.
iv. The particulars furnished in the affidavit are true and correct and the guardian shall be responsible for the authenticity of the claim.
v. The candidate/guardian shall also be required to submit documentary evidence in support of the claim of guardianship, such as, but not limited to:
i. School/college fee receipts showing payment by the claimed guardian;
ii. Educational records or other documents reflecting the guardian’s involvement in the candidate’s education;
iii. Bank/payment records evidencing financial support;
iv. Any other relevant documentary evidence establishing that the person has been genuinely taking care of and supporting the candidate for the requisite period.
The Affidavit and supporting documents shall be subject to verification by the Competent Authority/MCC. Mere submission of the Affidavit shall not, by itself, confer eligibility or establish the claim of guardianship if the supporting documents are found inadequate, inconsistent or otherwise not genuine.
As the candidates are majors, they will not be required to submit court order as per the Guardian and Wards, Act 1890 to convert from Indian to NRI category. This clarification is issued in the larger interest of candidates and in compliance with the observations/directions of the Hon’ble High courts.
PROCESS FOR THE NRI DOCUMENT SUBMISSION, VERIFICATION AND CONVERSION OF CATEGORY IS AS FOLLOWS:
STEP:1 Selection of the NRI Quota: Candidate will select NRI Quota at the time of Registration for 2026 counselling. Candidate who selected NRI option during NEET exam conducted by NBE will also have to select the NRI Category at the time registration on MCC portal.
STEP:2 Selection of subcategory: Candidate will select subcategory (I to IV), as mentioned in previous paragraphs.
STEP:3 Uploading of Supporting documents as per updated list mentioned above: Candidate who wants to get category converted from Indian to NRI will upload supporting documents as mentioned in the above list at the time of Registration on MCC portal.
STEP:4 Online Document Verification: The NRI Document Verification Committee (DVC) of MCC will scrutinize the uploaded documents online. (It is mentioned that the online verification will convert the category to NRI provisionally, however the candidates are expected to produce physical copy in original of all the documents at the time of admission at the allotted institute.)
STEP:5 Discrepancy Found: If discrepancy is found in online verification, the scrutiny committee raises document discrepancy query.
STEP:6 Notification to Candidate: Candidate will be notified through SMS and Email regarding the discrepancy/ deficiency found in the documents.
STEP:7 Correction Window: A correction window will be provided to candidates to resolve the query with in stipulated time as per schedule. During this period, candidates will be allowed to edit/ modify their uploaded documents w.r.t discrepancy found by the scrutiny committee and submit correct documents online, if any within stipulated time as per schedule.
STEP:8 Category Converted Online: If all documents are found to be in order, category of candidate will be converted from Indian to NRI.
STEP:9 Eligible for NRI Choices: Once category of candidate is converted from Indian to NRI, candidate will become eligible to access NRI category seats list and select choices of NRI quota seats.
STEP:10 A candidate can also participate in round 2 if not able to produce the document in round 1 as mentioned in step 7 in stipulated time as per schedule.
ALL INDIA QUOTA
There will be four rounds of AIQ counseling i.e. Round 1, Round 2, Round 3 and Stray Vacancy Round (SLA(C) No. 10487 of 2021 before the Hon’ble Supreme Court of India). All candidates who have qualified for All India Quota seats on the basis of their rank in NEET PG conducted by the National Board of Examination (NBE) will be eligible for participation in the counselling process.Eligible candidates may download the Rank letter/ Result from NBE website. Cut-off rank of eligible candidates will also be available on the MCC website
Open seats-domicile free includes:
i. 50% All India Quota seats contributed by states
ii. 50%Seats of BHU
iii. 50%Seats of AMU
iv. 50% All India Quota seats of DU/Central Institutes (VMMC & SJH, ABVIMS & RML, ESIC-Basaidarapur)
v. 100% DNB
vi. 100% Deemed Universities seats
1. Reservation Policy
♦ Reservation Policy of the Central Government for the NEET-PG Counsellingin All India Quota is as follows:
• S.C.- 15%
• S.T.- 7.5%
• O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%
• EWS- as per Central Government norms- 10%
• PwD- Horizontal Reservation as per NMC norms- 5%
♦ Reservation of seats under PwD Category is 5% in AIQ and the 21 Benchmark Disabilities as envisaged under the regulations of Rights of Persons with Disabilities Act 2016 and as per the NMC norms. For range of disabilities included, please see Annexure 1.
