The bulletin outlines all the important points, including the admission process, eligibility criteria, counselling mechanism, service obligations, and bond conditions for candidates seeking admission to AFMS institutes for the 2026–2029 academic session.

The postgraduate courses will be offered across premier AFMS institutions, including Armed Forces Medical College (AFMC), Pune; Army Hospital (Research & Referral), Delhi Cantonment; INHS Asvini, Mumbai; Command Hospitals at Bengaluru, Kolkata, Lucknow and Chandimandir; Base Hospital Delhi Cantt; Institute of Aerospace Medicine, Bengaluru; and 7 Air Force Hospital, Kanpur.

As per the Information Bulletin, the registration on the Medical Counselling Committee (MCC)/ Director General Health Services (DGHS) Ministry of Health and Family Welfare (MoHFW) website under the Priority as applicable, is MANDATORY for candidates of all priorities in order to be eligible for taking admission in AFMS institutions. Online counselling for Priority-I & II candidates will be conducted by O/o DGAFMS.

METHODOLOGY FOR APPLYING

The following methodology will be adopted by all candidates-

1 Candidates seeking admission to any of the institutions of the AFMS will have to mandatorily appear in the NEET PG/ MDS-2026 and secure a minimum qualifying score as indicated by NBE.

2 All candidates will have to register, opt for AFMS, and subsequently select their priority as applicable on the MCC official website.

3 A copy of the printed registration slip/ printout of the registration details page should be kept safely by the candidate to be produced at the time of admission or as indicated by this office.

4 Priority-III candidates: For medical officers sponsored by Para Military Organizations/ other Govt of India organisations, the Sponsorship Certificates of (Medical officers) have been invited. For dental officers sponsored by Para Military Organizations/ other Govt of India organisations, the last date for the sponsorship certificates to reach the Office of DGAFMS has been notified on the official website.

5 Priority-V candidates will have to submit a bond agreement at the time of admission to pay an amount as sanctioned by the Govt. of India. Candidature of any candidate found to be giving wrong information will be liable for summary rejection at any stage of the admission process by the Commandant of the institution where a seat has been provisionally allotted during online counselling by the MCC. The decision of the Commandant of the institution will be final.

CERTIFICATES

List of certificates to be submitted in original by the selected candidates at the AFMS PG Teaching Institute on the day of admission along with the same as a scanned (‘.pdf’ format) soft copy on a CD are as under-

1 06 passport-size photographs.

2 NEET PG/MDS 2026 admit card and printed copy of the DGHS website registration slip.

3 NEET PG /MDS 2026 rank card allotted by NBE.

4 Class X/ SSLC/ ICSE certificate as valid certificate of proof of age.

5 Nationality Certificate/ Xerox copy of valid passport/ Domicile Certificate (where applicable)/ Birth Certificate endorsed with INDIAN nationality on it.

6 First to Final year MBBS/ BDS Mark Sheets of respective university. Priority – V candidates (Dental only) should have secured a min of 55 % marks in final BDS.

7 MBBS/ BDS Pass Certificate/Degree Certificate.

8 Internship Completion Certificate.

9 Permanent/ Provisional State Medical/ Dental Council registration certificate.

10 Attempt Certificate.

11 Transfer Certificate/ Migration certificate.

12 Educational Gap affidavit, if any.

13 Provisional allotment letter issued by the MCC.

14 Priority - III candidates only: Permission to proceed on Study Leave from the employing/ sponsoring organisation is mandatory for Priority-III candidates and admission without the same will not be granted under any circumstance.

15 Priority - IV candidates – Release order from AFMS and movement order from last unit for proceeding on release.

16 Declaration by the candidate.

GENERAL ELIGIBILITY CRITERIA FOR CANDIDATES OF ALL PRIORITIES

Candidates desirous of admission to Post Graduate courses in AFMS institutions shall appear in the NEET PG/ MDS 2026 and secure a minimum qualifying score as indicated by NBE to be eligible. All candidates have to register on the MCC website for AFMS Institutions as per priority. Further, candidates under Priority-III, IV & V would also have to select the preferred institute and seat as per the schedule and methodology stipulated by the MCC.

