NMC opens window to rectify eligibility certificate applications, details

New Delhi: Through a recent notice, the National Medical Commission (NMC) has released a list of 632 medical students abroad who have deficiencies in their applications for eligibility certificates.
Issuing a notice in this regard on 18.02.2025, the NMC referred to its 18/02/2024 notice released by Ethics and Medical Registration Board (EMRB) wherein the authorities set a deadline of 7 days for these students to fulfill the concerned deficiencies, adding that if the students failed to address such deficiencies within the deadline, their applications would be rejected.
NMC Ethics Board mentioned in the notice, "ln case, the applicants whose names are indicated in the list at Annexure-l in do not fulfill the deficiency within the deadline (T+ 7 days, T: date of issuance of public notice) set the applications will be summarily rejected."
"Besides the list, all applicants who have not been issued Eligibility certificates to date are also advised to ensure that deficiencies pointed out if any, are fulfilled at the earliest possible date in their own interest," it added.
In the notice, NMC referred to Section 13(48) of the Indian Medical Council Act, 1956, which provides clause 13, recognition of medical qualification, second schedule. It states the following:
"(48) A person who is a citizen of India shall not, after such date as may be specified by the Central Government under sub-section (3), be eligible to get admission to obtain medical qualification granted by any medical institution in any foreign country without obtaining an eligibility certificate issued to him by the council and in case any such person obtains such qualification without obtaining such eligibility certificate, he shall not be eligible to appear in the screening test referred to in sub-section (4A): Provided that an Indian citizen who has acquired the medical qualification from foreign medical institution or has obtained admission in foreign medical institution before the commencement of the Indian Medical Council (Amendment) Act, 2001 shall not be required to obtain eligibility certificate under this sub-section but, it he is qualified for admission to any medical course for recognized medical qualification in any medical institution in India, he shall be required to qualify only the screening test prescribed"
However, the requirement of obtaining an Eligibility Certificate before proceeding abroad was dispensed w.e.f. the declaration of result of the National Eligibility-cum-Entrance Test Undergraduate (NEET-UG) 2019 examination through the public notice dated 05.04.2019. After 05 June 2019, qualifying NEET-UG Exam has been made mandatory and it is now deemed to be treated as an Eligibility Certificate for Indian/OCI citizen intending to take admission in MBBS or equivalent Medical course in any Foreign Medical Institution.
These 632 medical students proceeded abroad without obtaining an Eligibility Certificate. The Registration Division of NMC diligently reviewed the applications submitted by various applicants based on the documents furnished by them on portal. After careful evaluation, the Commission identified the deficiencies in applications of the applicant at various stages and further requested the candidates through the portal for correction of their applications for processing of their application for issuing Eligibility Certificates (EC).
Through the notice dated 18.02.2025, NMC released the list of 632 candidates whose applications are pending at NMC for a long time. "It is observed that applicants whose name is mentioned in Annexure-l have proceeded abroad without obtaining an Eligibility certificate. Therefore, it has been decided by the Board to allow further time to all such applicants as per enclosed Annexure-l ( Annexure-l)," the Commission mentioned in the notice.
Setting a 7-day deadline for these candidates to fulfill the deficiencies in their applications, the Commission clarified that after the deadline, the applications with deficiencies would be rejected.
"We appreciate your cooperation in this matter. Timely rectification of the deficiencies will expedite the processing of the applications for eligibility certificates and help the applicants move forward with their respective endeavors," NMC added in the notice.
Medical Dialogues had earlier reported that in the last year in January also, NMC had released a list of 1060 such candidates having deficiencies in their applications for Eligibility Certificates. Issuing a notice dated 07.01.2024, the Apex Medical Commission had asked them to submit applications and fulfill the deficiencies within three days of time.
Then again on 06.02.2024, NMC released a list of 237 students and asked these students to fulfill the deficiencies in their applications for eligibility certificates.