♦ Candidates who want to avail 5% PwD reservation in PG seats of Govt. /Central medical institutions should obtain Eligibility certificate as per NMC norms, from the designated medical assessment board as per the list enclosed as Annexure- 2. The certificate issued by any other hospital/ board will not be accepted.
♦ Candidates declared Qualified/Eligible for All India Quota Postgraduate Seats only will be eligible for online allotment process for All India Quota Seats, which is conducted by the Medical Counseling Committee (MCC), Ministry of Health & Family Welfare, & Government of India. For State Quota, Private medical college seats the candidates are required to contact the appropriate State Government/Admission Authority & Directorate of Medical Education. Medical Counseling Committee (MCC) will not be able to guide candidates in this matter.
2. Roster:
♦ The 3200- point roster on the 50% AIQ seats shall be applied by the MCCof DGHS, MoHFW as per the reservation policy.
3. Eligibility Condition:
♦ The Candidate should have qualified NEET PG.
♦ Domicile free.
DIPLOMATE OF NATIONAL BOARD (DNB)
• Medical Counseling Committee conducts counseling for the DNB courses which are domicile free and All India in character in compliance of the Judgment dated 26/05/2020 of the Hon’ble Supreme Court of India in W.P. of 2020 (Diary No. 11011 of 2020) in the matter of Alapati Jyotsana & Ors. v/sUoI & Ors.
• The Counselling for In-service seats of DNB is not conducted by MCC of DGHS, MoHFW.
• There will be four rounds of counseling i.e. Round 1, Round 2, Round 3 & Stray Vacancy Round which will be conducted by MCC.
• All the candidates who have qualified NEET PG conducted by NBE will be eligible.
• After allotment of seats by MCC of DGHS, the admission fee is collected by NBE Authorities. Hence for any query refer to NBE, MCC has no role in the same, hence MCC will not entertain any requests for refund.
• Stipend /fee structure/ course duration / bond amount / rendering of service in rural / tribal area/other conditions etc. may vary from State to State and Institute to Institute.
Reservation Policy
• There will be no reservation in Private DNB Colleges/Institutes.
• The reservation policy for the Govt. institutes /Colleges seats contributed by DNB of the CentralGovernment is as follows:
♦ S.C.- 15%
♦ S.T.- 7.5%
♦ O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%
♦ EWS- as per Central Government norms- 10%

The certificate issued by any other hospital/ board will not be accepted.
Eligibility Conditions
• Candidate must have qualified NEET-PG.
Roster
• The roster for Govt. DNB Institutes/colleges shall be applied bythe MCC of DGHS, MoHFW.
REGISTRATION: INSTRUCTIONS FOR FILLING ONLINE APPLICATION FORM
• Candidates are informed that e-mail ID and Mobile Number provided in the Online Application Form of NBE will be used for registration on the MCC portal for Counselling. The said fields will be pre-populated in the Application/Registration form of the Counselling. All the information/ communication will be sent by MCC of DGHS, MoHFW through email on the registered e-mail address or SMS on registered Mobile Number only.
• Any complaint with regard: to the change of registered mobile number or email address shall not be entertained by the MCC of DGHS, MoHFW.
• Candidates are advised to use Laptop or Computer along with the latest registered version of Chrome/Internet Explorer/Firefox/Windows/IOS and a good internet connection during the Registration and Choice-Filling process to avoid any technical complications.
• Please note that registration facility will be available at the beginning of first round,second round, third round and stray vacancy on notified dates. Under no circumstances any request (for any reason) for registration, shall be entertained after closing of registration.
• It is mandatory for candidates to carry their original documents during physical reporting to college / institute for confirmation /joining of seat.
• Kindly refer to details of counselling scheme as mentioned below before filling the online forms etc.