Admission to the Post Graduate courses (MD/MS/DNB/MDS) at AFMS institutions, subject to the priorities laid down in this Information Bulletin, is open to graduates of medical/ dental colleges recognised by NMC/ DCI/ NDC and who have registered themselves as ‘Registered Medical/ Dental Practitioners’ with any State Medical/ Dental Council recognised by NMC/ DCI/ NDC. Cut-off dates in respect of MBBS/BDS students for completion of internship towards eligibility for NEET-PG 2026/ NEET MDS- 2026 will be the same as notified by NBEMS.

However, the Provisional Registration Certificate / Permanent Registration Certificate should be available at the time of admission.

All candidates, except Priority-II, must be citizens of India.

Candidates applying under Priority-III, IV & V shall not be eligible to take admission in AFMS Institutions if he/ she has ‘cancelled’/ ‘failed to report for admission within the stipulated time’/ ‘vacated a seat mid-course in the past’, which has resulted in lapse/ wastage of a seat. The effective period of debarment will be three years from the year of joining the seat.

The liabilities of vacating an allotted seat in respect of Priority-III, IV & V candidates admitted under any priority on conclusion of the counselling will be as per the policy and directions of the NBE/ NMC/ DCI/ NDC/ MoHFW/ MCC/ DGAFMS/ Hon’ble Court. Candidates who leave a seat mid-session after the commencement of the course, resulting in a seat being wasted, will not be considered eligible to participate in AFMS counselling for three years from the year of joining the seat. They will be liable to pay the University charges to which the college is affiliated and bond money as laid down in the Surety Bond executed at the time of admission, as applicable.

PRIORITY SPECIFIC ELIGIBILITY CRITERIA

PRIORITY I- AFMS Officers (Priority-I A & I B) detailed on Advance Specialist Course/ PG Course (MD/MS/DNB/MDS) are guided by laid down extant training rules.

PRIORITY II- Candidates of ‘Friendly Foreign Countries’ sponsored by respective countries and approved by the GoI and also qualified in the NEET PG/MDS 2026. As per NMC/DCI/NDC guidelines candidates of ‘Friendly Foreign Countries’ sponsored by respective countries are required to apply for temporary registration in NMC/DCI/NDC. AFMS Officers granted Study Leave are guided by laid down extant training rules.

PRIORITY III-

i Medical/ dental officers sponsored by Para Military Organizations/ other Govt of India organizations.

ii ‘Sponsorship Certificate’ of candidates with necessary supporting documents will be forwarded to the O/o DGAFMS by the respective Ministries/ Departments/ HQ of the Para Military organizations/ Head office of other GoI organizations, duly endorsed by the competent authority. Correspondence in this regard will only be accepted from official channels and correspondence by individual candidates will not be entertained.

iii Priority-III candidates will be considered eligible for admission in AFMS Institutions only for those subjects, which are mentioned in their sponsorship certificate as forwarded by the respective sponsoring authority.

In case a Priority-III candidate is allotted a seat during the counselling conducted by the MCC which is not mentioned in the Sponsorship Certificate forwarded by the sponsoring organization, admission in AFMS PG Teaching Institutes would not be granted and the candidate would be liable to suffer the consequences.

iv List of eligible candidates sponsored by respective sponsoring authorities will be forwarded to MCC for the seat allotment.

v Any Priority-III candidate leaving the allotted seat after conclusion of AFMS PG admission will have to submit an application duly signed & recommended by competent authority of the Sponsoring Organization. Any application, vide which a Priority-III candidate is requesting to leave the seat without the recommendation of the sponsoring authority will not be accepted.

PRIORITY IV-

i Ex-SSC AFMS Officers after completion of contractual service and within three years of their release from service. The date of release, for admissions into AFMS PG teaching institutes for the academic session 2026-29, should not be before 01 May 2023.

ii SSC officers who have finished or are likely to finish their initial contractual service on or before the date of NEET PG Exam-2026 may appear under this category subject to having submitted their application for release along with the Appx ‘C’ to the O/o DGAFMS letter No 38217/NEET PG-2026/DGAFMS/DG-1D dt 25 Mar 2026. At the time of admission, they will have to produce documentary proof of them having attained Ex-SSC status without which they will not be considered for admission.

iii SSC Officers who have resigned their commission/ dismissed/ removed from service/ not completed their initial contractual service or have been removed from PG course (MD/MS/DNB/MDS) on disciplinary grounds while in service are NOT ELIGIBLE as Priority-IV candidates in this priority.

iv However, SSC Officers who have being removed from PG Course (MD/MS/DNB/MDS) on medical grounds while in service, are eligible to pursue PG courses as Priority-IV candidates in AFMS Institutions.

v Ex-SSC officers will have to send their release order via mail to this office to determine their eligibility as and when notified vide notice/ notification uploaded on our website. The list of eligible candidates, who have submitted their release order within the stipulated time period, will be forwarded to MCC for the provisional seat allotment.

PRIORITY V-

i Civilian candidates willing to serve in the AFMS subject to fulfilling the eligibility criteria mentioned in this Information Bulletin. It may be noted that offering of PG (MD/MS/DNB/MDS) seats to civilian candidates as Priority - V is with the sole objective to meet the specialist requirement of the AFMS. Civilian candidates at the time of admission will have to submit a bond agreement to pay an amount as sanctioned by the Govt of India in case they are unwilling to join AFMS when offered commission. They also have to be medically fit as per the standards required for commission in the AFMS at the time of admission. Officers of the AFMS who have resigned their commission/ dismissed/ removed from service/ not completed their initial contractual service as SSC officers are not eligible to be considered even as Priority-V candidates, though they may fulfill the age criteria.

ii Due to the service liability, eligibility criteria for Priority-V candidates includes the age & medical fitness. Priority-V candidates, are expected to be conversant with the medical standards, available on www.afmcdg1d.gov.in, for entry into the AFMS as a commissioned officer. Priority-V candidates will undergo medical examination by a duly constituted medial board before grant of admission, so as to assess their fitness for commissioning as per laid down criteria and will be admitted only if found medically fit.

iii Seat allotment during MCC counselling is purely provisional and final admission will be subject to the candidate successfully fulfilling the age criteria and medical fitness examination in conjunction with the general eligibility criteria promulgated vide this Information Bulletin. Candidature of candidates found to be unfit or over-aged at the time of admission, will be deemed to be cancelled/ forfeited.

iv Maximum permissible age for Priority-V candidates is less than 30 years as on 31 Dec 2026 (i.e., date of birth being on or after 01 Jan 1997) in order to fulfill the service liability.

v The candidate shall be liable to serve the AFMS for 05 years on successful completion of PG Course (MD/MS/DNB/MDS) subject to fulfilling other eligibility criteria.

vi For admission into PG (MD/MS/DNB) courses, the candidate will have to execute a bond agreement as per Appx ‘C’ at the time of admission, to pay a sum of Rs. 60,50,000/- (Rupees Sixty Lakh and Fifty Thousand only) for the session 2026-29, to Govt of India, in case unwilling to join AFMS when offered commission on completion of the course.

vii For admission into MDS courses, the candidate will have to execute a bond agreement as per Appx ‘D’ at the time of admission, to pay a sum of Rs. 55,50,000/- for the session 2026-29, to Govt of India, in case unwilling to join AFMS when offered commission on completion of the course.

viii A candidate who fails to complete the course successfully before crossing 35 years of age, due to any circumstances, WILL NOT BE ELIGIBLE for commission in the Armed Forces and rendered Non Service Liability (NSL). Such candidates will be liable to pay the bond money to the Govt of India as applicable.

NUMBER OF SEATS

The total number of PG seats in AFMS institutions available for counselling and admission in a particular academic session is governed and limited as per the accreditation/recognition status, existing recognised faculty/resources available, and the directions of the NBE/NMC/DCI/NDC/MoHFW/DGAFMS/Hon’ble Court. The total number of recognised and accredited seats available in AFMS PG Teaching Institutes generally exceeds the requirement of the AFMS. Thus, as sanctioned by the Govt of India, after fulfilling the AFMS requirements, the remaining seats, if any, are made available to other eligible candidates as per a priority system.