ROUND-1 (Start)
a) Main counseling Registration which will include payment of Non-refundable Registration fee and Refundable Security Deposit (to be refunded only in the account from which payment has been made).
b) Exercising of Choice filling and locking of choices.
c) Process of Seat Allotment Round-1
d) Publication of result of Round-1on MCC website.
e) Physical Reporting at the allotted Medical college/ Institutes with original documents against Round -1 (one).
f) Candidates who have been allotted a seat in round one (1) can opt for free exit and can directly participate in round two.
g) Candidates who have been allotted a seat in round one (1) can opt for willingness to upgrade from round 1 to round 2 only online and information to the Nodal officer of the college/institute telephonically.
h) If a registered candidate is not allotted a seat in round one (1), he can participate in round 2 directly without fresh registration.
i) Candidates willing to upgrade from Round 1 to Round 2 is done in online mode on the portal with information to the Nodal officer of the college/institute telephonically. The documents are also uploaded online.
ROUND-2 (Start)
a) Candidates who registered for Round-1 and did not get any seat allotted are not required to register again.
b) New/fresh Registration for Round-2 is to be done by those candidates who
• Have not registered in Round-1 (with full payment of fees).
c) Candidates who have Resigned / Not reported in Round-1 need not register again.
d) Fresh Choice filling and locking of choices for Round-2 needs to be done.
e) Publication of result of Round-2 on MCC website.
f) Physical Reporting with original documents at the allotted Medical College/ institute against Round 2.
g) If upgraded in Round 2, the candidate must take relieving online from Round 1 seat and join Round 2 seat.
h) If a candidate freshly registered in round 2 is not allotted a seat, he/she can participate in round 3 directly without fresh registration.
i) Candidates getting upgraded in Round 2 Shall NOT have any claim on Round 1 seat.
j) Candidates who have been freshly allotted a seat in round 2 can opt for willingness to upgrade from round 2 to round 3, for which first they will have to upload documents online at the allotted college/institute and thereafter opt for willingness.
Round-3 (Start)
a) Eligibility criteria for Round 3 candidates:
b) Fresh Registration with payment of registration fee for Round-3.
c) Fresh/New Registration Round 3 for those candidates who
• Have not registered in Round-1 or Round 2 (with full payment of fees).
• Have Resigned from Round 2 can participate with full payment of fees.
d) Who registered in Round-2 and exited with Forfeiture of fees without joining can proceed with fresh payment of fees.
e) Those who registered but were not allotted a seat in Round-1 & Round-2 need notregister again.
f) Exercise Fresh Choice filling and locking of choices needs to be done.
g) Publication of result of third Round on MCC website.
h) Physical Reporting at the Allotted Medical College/institute after third Round with original documents.
i. If upgraded, the candidate must take relieving from Round 2 seat and join Round 3seat. Once joined, he cannot upgrade or resign from this third-round seat.
ii. If any candidate does not join Round 3 seat, he may exit with forfeiture ofsecurity deposit and elimination (cannot participate in further rounds of counselling conducted by MCC, DGHS).
iii. If a candidate freshly registers in round 3 and is not allotted any seat, he/she iseligible to participate in stray/further rounds.
a) Candidates getting upgraded in Round 3 shall Not have any claim on earlierround allotted seat.
STRAY VACANCY ROUND (Start)
a. Fresh registrations and fresh choice filling for Final Stray Vacancy Round. The choices filled during third round will not be considered for allotment in Stray Vacancy Round.
b. Eligibility for Stray vacancy round: Candidates who are not holding any seat or did not participate in Round-1, Round-2, and Round-3 (AIQ, State, Deemed) can participate in Stray Vacancy Round.
c. Candidates who were freshly allotted seats in round 3 and did not join cannot participate in Stray Vacancy Round.
d. Data will be shared between Centre and States after Round 3 of states and if any candidate has his/her name in the list provided by State after round 3, such candidates will be eliminated from counseling before processing for All-India Stray Vacancy Round.
e. For Deemed Universities the Stray Vacancy Round will be conducted by MCC of DGHS, MoHFW as per the directions of the Hon’ble Supreme Court of India vide order dated 12.12.2022 passed in I.A NO. 132614/2022 IN W.P (c) NO. 267/2017 in Dar-us Slam Educational trust and Ors. vs.Medical Council of India & Ors.”,
f. If a candidate is allotted a seat in Stray round, he/she has to report & join the allotted seat at college/institute else there will be forfeiture of security deposit.
g. Allotment of seats are ‘Online’ by running software.
RESULT & ADMISSION
RESULT
The counseling for NEET-PG is conducted by MCC based on the result of qualified candidates sent by NBE. The whole counseling process in completely automated and online in nature.