COUNSELLING SESSION

Counselling for allocation of subjects will be held as described below-

1 Counselling of Priority-I & II candidates will be conducted by O/o DGAFMS. Priority-wise online counselling for Priority – III, IV & V will be conducted by MCC based on the candidates’ merit-cum-choice.

2 Candidates will be personally responsible with regards to determining their eligibility as per their priority based on the criteria enumerated in this Information Bulletin before participating in the counselling process.

3 Candidates who are found to be ineligible at time of admission or during the course, due to them not fulfilling any of the criteria mentioned in this Information Bulletin and in the various notices/ notifications uploaded on official website or due to them providing false information, will not be admitted and their admission would be liable to be cancelled at any stage. Further, legal action based upon level of indiscretion/ fraud may also be initiated.

4 The candidates who have been allotted seats shall produce all the original certificates for verification as applicable. Candidates without documents in original at the time of admission will not be eligible for admission to the college regardless of their merit.

ADMISSION PROCEDURE

Admission procedure shall be as follows-

1 Admission to PG courses (MD/MS/DNB/MDS) at AFMS institutions is provisional subject to confirmation/ ratification by the O/o DGAFMS & concerned university. The selected candidates are required to submit additional documents/ certificates as per specific requirement of the institute/ university. Candidates should ascertain these details from the Dean Academics of the institute.

2 Decision of Commandant of the institute, duly approved by the DGAFMS, shall be final and binding.

3 All candidates are advised to preserve their Admit Cards of the NEET PG / MDS 2026 and NEET Rank card till allotment of the seats and admission to the institution.

MEDICAL EXAMINATION OF CIVILIAN (Priority V) CANDIDATES

This is a mandatory requirement for all civilian (Priority - V) candidates. The medical standards required for civilian candidates are those applicable for selection as commissioned officers in the AFMS. Admission to PG courses (MD/MS/DNB/MDS) shall only be given to those civilian doctors who are found medically fit for commission by a designated Medical Board as per laid down medical standards for commissioning.

The candidates who are found medically unfit by the Medical Board will not be admitted to any of the AFMS institutes. There is a provision of appeal for any candidate who has been found to be medically unfit, by a Board of Medical Officers as per directions of the O/o DGAFMS. If the candidate wishes to appeal, he / she should apply to the Commandant, of the AFMS Training institution by 1800hrs on the day of being declared medically unfit.

The decision of the Appeal Medical Board will be final. There is no provision for medical examination / board of any other nature after a candidate has been declared unfit by the Appeal Medical Board. There is no provision for declaring a candidate temporary unfit. Candidates finally declared unfit, will not be considered for admission. No seat will be kept pending on account of the candidate wishing to undergo treatment (Medical / Surgical) for a disease / disability for which he / she is made unfit.

It is recommended that, candidates prior to participating in the counselling as a Priority-V candidate should ascertain their medical fitness as per the stipulated guidelines mentioned above. AFMS and MCC will not be responsible for any loss suffered by the candidate as a consequence of denial of admission in AFMS PG Teaching Institutes due to the candidate being declared medically unfit.

BOND AGREEMENT FOR CIVILIAN CANDIDATES UNDER PRIORITY-V CATEGORY

All Priority-V candidates, if selected, are required to execute a bond agreement to serve as Short Service Commissioned (SSC) Officers for 5 years with the AFMS or pay an amount as sanctioned by the Govt. of India at the time of admission in case they are unwilling to join AFMS when offered commission.

For the academic session 2026-29, the bond amount is Rs. 60.5 Lakhs for MD/MS/DNB courses and Rs. 55.5 Lakhs for MDS courses. The bond is to be executed on a Rs. 500/- non judicial stamp paper and registered/ notarized with office of sub-registrar and submitted on the day of admission.

Expenses in connection with registration of Bond Agreement are to be borne by the respective candidate. The conditions in which the civilian candidates are not eligible to join the AFMS as SSC Officers are laid down in the Surety Bond which will be executed at the time of admission.

SECURITY DEPOSIT

All selected candidate who opt to join the course at AFMS institution (except serving officers) will have to deposit Rs. 10,000/- as security deposit by DD in favour of Commandant of the AFMS institution where he/ she has accepted the seat. The same is refundable after completion of course.