MCC uploads the provisional result initially in every round for verification of the candidates/college/institute based on their choices, merit and eligibility. They will also be given an opportunity to reach out to MCC if there is any discrepancy in the result. If no discrepancy is found or if the discrepancy is rectified, then the final result is uploaded on the MCC website. The provisional result is only indicative in nature and is subject to change. It may not be utilized for any legal purpose. Candidates are advised not to proceed for booking tickets after the declaration of the provisional result. They should wait for the final allotment letter to be issued by the MCC of DGHS.
Once the Candidates are allotted a seat based on their merit, choice & eligibility, in any of the Rounds of counseling conducted by MCC, the Candidates will be required to downloadtheir ‘allotment letter’ from the MCC website (www.https://mcc.nic.in). If the Candidate is satisfied with his/her allotment he/she may approach the allotted college/institute for completing the admission formalities within the reporting time schedule.
However, it is clarified that, the allotment made by MCC in any of the rounds is purelyprovisional subject to physical verification of documents of the candidate by the allottedcollege/institute authorities.
ADMISSION
If the Candidate is satisfied with his/her allotment he/she may approach the allotted college/institute for completing the admission formalities. Original documents required at the time of joining in allotted Medical College are as mentioned below:
i. Allotment Letter issued by MCC (Essential document).
ii. Admit Card issued by NBE.
iii. Result/Rank Letter issued by NBE.
iv. Mark Sheets of MBBS 1st, 2nd & 3rd Professional Examinations.
v. MBBS Degree Certificate/ Provisional Certificate. (Essential document).
vi. Internship Completion Certificate/Certificate from the Head of Institution or College that the candidate shall complete the Internship by 30th September, of the year of admission/or if required the date as decided by the Competent Authority. However, for this academic year the internship completion date may be treated as 30th September, 2026.
Permanent / provisional Registration Certificate issued by State Medical Council. Provisional Registration Certificate is acceptable only in cases where candidate is undergoing internship and likely to complete the same on or before 30th September, 2026 (for this academic year). vii. 10th Class Certificate/Birth Certificate as proof of date or birth. (Essential document)
viii. Candidates allotted seat must carry one of the identification proofs (ID Proof) to the allotted college at the time of admission (as mentioned in the information Bulletin published by the National Board of Examinations (NBE) for NEET i.e. Driving License, Voter ID, Passport or Aadhaar Card).
ix. The Candidate should also bring the following certificates, if applicable:
a) SC/ST Certificate issued by the competent authority (in the format as specifiedin this Information Bulletin) and should be in English or Hindi language. Sub caste should be clearly mentioned in the certificate. The translated certificate must be certified by a Gazetted Officer. (Essential document)
b) EWS Certificate as per the Central Govt. Norms (in the format as specified in this Information Bulletin) and should be in English or Hindi language. The translated certificate must be certified by a Gazetted Officer. (Essential document)
c) OBC certificate issued by the competent authority. The sub-caste should tally with the Central List of OBC. The OBC candidates should not belong to Creamy Layer. The OBC certificate must be in the format as mentioned in the Information Bulletin. Annexure - 4 Thetranslated certificate must be certified by a Gazetted Officer. (Essential document).
d) Eligibility Certificate issued from a duly constituted and authorized Medical Board for 21 Benchmark Disabilities as per the Rights of Persons with Disability Act,2016 and NMC Norms. No other certificate, issued by any other Authorities/ Hospital will be entertained. The format of Eligibility Certificate is annexed as Annexure 2) in the Information Bulletin. (Essential document)
e) NRI/OCI candidates to bring relevant documents in original (same as uploaded on MCC portal) at the time of reporting/ admission.
The physical verification of the documents will be done by the respective college authorities and MCC
has no role to play in the same. However, it is once again clarified that, the allotment made by MCC in any of the rounds is purely provisional subject to physical verification of documents of the candidate by the allotted college authorities.
Also, the information regarding Stipend/fee structure/course duration/bond amount/rendering of service in rural/tribal area/other conditions etc. has been provided by Medical Colleges. MCC/ DGHS takes no responsibility regarding the said information including Fees/Bond/Mode of Payment or any typographical error/ data etc. Candidates are advised to visit College website or contact the College Authorities directly for any query regarding above information before filling choices.
